– उत्तराखंड जल संस्थान में पहली बार सामने आया महिला ठेकेदार का नाम, सरकारी सेवक हैं महिला के पति, पति ने खुद के ही डिवीजन में दिलाए करोड़ों के काम

जनपक्ष टुडे संवाददाता, ऊधमसिंहनगर। उत्तराखंड जल संस्थान में लगता है कि नियम नाम की कोई चीज ही नहीं है। कई अधिकारी-कर्मचारी नियमों को ताक पर रख परिवारजनों, सगे-संबंधियों और नाते-रिश्तेदारों के नाम पर ठेकेदारी कर रहे हैं। पौड़ी के बाद जल संस्थन के ऊधमसिंहनगर डिवीजन में एक ऐसा ही मामला सामने आया है। जहां एक बाबूजी “क्लर्क” खुलेआम पत्नी के नाम पर लाखों-करोड़ों के छोटे-बड़े ठेके कर रहा है। ताज्जुब की बात यह है कि बाबूजी लंबे समय से पत्नी के नाम पर एक के बाद एक मेंटेनेंस के ठेके ले रहे हैं और इसकी संस्थान के किसी भी अधिकारी-कर्मचारी को कोई भनक नहीं है। क्या ऐसा संभव है। इसमें मिलीभगत साफ उजागर हो रही है। मामले का संज्ञान लेने के बजाय उच्चाधिकारी मौन हैं, जिससे कई सवाल खड़े हो रहे हैं।


सूत्रों से मिली जानकारी के अनुसार जल संस्थान के ऊधमसिंहनगर डिवीजन में राजकुमार नाम के एक क्लर्क जो वैयक्तिक सहायक के पद पर कार्यरत बताए जा रहे हैं। वह लंबे समय से पत्नी के नाम पर ठेकेदारी कर रहे हैं। हर दूसरा-तीसरा ठेका शकुंतला कंस्ट्रक्शन के नाम जारी होना बताया जा रहा है। आरोप तो यह भी है कि डिवीजन में काम लेने वाले दूसरे ठेकेदारों को ये बाबूजी डराते धमकाते भी हैं। जो कोई लड़-झगड़कर काम लेता भी है, तो उसे भुगतान के लिए चक्कर कटाए जाते हैं।

यानि डिवीजन में संबंधित बाबू का पूरा कब्जा है। वह चाहें तो दूसरों को ठेके दे या खुद कर लें। हैरत की बात यह है कि बाबूजी की हरकतों की विभागीय अधिकारियों को तनिक भी खबर नहीं है। जबकि कई बार इस बावत लोगों ने अधिकारियों से शिकायत भी की है, लेकिन विभागीय अधिकारी मामले को दबाते रहे।

किसी ने भी इस पर कार्रवाई की जहमत नहीं उठाई। अब जब मामला मीडिया के सामने आया तो अधिकारी कार्रवाई की बात कर रहे हैं। इस बात की भी जांच होनी चाहिए कि यदि मामला सही है, तो शकुंतला कंस्ट्रक्शन द्वारा डिपार्टमेंट में रजिस्टेशन कराने से लेकर अब तक कितने करोड़ का काम कराया है। काम की क़्वालिटी ठीक न पाए जाने पर उसकी संबंधित कर्मचारी और अधिकारियों से वसूली होनी चाहिए।

सबसे बड़ा सवाल यह है कि विभाग में कार्यरत बाबूजी की पत्नी का संबंधित डिवीजन और सर्किल में रजिस्टेशन कैसे हो गया। क्या रजिस्टेशन के दौरान शकुंतला देवी द्वारा दिया गया शपथ पत्र झूठा है, जिसमें लिखा गया है कि उनका डिपार्टमेंट और संबंधित डिवीजन में कोई ब्लड रिलेटिव नहीं है? क्या वास्तव में किसी को भी यह जानकारी नहीं है कि शकुंतला का पति का नाम राजकुमार है, जो ऊधमसिंहनगर डिवीजन में तैनात है? क्या शकुंतला ठेके लेने बराबर कार्यालय आती-जाती है। नहीं आती है, तो उसके बदले ठेके लेने के दौरान कागजी कार्रवाई कौन पूरी करता है?

