वरिष्ठ कोषाधिकारी नरेन्द्रनगर की तहरीर पर पुलिस ने नरेंद्रनगर उप कोषागार के कोषाधिकारी सहित पांच कार्मिकों को गिरफ्तार किया है। एसएसपी टिहरी ने बताया कि गिरफ्तार किए गए आरोपियों को न्यायालय के समक्ष पेश किया गया, जहां से उन्हें जेल भेज दिया गया।
बता दें कि जिला कोषागार में 2.22 करोड़ रुपये के गबन का खुलासा होने पर अन्य कोषागारों में भी गड़बड़ी की आशंका जताई जा रही थी। शुक्रवार को वह आशंका भी सच साबित हुई। नरेंद्रनगर उप कोषागार में तो कोषाधिकारी ने खुद लेखाकार के साथ मिलकर गबन किया है। उन्होंने नई टिहरी कोषागार के लेखाकारों की तरह ही मृतक पेंशनरों की पेंशन अपने खातों में ट्रांसफर कराई।
2 करोड़ 48 लाख 46 हजार 829 रुपये का गबन करने के आरोप में गिरफ्तार आरोपियों ने बताया कि वह लंबे समय से उन फाइलों को छांटते आ रहे थे, जिन पेंशनरों की मृत्यु हो चुकी है। उसके बाद ई-पोर्टल में उनके जीआरडी नंबर पर उन्हें जीवित दर्शाकर उनके खाते व नाम की जगह अपना बैंक खाता नंबर और नाम भरकर पेंशन की रकम अपने खाते में डाल लेते थे।
यही नहीं उन्होंने गबन की गई धनराशि अपने कई परिचितों के खातों में भी ट्रांसफर कराई। इसके बदले वह परिचित खातेदार को कुछ कमीशन देकर बाकी रकम वापस ले लेते थे। एसएसपी नवनीत सिंह भुल्लर ने बताया कि बृहस्पतिवार छह जनवरी को वरिष्ठ कोषाधिकारी नमिता सिंह की ओर से नरेंद्रनगर पुलिस थाने में तहरीर दी गई थी।
बताया गया कि नरेंद्रनगर कोषागार में कार्यरत कोषाधिकारी जगदीश चंद्र, लेखाकार विनय कुमार चौधरी और पीआरडी कर्मचारी सोहबत सिंह पडियार की ओर से कुछ वर्षों से कोषागार के ई-कोष पोर्टल पर लॉगिन कर पेंशनर्स के डाटा में छेड़छाड़ कर पेंशनर्स के खातों के स्थान पर अपना और अपने परिचितों के बैंक खातों में पेंशन और एरियर का भुगतान कर सरकारी धन का गबन किया जा रहा है।
एसएसपी टिहरी ने बताया कि तहरीर के आधार पर तीन कर्मचारियों के खिलाफ मुकदमा दर्ज कर जांच शुरू की गई तो पता चला मामले में कुल पांच कर्मचारी शामिल हैं। इसके बाद सभी पांचों आरोपियों के खिलाफ मुकदमा दर्ज कर उन्हें गिरफ्तार कर लिया गया। उन्होंने बताया कि गिरफ्तार किए गए नरेंद्रनगर के कोषाधिकारी जगदीश चंद्र के बैंक खाते में गबन की गई धनराशि 5 लाख 13 हजार 542 रुपये, लेखाकार विनय कुमार चौधरी के खाते में एक करोड़ 19 लाख 68 हजार 579 रुपये, पीआरडी कर्मचारी सोहबत सिंह के खाते में 23 लाख 46 हजार 748 रुपये, पशुपालन विभाग में कार्यरत लिपिक कल्पेश भट्ट के खाते में 26 लाख 54 हजार 302 रुपये और रणजीत कुमार के बैंक खाते में एक लाख 39 हजार 325 रुपये पाए गए हैं।
यह बि बता दें कि कि 29 दिसंबर 2021 को सहायक कोषाधिकारी नई टिहरी ने कोतवाली नई टिहरी में 4 कर्मचारियों के खिलाफ लिखित तहरीर दी, जिसके बाद 1- जयप्रकाश शाह (लेखाकार कोषागार नई टिहरी)-2- यशपाल सिंह नेगी (लेखाकार कोषागार नई टिहरी)-3- सुरेन्द्र सिंह पंवार (PRD) 4- मनोज कुमार (खाता धारक) के विरूद्ध मुकदमा इस आशय से पंजीकृत कराया गया था कि नई टिहरी कोषागार में कार्यरत खाताधारक उपरोक्त अभियुक्तगण के द्वारा कुछ वर्षों से कोषागार के ई-कोष पोर्टल पर लॉगिन कर पेशनर्स के डाटा में छेडछाड, कूटरचना कर पेंशनर्स के बैंक खातो के स्थान पर स्वयं अपने तथा अपने परिचितों के खातो में फर्जी तरीके से पेंशन/एरियर का भुगतान कर सरकारी धन का गबन किया हैं।
