पूर्व मुख्यमंत्री और कांग्रेस की चुनाव अभियान समिति के मुखिया रहे हरीश रावत मंगलवार को ग्रीष्मकालीन राजधानी गैरसैंण के भराड़ीसैंण स्थित विधानसभा भवन पहुंच रहे हैं। नहीं-नहीं, रावत विधानसभा के बजट सत्र में हिस्सा लेने गैरसैंण नहीं जा रहे हैं। एक तो वह विधायक नहीं हैं और फिर सत्र भी गैरसैंण नहीं, देहरादून में आयोजित हो रहा है।
इन दिनों उत्तराखंड में चार धाम यात्रा में श्रद्धालुओं की भारी भीड़ उमड़ रही है, पुलिस व्यवस्था बनाने में व्यस्त है। इसलिए सरकार ने पहले गैरसैंण में सत्र का कार्यक्रम तय करने के बाद फिर इसे देहरादून में ही करने का निर्णय लिया। कांग्रेस ने इसे मुददा बनाया और रावत ने निश्चय कर लिया कि सरकार और विधायक गैरसैंण न जाएं, लेकिन वह स्वयं सत्र शुरू होने वाले दिन गैरसैंण पहुंचकर विधानसभा भवन के बाहर धरना देंगे। आखिर रावत यूं ही नहीं प्रदेश कांग्रेस को अपने कंधों पर ढो रहे हैं।
सदन में होगी दिग्गजों के कौशल की परीक्षा:
पांचवीं विधानसभा के पहले बजट सत्र में सत्तारूढ़ भाजपा और विपक्ष कांग्रेस के दिग्गजों के कौशल की असली परीक्षा होगी। यूं तो इस विधानसभा का एक सत्र पहले हो चुका है, लेकिन तब इसकी अवधि अत्यंत संक्षिप्त, महज दो दिन रही। नेता सदन के रूप में मुख्यमंत्री पुष्कर सिंह धामी हों या फिर नेता प्रतिपक्ष यशपाल आर्य, बजट सत्र में दोनों अपने दलों का नेतृत्व करते हुए मोर्चा संभालेंगे। आर्य का नई भूमिका में यह पहला सत्र होगा।
विधानसभा अध्यक्ष ऋतु खंडूड़ी भूषण को भी पहली बार लंबे समय तक सदन की कार्यवाही के संचालन का अवसर मिलेगा। कांग्रेस ने सत्र शुरू होने से ठीक पहले भाजपा सरकार के खिलाफ माहौल गर्माकर साफ संकेत दे दिए हैं कि उसका रुख सत्र के दौरान सत्तापक्ष पर हमलावर रहने वाला है। यह देखना दिलचस्प रहेगा कि संख्या बल में विपक्ष से ढाई गुना भारी-भरकम सत्तापक्ष जवाब में क्या रणनीति अख्तियार करता है।
सही बोले नेताजी, कांग्रेस ने चौंका ही दिया:
चम्पावत विधानसभा उप चुनाव से पहले कांग्रेस नेताओं के बड़े-बड़े दावे थे। एक जनाब तो यहां तक कह गए कि उप चुनाव का नतीजा चौंकाने वाला रहेगा। जब मुख्यमंत्री पुष्कर सिंह धामी 93 प्रतिशत से अधिक मत पाकर एकतरफा जीते, तो समझ आया कि नेताजी काफी कुछ सही बोले। वैसे, धामी की जीत को लेकर किसी तरह का कोई संदेह पहले भी नहीं था, मगर यह इतनी बड़ी होगी कि रिकार्ड ही बन जाएगा, ऐसा शायद कांग्रेस ने सोचा नहीं था।
फरवरी में हुए विधानसभा चुनाव में चम्पावत से कांग्रेस प्रत्याशी हेमेश खर्कवाल को ठीकठाक मत मिले थे, लेकिन उप चुनाव में कांग्रेस की निर्मला गहतोड़ी कहीं नहीं टिक पाईं। कांग्रेस नेता अब भले ही सात प्रतिशत मतों तक सिमट जाने के तमाम बहाने ढूंढ रहे हैं, लेकिन प्रत्याशी तो पहले ही कह चुकी थीं कि चुनाव कांग्रेस नहीं, केवल वही लड़ रही हैं। समझदार को इशारा काफी, है न।
फिर खिलने लगी हैं भाजपा नेताओं की बाछें:
सत्तारूढ़ भाजपा के नेताओं की बाछें फिर खिलने लगी हैं। उप चुनाव में भाजपा की जीत के बाद संकेत मिल रहे हैं कि मुख्यमंत्री धामी जल्द मंत्रिमंडल विस्तार के साथ ही मंत्री पद के दर्जे के ओहदे बांट सकते हैं। मंत्रिमंडल में तीन स्थान रिक्त हैं। यहां मुख्यमंत्री समेत मंत्रिमंडल में अधिकतम 12 सदस्य हो सकते हैं, अभी नौ ही हैं।
भाजपा के विधायकों का आंकड़ा 47 का है। मतलब, मंत्री पद के तलबगारों की संख्या खासी है। इनमें कई पूर्व मंत्री और कई-कई बार के विधायक भी शामिल हैं। नंबर किसका लगता है, यह विस्तार के बाद ही सामने आएगा। हर राजनीतिक दल सत्ता में आने पर अपने कार्यकर्ताओं को निगमों, समितियों, आयोगों में अध्यक्ष या उपाध्यक्ष नामित करता है, जिन्हें मंत्री का दर्जा हासिल होता है। पिछली सरकार में भी 70 से अधिक ऐसे ही दर्जा प्राप्त मंत्री थे। तो इतने नेता तो उम्मीद कर ही सकते है।