उसके द्वारा कार्य के बाॅड फार्म पर कौन हस्ताक्षर करता है? बगैर सामने आए कैसे ठेके के करार हो जाते हैं। भुगतान के चेक कौन रिसीव करता है? ये वो तमाम सवाल हैं, जो सिर्फ राजकुमार और शकुंतला देवी पर, बल्कि विभागीय अधिकारियों की मिलीभगत और सांठगांठ को दर्शाता है। सुतों की मानें तो यदि मामले की गहराई से जांच की गई दो संस्थान के दूसरे डिवीजनों में बि इस तरह के कई प्रकरण सामने आएंगे।

अब जब इस संबंध में संबंधित अधिकारियों से बात की गई, तो वह मामले की जानकारी होने की तो बात कह रहे हैं, लेकिन षकुंतला का पति कौन है, इसको लेकर जांच की बात रहे हैं। हैरत की बात यह है कि वैयक्ति सहायक राजकुमार की पत्नी कौने है इसको लेकर विभागीय अधिकारियों को कई वर्ष लग गए। नियमों का पालन कराने के वाले जिम्मेदारी अधिकारियों की गैर जिम्मेदाराना रवैये को दर्षा रहा है।

इससे यह साफ हो रहा है कि जल संस्थान में एक नहीं इस तरह के कई गड़बड़झाले है। कई अधिकारी-कर्मचारी कोई बेटे के नाम, कोई भाई के नाम पर, कोई पत्नी तो कोई रिशतेदारों के नाम पर ठेके कर रहे हैं, जो नियमों के खिलाफ ही नहीं, बल्कि कर्मचारी आचार नियमावली के विपरीत है। जांच कर इस मामले पर उच्चाधिकारियों को कड़ी कार्रवाई करनी चाहिए, ताकि भविष्य में कोई भी मुलाजिम नियमों की धज्जियां न उड़ा सके।

ऊधमसिंहनगर नगर डिवीजन में महिला द्वारा ठेकेदारी किए जाने का मामला सामने आने पर यह चर्चा मामला का विषय बना हुआ है। महिलाएं हर फील्ड में अपना लोहा मना रही है, लेकिन यह पहली बार सुनने में आ रहा है कि महिलाएं सिविल कार्य के ठेके लेकर ठेकेदारी भी करने लगी हैं।  ठेकेदारी कोई गलत काम नहीं है, लेकिन पति के सरकारी सेवा में होने पर उस डिवीजन में नियमानुसार कार्य नहीं किया जा सकता है। यह पति की सेवा नियमावली के खिलाफ है। पति के सेवा से हटने या इस्तीफा देने के बाद ही महिला उस डिवीजन में नियमानुसार कार्य कर सकती है, लेकिन ऐसा कुछ भी नहीं है। पति की सेवा के बाद भी ठेके लेना नियमों के विपरीत है, जिसके लिए सम्बंधित अधिकारी भी पूरी तरह जिम्मेदार हैं। बिना पड़ताल के कार्य आवंटित करने वाले अधिकारियों के खिलाफ भी सख्त कार्रवाई की भी मांग की जा रही है।

” ये प्रकरण संज्ञान में आया है, लेकिन मैं हाल ही में डिवीजन में स्थानांतरित होकर आया हूं। जब से मैं डिवीजन में आया हूं, मेरे द्वारा शकुंतला कंस्ट्रक्शन को कोई ठेका आवंटित नहीं किया गया है। शकुंतला देवी राजकुमार की पत्नी है। इसकी जांच की जा रही है। इस सम्बंध में उच्चाधिकारियों की अवगत कराया जा रहा है।”
