जनपक्ष टुडे ब्यूरो। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में बुधवार देर शाम को मंत्रिमंडल की बैठक खत्म हो गयी है। धामी सरकार की यह अंतिम मंत्रीमंडल की बैठक संपन्न हुई है, जिसमें तमाम प्रस्तावों पर चर्चा की गई है। मंत्रिमंडल की बैठक में 40 से अधिक प्रस्तावों पर मुहर लगी है, जिसमें मुख्य रुप से प्रदेश में लगातार बढ़ रहे कोरोना संक्रमण के मामले को देखते हुए उत्तराखंड राज्य सरकार ने बड़ा निर्णय लिया है। कैबिनेट में लिए गए निर्णयों की जानकारी कैबिनेट मंत्री और सरकार के प्रवक्ता सुबोध उनियाल ने दी है।
कैबिनेट में ये लिए गए मुख्य फैसले
1. वृद्धावस्था, विकलांग, विधवा पेंशन के साथ ही दिव्यांग पेंशन को 1200 रूपये से बढ़ाकर 1500 रूपये करने का निर्णय किया गया।
2. शिक्षा मित्रों का मानदेय 15 हजार से बढ़ाकर 20 हजार करने का निर्णय किया गया।
3. आंदोलनकारियों को सरकारी नौकरी में आरक्षण देने से संबंधित पत्रावलि पर अनुमोदन देने हेतु राज्यपाल महोदय से पुनः अनुरोध करने का निर्णय किया गया।
4. उद्यान विभाग एवं कृषि विभाग के एकीकरण हेतु सैद्धांतिक सहमति के लिये मुख्यमंत्री को अधिकृत किया गया।
5. उत्तर प्रदेश एवं उत्तराखण्ड में एक ही विज्ञप्ति के आधार पर कार्य करने वाले ऐसे कार्मिक जिन्हें पुरानी पेंशन से वंचित किया था उनको एक ही विज्ञप्ति के आधार पर पुरानी पेंशन में शामिल करने का निर्णय लिया गया।
6. चिकित्साधिकारी सामुदायिक स्वास्थ्य के पदों को आयुष एवं आयुष शिक्षा विभाग के अधीन आयुर्वेदिक एवं यूनानी सेवा विभाग के विभागीय ढांचे में सम्मिलित करने का निर्णय लिया गया।
7. 112 चिकित्सालयों में (1 महिला, 1 पुरूष) 224 पदों के सृजन करने का निर्णय लिया गया।
8. आयुष विभाग में होम्योपेथिक एवं आयुर्वेद चिकित्सा अधिकारियों को एसीपी देने का निर्णय लिया गया।
9. शुगर मिल में मृतक आश्रितों को नौकरी देने का निर्णय लिया गया।
10. राजकीय स्वास्थ्य नीति को मंजूरी दी गयी।
11. पेयजल एवं जल संस्थान में पे प्रोटेक्शन के लिये विभागीय सचिव से वेतन भुगतान करने का निर्णय लिया गया।
12. गंगोलीहाट नगर पंचायत को नगर पालिका में उच्चीकृत करने का निर्णय लिया गया।
13. निजी सुरक्षा नियमावली 2021 को मंजूरी दी गयी।
14. वित्तीय हस्त पुस्तिका में संशोधन करने का निर्णय लिया गया।
15. उत्तराखण्ड लैंडस्लाइड मिटीगेशन न्यूनीकरण सेंटर(उत्तराखण्ड भूस्खलन न्यूनीकरण एवं प्रबंधन केंद्र) बनाने का निर्णय लिया गया।
16. सभी पूर्व सैनिकों को स्थानीय निकाय में हाउस टैक्स से छूट देने का निर्णय लिया गया।
17. पर्यटन की दृष्टि से आवासीय भवन नीति में शिथिलता देने का निर्णय लिया गया।
18. ऋषिकेश आईडीपीएल और हल्द्वानी में बनाये गये 500 कोविड बेड हॉस्पिटल को 2022 तक चलाने का निर्णय लिया गया।
19. उद्यान विभाग के अंतर्गत 94 बागान को श्रेणी ए को विभागीय मोड में, श्रेणी बी को 20 वर्षीय शार्ट टर्म लीज पर और श्रेणी सी को 30 वर्षीय लांग टर्म लीज पर देने का निर्णय लिया गया।
20. स्टेट डाटा सेंटर 2022 को मंजूरी दी गयी।
21. आईटीडीए सूचना प्रौद्योगिकी विकास अभिकरण में प्रोजेक्शन मैनेजमेंट सेल बनाने का निर्णय लिया गया।
22. सगंध पौधा केंद्र सेलाकुई में 17 संविदा कार्मिकों के मानदेय में वृद्धि करने का निर्णय लिया गया।
23. जैविक कृषि अधिनियम 2021 के अंतर्गत नियमावली बनाने का निर्णय लिया गया।
