इधर, निर्वाचन आयोग के निर्देश के बाद आचार संहिता के एक दिन पहले खेले गए तबादलों के खेल पर मुख्य सचिव ने अग्रेतर कार्रवाई पर रोक लगाने के शिक्षा सचिवों को निर्देशित किया है। शिक्षा सचिव ने भी त्वरित कार्रवाई करते हुए शिक्षा महानिदेशक को स्थानांतरणों पर रोक लगाने के निर्देश दिए हैं।

बता दें कि राज्य में विधानसभा चुनाव के मद्देनजर 8 जनवरी को चुनावी अधिसूचना जारी होते ही आचार संहिता लागू हो गई थी। आचार संहिता लागू होने पर 7 जनवरी 2022 को हस्ताक्षरित कई स्थानांतरण की सूचिया सोशल मीडिया पर प्रकट होने लगी। राज्य में स्थानांतरण सत्र शून्य होने के कारण स्थानांतरण नहीं हो पाए।

लेकिन विद्यालयी शिक्षा विभाग में धारा 27 (1) के अंतर्गत, जनहित, कार्यहित और चुनाव आयोग की आड़ में सैकड़ों शिक्षकों के पहाड़ के दुर्गम क्षेत्र के विद्यालयों में स्थानांतरण कर दिए गए आश्चर्यजनक बात यह भी है कि एक एक शिक्षक को स्थानांतरण के कई कई विकल्प दिए गए हैं।

आचार संहिता लगते ही प्रकट हुई इन स्थानांतरण सूचियों को लेकर सरकार की खूब किरकिरी हो रही है। विपक्ष सहित पूर्व सीएम हरीश रावत ने भी इस मामले पर निर्वाचन आयोग से संज्ञान लेने की अपील की थी। सोशल मीडिया पर शिक्षकों के ग्रुपों में 7 जनवरी को स्थानांतरण दिवस घोषित करने सहित स्थानांतरण की इस प्रक्रिया और आनन-फानन में किए गए। स्थानांतरण को लेकर खूब मजाक बनाया जा रहा है।

मुख्य निर्वाचन अधिकारी उत्तराखंड ने मामले का संज्ञान लेते हुए स्वीकार किया है कि स्थानांतरण सत्र शून्य होने के बावजूद अधिनियम की धारा 27 (1) के विपरीत अत्यधिक स्थानांतरण किए गए हैं और चुनाव आयोग की आड़ में नियम विरुद्ध स्थानांतरण होने के कारण प्रदेश के कर्मचारियों में अत्यंत रोष व्याप्त हुआ है। मुख्य निर्वाचन अधिकारी ने मुख्य सचिव उत्तराखंड शासन को अब इस प्रकरण पर आवश्यक कार्यवाही के निर्देश दिए हैं। अब देखना यह होगा कि ये आदेश कसगजी बनकर रहते हैं, या फिर इन आदेशों पर इम्प्लीमेंट भी होगा।
