जनपक्ष टुडे संवाददाता, देहरादून। लम्बे समय से राजकीयकरण की मांग को लेकर आंदोलित उत्तराखंड पेयजल निगम के अधिकारी एवं कर्मचारी एक बार फिर गुस्से में हैं। पेयजल निगम अधिकारी कर्मचारी संयुक्त समन्वय समिति ने निगम के राजकीयकरण की मांग को लेकर पूर्व घोषणा के तहत 28 अक्तूबर से हड़ताल का ऐलान कर दिया है। सोमवार को इस मांग को लेकर निगम मुख्यालय समेत पूरे प्रदेश में जिला और नगर इकाईयों ने कार्यालयों में धरना देकर प्रदर्शन किया। उधर, पेयजल मंत्री विशन सिंह चुफाल ने समिति की हड़ताल की घोषणा को देखते हुए मंगलवार को विभाग के अधिकारियों की बैठक बुला ली है।

सोमवार को समन्वय समिति ने पेयजल निगम मुख्यालय पर धरना देकर राजकीयकरण की मांग को लेकर नारेबाजी की। धरने को संबोधित करते हुए समिति के प्रदेश अध्यक्ष जितेंद्र सिंह देव ने कहा कि पेयजल निगम के राजकीयकरण की मांग पर कई बार सरकार और शासन के अधिकारियों ने आश्वासन दिए, लेकिन आश्वासन हर बार झूठे साबित हुए। इससे कर्मचारियों में भारी आक्रोश है।

धरने को संबोधित करते हुए कर्मचारी नेताओं ने कहा कि पेयजल निगम कर्मियों को वेतन-पेंशन के लिए हर माह परेशान रहना पड़ता है। कई बार तो 4-4 माह तक वेतन का इंतजार करना पड़ता है। निगम के राजकीयकरण से वेतन-पेंशन का संकट दूर हो जाएगा। वक्ताओं ने कहा कि ये स्थिति तब है, जब कर्मचारी रात दिन एक कर काम कर रहे हैं।

कोरोनाकाल मे जोखिम के बावजूद कर्मचारी काम में जुटे रहे। जल जीवन मिशन के लक्ष्य को तेजी से पूरा कर राज्य को सम्मानजनक स्थिति तक पहुंचाया गया। ये तमाम उपलब्धियां कर्मचारियों की मेहनत से ही मिल पाईं। इसके बाद भी कर्मचारियों की मांग को पूरा नहीं किया जा रहा है। ऐसे में उन्हें 28 अक्तूबर से हड़ताल के लिए बाध्य होना पड़ा है। गुस्साए समिति पदाधिकारियों ने ऐलान करते हुए कहा कि राजकीयकरण पर ठोस कार्रवाई न होने तक आंदोलन जारी रहेगा।

कार्मिकों की मांग को लेकर निगम प्रबन्ध और शासन गम्भीर: उदयराज सिंह

निगम मुख्यालय में आयोजित धरना प्रदर्शन के बाद प्रबंध निदेशक उदयराज सिंह ने समन्वय समिति के पदाधिकारियों को वार्ता के लिए बुलाया। उन्होंने समिति पदाधिकारियों को अवगत कराया गया कि शासन ने 2 माह का वेतन निर्गत कर दिया है। शीघ्र ही अवशेष 1 माह का वेतन भी जल्द निर्गत हो जाएगा। इस दौरान एमडी ने अनुरोध किया गया कि वर्तमान में प्रदेश में आपदा को देखते हुए हड़ताल कार्यक्रम स्थगित कर दिया जाए। शासन कार्मिकों की मांगों को लेकर गंभीर है। शीघ्र ही उनके इस सम्बंध में सचिव पेयजल और पेयजल मंत्री से वार्ता कर शीघ्रता से मांग पर कार्यवाही कराने का प्रयास किए जाएंगे।

मांग पर कार्रवाई नहीं हुई तो 28 से प्रस्तावित हड़ताल होकर रहेगा

प्रबन्धन से वार्ता के बाद समन्वय समिति की कोर कमेटी की बैठक सम्पन्न हुई, जिसमें स्पष्ट निर्णय लिया गया कि आंदोलन 2 या 3 माह के वेतन भुगतान के लिए नहीं, पेयजल निगम में वेतन की स्थाई व्यवस्था बनाने के लिए है, जिसका एक मात्र उपाय राजकीयकरण है। इसलिए पेयजल निगम समन्वय समिति द्वारा पूर्व में दिए गए आंदोलन कार्यक्रम पूर्ववत जारी रहेगा। यह भी निर्णय लिया गया कि वर्तमान में कुमाऊं क्षेत्र में आई गंभीर आपदा को देखते हुए, जो अधिकारी-कर्मचारी आपदा राहत कार्यों में ड्यूटी दे रहे हैं, उन्हें धरना प्रदर्शन कार्यक्रम से अगले 2 दिन तक विरत रखा जाएगा। बैठक में सर्वसम्मति से यह निर्णय लिया गया है कि सरकार ने यदि 27 अक्टूबर तक राजकीयकरण की मांग पर सकारात्मक निर्णय नहीं लिया, तो 28 अक्टूबर से पेयजल निगम के सभी 10 मान्यता प्राप्त संघों से जुड़े कार्मिक हड़ताल पर चले जाएंगे। यह अंतिम निर्णय है, जिस पर मांग पूरी होने तक कोई समझौता नहीं होगा।
