मुख्यमंत्री पुष्कर धामी के चम्पावत उप चुनाव के बीच पेयजल निगम में स्थानांतरण और कार्यालय शफ्टिंग का मामला तूल पकड़ता जा रहा है। अभियंताओं के बाद अओ धिकारी कर्मचारी संयुक्त समन्वय समिति, पेयजल निगम ने भी इस कार्रवाई का घोर विरोध किया है। समिति ने अधिशासी अभियंता जितेंद्र सिंह देव के स्थानांतरण को निरस्त करने के साथ ही प्रबंधन से कार्यालय शफ्टिंग के अपने निर्णय को वापस लेने की मांग की है। ऐसा न करने पर समिति पदाधिकारियों ने गम्भीर परिणाम भुगतने की चेतावनी दी है।
समिति के पदाधिकारियों ने शासन को पूर्व में किए गए राजकीयकरण एवं कोषागार से वेतन के वादे की याद दिलाते हुए कहा कि वर्तमान में संघर्ष के महत्वपूर्ण पड़ाव पर अत्यधिक परसूएसन की आवश्यकता है। इसके लिए समन्वय समिति के अध्यक्ष जितेन्द्र देव के मार्गदर्शन एवं नेतृत्व की अत्यंत आवश्यकता बताई। लेकिन एकाएक जितेंद्र देव का स्थानांतरण करके संघर्ष को खत्म करने का काम किया गया है। समिति पदाधिकारियों ने स्थानांतरण को संघर्ष एवं संगठन हित के विरुद्ध बताते हुए शासन और निगम प्रबंधन से इस कार्यवाही स्थगित करने की मांग की है।
समिति के महामंत्री विजय खाली का कहना है कि शासन पहले राजकीयकरण की मांग को पूरा करें, उसके बाद ही दमन्वय समिति के अध्यक्ष के स्थानांतरण पर विचार करे। कहा कि संगठन के अध्यक्ष का स्थानांतरण वर्तमान नीति एवं नियमों के भी विरुद्ध है। इसलिए तत्काल स्थानांतरण निरस्त किया जाए। बताया कि समन्वय समिति द्वारा निर्णय लिया गया कि स्थानांतरण एवं कार्यालय शिफ्टिंग को कतई स्वीकार नहीं किया जाएगा। उन्होंने धमकी भरे अंदाज में चेताया कि यदि शासन एवं निगम प्रबंधन ने इस निर्णय को शीघ्र वापस नहीं लिया तो समन्वय समिति बड़ा कदम उठाएगी। तब चाहे परिणाम जो भी होंगे इसकी उन्हें कोई चिंता नहीं है। इसकी पूर्ण जबावदेही शासन और निगम प्रबंधन की होगी।

पेयजल निगम में समन्वय समिति के अध्यक्ष के स्थानांतरण और कार्यालय शिफ्टिंग के निगम प्रबंधन के आदेश से क्षुब्ध कार्मिकों और अभियंताओं ने विभागीय वरिष्ठ अभियंता को प्रबन्ध निदेशक बनाने की मांग फिर से उठाई है। कर्मचारी नेताओं का कहना है कि यदि विभागीय अधिकारी एमडी के पद पर होता तो कार्यालय शिफ्टिंग जैसे हिटलरशाही निर्णय नहीं होते। उनका कहना है कि एक तो निगम के पास कार्मिकों के वेतन के लाले पड़े हैं, ऊपर से कार्यालय शिफ्टिंग और नई शाखाएं खोलकर निगम के वित्तीय संकट को और बढाया जा रहा है। यह निर्णय निगम हित में कार्मिकों को मंजूर नहीं है। इस मामले में अभी कोई खुलकर बोलने को तैयार नहीं है, लेकिन निगम कार्मिकों में अंदर ही अंदर असंतोष की आग सुलग रही है। कार्मिकों के आक्रोश की ये चिंगारी कभी भी बड़ा रूप ले सकती है। इसलिए समय रहते सरकार को इस मसले पर शीघ्र विचार करने की जरूरत है।
कर्मचारी नेताओं का कहना है कि पेयजल निगम पूरी तरह इंजीनियरिंग डिपार्टमेंट है, जिसमें एमडी का पद भी इंजीनियरिंग कैडर का हैं। ऐसे पेयजल निगम में एमडी के पद पर गैर इंजीनियर की नियुक्ति नियमावली के खिलाफ है। एमडी को तकनीकी ज्ञान होना बेहद जरूरी है, इसके अभाव में तमाम परियोजनाओं को अपेक्षित गति नहीं मिल पाती है। वर्तमान में निगम में यही सब कुछ हो रहा है। तमाम योजनाएं लंबित हैं। लगातार कर्मचारियों के हितों के खिलाफ निर्णय लिए जा रहें है। कार्मिकों के नियमित वेतन भुगतान को लेकर लंबे समय से कोई ठोस कदम नहीं उठाया जा रहा है।
कर्मचारी नेताओं का यह भी कहना है कि वर्तमान एमडी के पास दूसरे विभागों की जिम्मेदारी है। वह पेयजल निगम को नियमित रूप से समय नहीं दे पा रहे हैं। एमडी के नियमित कार्यालय में न बैठने से जहां तमाम योजनाओं की प्रगति प्रभावित हो रही है। वहीं कार्मिकों की तमाम समस्याएं भी लटकी पड़ी हैं। वर्षों पुराने ढर्रे पर ही निगम को चलाया जा रहा है।
कर्मचारी नेताओं का कहना है कि तकनीकी विभाग को चलाने के लिए तकनीकी अफसर की नितांत जरूरत है। इसलिए जल्द से जल्द निगम में वरिष्ठ इंजीनियर को एमडी बनाया जाए। कहा कि हाईकोर्ट ने भी वरिष्ठ इंजीनियर को एमडी बनाने के आदेश दिए हैं। जिस पर शीघ्र शासन को निर्णय लेना चाहिए। उनका कहना है कि एमडी का पद प्रमोशन का पद है, जिस पर गैर इंजीनियर की नियुक्ति करके शासन और सरकार मनमानी नहीं कर सकते हैं। इस निर्णय का शुरू से ही पुरजोर विरोध किया जा रहा है।
कर्मचारी नेताओं का कहना है कि हाईकोर्ट के आदेश के बाद भी एमडी के पद से गैर विभागीय अधिकारी को न हटाना कोर्ट की अवमानना है। साथ ही न्यायालय के प्रति सरकार की न्यायप्रिय सरकार पर भी यह सवाल खड़ा करता है। उनका कहना है कि हाईकोर्ट के आदेश के बाद भी एमडी का पद से चिपके रहना उचित नहीं है। यह सरकार की पारदर्शी सिस्टम और न्यायालय को सीधी चुनौती है। कहा कि नियमावली के विरुद्ध की गई नियुक्ति को कोर्ट के द्वारा गलत ठहराए जाने के बाद भी शासन द्वारा एमडी के पद पर गैर इंजीनियर को जबरन बैठाए रखना विभागीय हित में नहीं है। इस मामले में मुख्यमंत्री पुष्कर सिंह धामी से भी हस्तक्षेप की मांग की गई है।
