जनपक्ष टुडे संवाददाता, देहरादून। उत्तराखंड पावर जूनियर इंजीनियर एसोसिएशन की एक आपात बैठक  ऑनलाइन माध्यम से की गई। बैठक की अध्यक्षता प्रांतीय अध्यक्ष केडी जोशी और संचालन महासचिव संदीप शर्मा ने किया। बैठक में इस बात पर कड़ा आक्रोश व्यक्त किया गया कि ऊर्जा निगम में सहायक अभियंताओं की वरिष्ठता सूची, जिसे न्यायालय के आदेश पर अनंतिम  करने के बाद न्यायालय में मार्च 2018 को जमा किया गया था। इसी सूची के आधार पर 2018 में पदोन्नतियां की गई थी।
अभियन्ताओं ने आरोप लगाया कि इस वरिष्ठता सूची को दरकिनार करते हुए निगम प्रबंधन ने गलत तरीके से जूनियर अभियन्ताओं को उच्च पफोन का प्रभार दिया है। कहा कि वर्ष 2008-09 के 40 सहायक अभियंताओं की वरिष्ठता को ताक पर रख वर्ष 2010-11 के सहायक अभियंताओं को अधिशासी अभियंता के पदों का प्रभार दिया गया है, जो सरासर गलत और न्यायोचित नहीं है
अभियन्ताओं ने  बात पर भी आश्चर्य व्यक्त किया कि जब पिछले कई माह से अवर अभियंता संवर्ग एवं अभियंता संवर्ग लगातार निगम प्रबंधन से मांग करता आ रहा है कि सहायक अभियंताओं की ज्येष्ठता सूची के आधार पर नियमित पदोन्नतियां की जाए। ऐसे में 2017 से अनंतिम ज्येष्ठता सूची पर सभी प्रभावित सहायक अभियन्ताओ के प्रत्यावेदनों का निस्तारण करने के स्थान पर अनंतिम वरिष्ठता सूची में शामिल कनिष्ठ सहायक अभियंताओं को अधिशासी अभियंता का प्रभार विधानसभा चुनाव आचार संहिता से ठीक पहले आनन-फानन में दिया जाना प्रबंधन की मंशा पर सवाल खड़े करता है।
कहा कि अभी तक ऊर्जा निगम के प्रबंध निदेशक ने भारी विरोध के बावजूद भी नियमो का पालन करते हुए पूर्व  प्रख्यापित नियमावली के अनुसार अधिशासी अभियंता से अधीक्षण अभियंता के पद पर पदोन्नति आदेश जारी किए गए थे,उससे उम्मीद थी कि सभी संवर्ग के साथ समानता का व्यवहार किया जायेगा, परंतु वर्तमान में इन आदेशों से ऐसा प्रतीत होता है कि प्रबंध निदेशक द्वारा एक संगठन विशेष के सदस्यों द्वारा सामूहिक इस्तीफा देने की धमकी के दबाव में आकर नियमों को ताक पर रखते हुए वर्तमान में सहायक अभियंता से अधिशासी अभियंता के पद पर कनिष्ठ अभियंताओं को प्रभार दिया है।
उनका कहना है कि कतिपय समूहों द्वारा अनैतिक रूप से गलत तथ्य पेश कर प्रबंधन को गुमराह करते हुए नियमावली के प्रावधानों के विपरीत कार्यवाही का दबाव बनाकर अधिशासी अभियंता के पदो पर पदोन्नति को रोकने का प्रयास किया जा रहा है, जिससे कि उनको अनैतिक लाभ प्राप्त हो सके, जबकि विभिन्न न्यायालयों द्वारा पदोन्नत सहायक अभियंताओं के पक्ष में फैसला देते हुए प्रकरण का निस्तारण किए जाने के लिए निर्देशित किया गया है।
उन्होंने मांग करते हुए न्याय हित में संगठन के सभी सदस्यों की तरफ से प्रबंध निदेशक से अपील की है कि वरिष्ठता नियमावली का पालन करते हुए वरिष्ठता के आधार पर सहायक अभियंता से अधिशासी अभियंता के 24 रिक्त पदों के सापेक्ष पदोन्नति आदेश शीघ्र जारी किए जाएं । यह भी निर्णय लिया गया कि यदि किसी भी कनिष्ठ  सहायक अभियंता की तैनाती अधिशासी अभियंता के रूप में की गई तो संगठन के सदस्य उनके अधीनस्थ कार्य नहीं करेंगे। अलबत्ता वह आंदोलन के लिए मजबूर होंगे ।
