– विधायक उमेश शर्मा की मध्यस्थता में मुख्यमंत्री पुष्कर सिंह धामी ने की आमरण अनशन के क्रम में पेयजल कार्मिकों की वेतन-पेंशन की मांग को लेकर त्रिपक्षीय वार्ता, सीएम ने सचिव वित्त को दिए मामले में अति शीघ्रता से कार्रवाई के निर्देश

जनपक्ष टुडे ब्यूरो, देहरादून। उत्तराखंड पेयजल निगम को नए साल में सौगात मिल सकती है। सरकार पेयजल कार्मिकों की ट्रेजरी से वेतन-पेंशन भुगतान की मांग को पूरा कर सकती है। शुक्रवार शाम को मुख्यमंत्री ने त्रिपक्षीय वार्ता बुलाकर मांग पर जल्द से जल्द कार्रवाई का भरोसा दिलाया और वित्त सचिव अमित नेगी को मामले में त्वरित कार्रवाई के निर्देश दिए हैं।

बता दें कि अधिकारी कर्मचारी सयुंक्त समन्वय समिति, पेयजल निगम लम्बे समय से राजकीयकरण की मांग कर रहे हैं। पेयजल मंत्री ने दो माह पूर्व शासन के अधिकारियों से त्रिपक्षीय वार्ता कर राजकीयकरण होने तक पेयजल कर्मियों को ट्रेजरी से वेतन देने पर सहमति दी, जिसके बाद पेयजल निगम कर्मियों ने हड़ताल के फैसले को ताल दिया था, लेकिन मांग पर दो माह बाद भी कार्रवाई न होने पर 28 दिसम्बर 2021 से आमरण अनशन शुरू कर दिया।

समन्वय समिति के अध्यक्ष जितेंद्र सिंह देव और महासचिव विजय खाली पेयजल मुख्यालय में बेमियादी अनशन पर बैठ गए। आंदोलन के समर्थन में प्रदेश भर से पेयजल कर्मी स्वतः एकाएक नो पे नो वर्क पर चले गए। अनशन को कई कर्मचारी संगठनों के पदाधिकारियों और राजनीतिक पार्टियों के नेताओं ने मांग को जायज बताते हुए अपना-अपना समर्थन देकर आंदोलन को धार दी है। सहमति के बाद भी मामले में वित्त सचिव के अड़ियल रवैये से आंदोलित कार्मिकों में भारी आक्रोश व्याप्त है।

शुक्रवार को समन्वय समिति के पदाधिकारियों की विधायक उमेश शर्मा काऊ की मध्यस्थता में मुख्यमंत्री पुष्कर सिंह धामी के साथ त्रिपक्षीय बैठक सीएम आवास पर सम्पन्न हुई। बैठक में शासन एवं निगम प्रबंधन की ओर से अपर सचिव एवं प्रबन्ध निदेशक, पेयजल निगम उदय राज सिंह, मुख्य अभियंता मुख्यालय सुरेश चन्द्र पंत एवं महाप्रबंधक भूजल एवं सर्वेक्षण प्रवीण कुमार राय और समन्वय समिति की ओर से वरिष्ठ उपाध्यक्ष इं. अरविंद सिंह सजवाण, अध्यक्ष डिप्लोमा इंजीनियर्स महासंघ इं. हरीश चन्द्र नौटियाल, इं. रामकुमार, इं. अजय बैलवाल, इं. सौरभ शर्मा एवं गौरव बर्तवाल आदि मुख्य रूप से मौजूद रहे।

मुख्यमंत्री धामी ने समन्वय समिति के गतिमान आन्दोलन पर गंभीरता से विचार विमर्श किया और वेतन-पेन्शन भुगतान को कोषागार के माध्यम से किये जाने पर चर्चा की।  बैठक में समिति की ओर से मुख्य वार्ताकार इं. अजय बैलवाल ने पेयजल निगम में वेतन पेंशन की व्यवस्था के सम्बन्ध में अवगत कराया एवं समय से नियमित वेतन-पेंशन के लिए कोषागार के माध्यम से वेतन-पेंशन के भुगतान की मांग जोरदार तरीके से रखी।

प्रबन्ध निदेशक उदय कुमार ने मुख्यमंत्री को अवगत कराया कि पेयजल निगम के कार्मिकों को कोषागार के माध्यम से वेतन-पेंशन भुगतान किये जाने पर कोई अतिरिक्त व्ययभार नहीं आयेगा। वर्तमान में पेयजल मंत्री के साथ संपन्न वार्ता के क्रम में प्रशासकीय विभाग द्वारा उक्त व्यवस्था सुनिश्चित करने के लिए पत्रावली वित्त विभाग को प्रेषित की जा चुकी है। इसलिए राज्यहित एवं जनहित में कोषागार के माध्यम से समय से वेतन पेंशन भुगतान की मांग की पूर्ति की जानी आवश्यक है।

विधायक उमेश शर्मा काऊ ने समन्वय समिति की ओर से मजबूत पक्ष रखा और उनकी मांग का पूर्ण समर्थन करते हुए मुख्यमंत्री से शीघ्र सकारात्मक रूप से मामले का निस्तारण का अनुरोध किया गया। मुख्यमंत्री धामी ने विधायक एवं समन्वय समिति द्वारा अवगत कराये गए तथ्यों से सहमत होने के बाद वित्त सचिव अमित नेगी को आवश्यक बैठक कर सकारात्मक निस्तारण सुनिश्चित करने के निर्देश दिये। शनिवार को मामले में सीएम के साथ हुई त्रिपक्षीय बैठक का कार्यवृत्त के साथ ही शासनाआदेश निर्गत होने की उम्मीद है।