24. नर्सरी एक्ट 2021 के अंतर्गत नियमावली बनाने का निर्णय लिया गया।
25. प्रधानमंत्री राज्य पोषित फसल बीमा के अंतर्गत कृषकों के लिये बीमा कवरेज बढ़ाने हेतु कृषकों का शेयर अंशदान दो प्रतिशत से घटाकर एक प्रतिशत किया गया।
26. मंडी एक्ट में संशोधन करते हुए 2 प्रतिशत शुल्क में 1 प्रतिशत की कमी करने का निर्णय लिया गया। इस प्रकार पूर्व डेड प्रतिशत सैस के अतिरिक्त 1 प्रतिशत शुल्क देना होगा।
27. शासकीय/अशासकीय महाविद्यालय में कैरियर एडवांसमेंट नीति लाने का निर्णय लिया गया।
28. यूजीसी के अंतर्गत नियुक्ति में पीएचडी की अनिवार्यता के लिये कार्यरत संकाय सदस्यों को 20 प्रतिशत को अध्ययन हेतु अवकाश की अनुमति होगी।
29. सस्ता गल्ला व्यापारियों हेतु 50 रूपये प्रति कुंतल ढुलान, की तरह प्रति कुंतल मुख्यमंत्री दलहन में भी 50 प्रतिशत प्रति कुंतल ढुलान देने का निर्णय दिया गया।
30. ऊधम सिंह नगर में सिडकुल और लोनिवि की भूमि पर बने सड़क की मरम्मत जो है जैसा है के आधार पर लोनिवि को देने का निर्णय लिया गया।
31. नायब तहसीलदार के लिये उत्तराखण्ड अधीनस्थ राजस्व कार्यपालक नियमावली में आंशिक संशोधन करते हुए नायब तहसीलदार पद पर चयनित कार्मिकों के संबंध में विहित प्रशिक्षण अवधि दिनांक 22.08.13 से 04.01.2014 को सेवा में जोड़ने का निर्णय लिया गया।
32. लक्सर के ग्राम प्रहलादपुर, शाहपुर एवं मदारपुर में 32.39 है. भूमि को सिडकुल हेतु स्थानांतरित करने का निर्णय लिया गया।
33. नगर पालिका परिषद गरूड कार्यालय हेतु 0.56 है. भूमि निःशुल्क देने का निर्णय लिया गया।
34. केन्द्र पोषित एक्शन प्लान स्मार्ट नीति के अंतर्गत विद्युत केबल कार्य हेतु 3 हजार, 491 करोड़ रूपये की मंजूरी।
35. पिडकुल, यूपीसीएल में भूमिगत लाइन, हाईटेंशन लाइन संबंधी कार्यों के लिये 1676.52 करोड़ रूपये का डीपीआर केन्द्र सरकार की शर्तों पर दिया जायेगा।
36. किच्छा में एम्स की स्थापना हेतु सिडकुल द्वारा उपलब्ध करायी गयी भूमि के एवज में सिडकुल को ग्राम खुर्पिया में भूमि आवंटित की गयी, जिसके शासनादेश में त्रुटिवश अंकित शुल्क रू. 35,00,000/ के स्थान पर रू. 1,03,50,000/ संशोधित किये जाने का प्रस्ताव को मंजूरी।
37. उद्यान एवं खाद्य प्रसंस्करण विभाग उत्तराखण्ड के विभिन्न अनुभागों के श्रेणी ख के पदों की पुनर्संरचना/पुनर्गठन एवं उत्तराखण्ड उद्यान एवं खाद्य प्रसंस्करण समूह क सेवा (संशोधन) नियमावली – 2022 एवं उत्तराखण्ड उद्यान एवं खाद्य प्रसंस्करण समूह ख सेवा (संशोधन) नियमावली -2022 को मंजूरी।
38. केन्द्र पोषित, पुनरोत्थान वितरण क्षेत्र योजना हेतु प्रस्तावित कार्ययोजना को मंजूरी। योजना के अंतर्गत यूपीसीएल द्वारा प्रीपेड स्मार्ट मीटरिंग तथा विद्युत अवसंरचना कार्यों के लिये कुल रू. 3,491 करोड़ का प्रस्ताव योजना के दिशा-निर्देशों के अनुरूप केन्द्र सरकार को अनुमोदन हेतु प्रेषित किये जाने का निर्णय लिया गया।
39. उत्तराखण्ड फल पौधशाला (विनियमन) नियमावली, 2021 के प्रख्यापन को मंजूरी।
40. एडीबी से वित्त पोषित Uttarakhand Transmission Strenghthening & Distribution Improvement Programme योजना के अंतर्गत फंडिंग पैटर्न को मंजूरी।
41. रात्रि कोविड कर्फ्यू के समय में किया गया बदलाव, अब रात 10:00 बजे से सुबह 5:00 बजे तक रहेगा कर्फ्यू। कोरोना संक्रमण के बढ़ते मामले को देखते हुए लिया गया निर्णय।
