जनपक्ष टुडे ब्यूरो, देहरादून। उत्तराखंड पॉवर कारपोरेशन लिमिटेड (यूपीसीएल) में प्रबन्ध निदेशक की नियुक्ति को लेकर पिछले तीन दिन से चल रहा अटकलबाजी का आज पटाक्षेप हो गया। सरकार ने पॉवर ट्रांसमिशन कारपोरेशन लिमिटेड (पिटकुल) के निदेशक परियोजना अनिल कुमार यादव को यूपीसीएल का प्रबंध निदेशक बनाया है। इस सम्बंध में शुक्रवार दे शाम को अपर सचिव ऊर्जा डॉ. इकबाल अहमद ने आदेश जारी कर दिए हैं।

बता दें कि गत 5 अक्टूबर को ऊर्जा विभाग के तीनों निगमों में रिक्त चल रहे प्रबंध निदेशक और निदेशकों के साक्षात्कार संपन्न हुए थे, जिनके परिणामों को लेकर तमाम कयास बाजियां चल रही थी। शासन द्वारा आदेश जारी करने पर एमडी को लेकर चल रहा कयासबाजी पर विराम लग गया है।

खास बात यह है कि लंबे समय से देखा जा रहा है कि ऊर्जा निगमों में प्रबन्ध निदेशक और निदेशकों की नियुक्तियों को लेकर होने वाले साक्षात्कार महज औपचारिकता पूरी करने तक सीमित है। जिस कंडीडेट का सलेक्शन होना है उसके नाम साक्षात्कार से पूर्व ही तय हो जाते हैं। इस कार्यप्रणाली ने शासन की कार्यप्रणाली को कठघरे में खड़ा कर दिया है।

बता दें कि सर्वाधिक चर्चा यूपीसीएल के एमडी के पद पर होने वाली नियुक्ति को लेकर चल रही थी, जिस पर आज देर शाम आदेश जारी होने के बाद विराम लग गया है। लेकिन पिटकुल के एमडी सहित यूपीसीएल के निदेशक परिचालन, निदेशक मानव संसाधन एवं यूजेवीएनएल के निदेशक मानव संसाधन के पदों पर हुए साक्षात्कारों का परिणाम आना अभी बाकी है।

यह सर्वविदित है कि यूपीसीएल में एमडी के पद पर अब तक विवादास्पद और दागी इंजीनियरों की नियुक्तियां हुई हैं।। धामी सरकार में उम्मीद की जा रही थी किसी ईमानदार, बेदाग और साफ सुथरी छवि वाले को ही उत्तराखंड पावर कारपोरेशन लिमिटेड के एमडी की कमान सौंपी जाएगी। ताकि घाटे में चल रहे निगम को पटरी पर लाया जा सके। लेकिन यह शायद यूपीसीएल की किस्मत में नहीं है।

दरअसल तेज तर्रार और ईमानदार छवि के आईएएस दीपक रावत को यूपीसीएल का प्रबन्ध निदेशक बनाकर सरकार ने बड़ा निर्णय लिया था, जिसकी सबने तारीफ की थी, लेकिन जिस दिन सरकार ने रावत को एमडी बनाया उसी दिन से उन्हें हटाने की हटाने की भी चर्चा शुरू हो गई थी।

एक राजनेता नहीं चाहते थे कि कोई ईमानदार व्यक्ति इस पद पर न रहे। इसके पीछे का मन्तव्य किसी से छिपा नहीं है। दीपक रावत महज तीन माह ही इस पद पर रहे हैं। इन तीन माह में यूपीसीएल में काफी सुधार देखने को मिला है। इससे पूर्व भ्रष्टाचार को लेकर सबसे अधिक चर्चाओं में रहे एमडी इं. एसएस यादव और इं. बीसीके मिश्रा को घपले-घोटालों के कारण ही कार्यकाल पूरा होने से पहले ही हटाया गया था।

बता दें कि यूपीसीएल के एमडी बनाए गए अनिल कुमार यादव पर पिटकुल में अनियमितताओं के कई गम्भीर आरोप हैं। भ्रष्टाचार के कई बड़े विवाद उनसे जुड़े हुए हैं। पिटकुल में बतौर चीफ इंजीनियर वह काफी विवादों में रहे हैं। ऐसे में राज्य में भ्रष्टाचार मुक्त शादन-प्रशासन देने का दावा करने वाली सरकार की मंशा पर सवाल खड़े हो रहे हैं। उत्तराखंड में विधानसभा चुनाव सिर पर है। ऐसे में इस तरह के निर्णय सरकार को भारी पड़ सकते हैं। उधर, राजनीतिक गलियारों में अभी से चर्चा शुरू हो गई है कि यह नियुक्ति चुनाव में बड़ा मुद्दा बन सकती है।
