जनपक्ष टुडे संवाददाता, देहरादून। कोषागार से वेतन-पेंशन के भुगतान की मांग को लेकर उत्तराखंड पेयजल निगम के कार्मिकों का आंदोलन जारी है। अधिकारी-कर्मचारी संयुक्त संघर्ष समिति के अध्यक्ष जितेंद्र सिंह देव पांचवें दिन भी आमरण अनशन पर डटे हैं। शुक्रवार को मुख्यमंत्री पुष्कर सिंह धामी से वार्ता के बाद उम्मीद की जा रही थी कि शनिवार को शासनादेश जारी हो जाएगा। लेकिन देर शाम तक शासन स्तर पर कोई हलचल देखने को नहीं मिली है, जिससे आंदोलित कार्मिकों में आक्रोश बना हुआ है।

हालांकि निगम प्रबंधन तंत्र से जुड़े अधिकारियों का कहना है कि वह इज़ सम्बन्ध में लगातार शासन स्तर पर प्रयासरत हैं। उम्मीद है कि देर रात तक शासन से मुख्यमंत्री की बैठक का कार्यवृत्त और शासनादेश जारी हो जाएगा। उधर, आमरण अनशन पर बैठे समन्वय समिति के अध्यक्ष जितेंद्र सिंह देव का स्वास्थ्य लगातार गिर रहा है। शनिवार को कोरोनेशन से स्वास्थ्य परीक्षण करने आए डॉ. गौरान जोशी ने बताया कि अनशनकारी जितेंद्र देव के वजन में 3 किलो तक कि गिरावट आई है, जिसे आंदोलित कार्मिकों ने चिंताजनक बताया है।

बता दें कि ट्रेजरी से वेेेतन-पेंशन भुगतान की मांग को लेकर समन्वय समिति के अध्यक्ष जितेंद्र सिंह देव और विजय खाली 28 दिसम्बर 2021 को पेयजल मुख्यालय में आमरण अनशन पर बैठ गए थे, लेकिन अनशन के तीसरे दिन एक अनशनकारी विजय खाली की तबियत रात्रि को एकाएक खराब होने पर चिकित्सकों के परामर्श के बाद पुलिस-प्रशासन ने उन्हें अस्पताल में भर्ती कराया। वह शुगर के मरीज हैं। स्वास्थ्य लाभ के बाद चिकितसकों उन्हें घर पर आराम करने की सलाह दी है।

इधर, अनशन स्थल पर शनिवार को हुई सभा मे वक्ताओं ने शासनादेश जारी न होने तक आंदोलन पर डटे रहने की घोषणा की है। सोमवार से पूरे प्रदेश में हड़ताल पर जाने का एलान किया गया है। इससे न केवल पेयजल कार्य, बल्कि पेयजल वितरण का काम भी प्रभावित होगा। उत्तराखंड जल संस्थान के संयुक्त मोर्चा ने भी आंदोलन में पूरी तरह से कूदने का एलान किया है।

इस दौरान कर्मचारी महासंघ के सलाहकार धर्मेंद्र चौधरी ने कहा कि अनशनकारी साथी जितेंद्र सिंह देव का स्वास्थ्य दिन प्रतिदिन खराब होता जा रहा है, लेकिन शासन में बैठे अफसर असंवेदनशील बनें हैं। उन्होंने गहरा आक्रोश जताते हुए कहा कि मुख्यमंत्री के आदेश के बाद भी शासनादेश जारी न होना दुर्भाग्यपूर्ण है। उन्होंने कहा कि एक अंशनकसरी कि तबियत काफी बिगड़ गई थी, थोड़ा देर होती तो उन्हें अटैक बि पड़ सकता था। कहा कि क्या सरकार तभी चेतेगी जब कर्मचारियों की जान चली जाएगी। क्या सरकार कर्मचारियों की जिंदगियों को लीलने का इंतजार कर रही है।

समन्वय समिति के वरिष्ठ उपाध्यक्ष अरविंद सजवाण ने कहा कि मुख्यमंत्री ने पेयजल कार्मिकों की मांग को गम्भीरता से लिया है। उन्होंने सचिव वित्त को मामले ने जल्द कार्रवाई के निर्देश दिये हैं। उम्मीद है कि आज दे रात तक सीएम की बैठक का कार्यवृत्त जारी हो जाएगा।

ई. रामकुमार ने सरकार और शासन से सवाल किया है कि जब उच्चत्तम न्यायालय द्वारा अपने विभिन्न आदेशों में स्वच्छ पेयजल को संविधान के अनुच्छेद 21 के अंतर्गत व्यक्ति का मूल अधिकार माना है। साथ ही आदेश में यह भी स्पष्ट किया है कि निरन्तर स्वच्छ पेयजल उपलब्ध कराया जाना राज्य सरकार का संवैधानिक दायित्व है। ऐसे में शासन के अधिकारी बताएं कि राज्य सरकार के संवैधानिक दायित्यों का निर्वहन करने के लिए कार्ररत कार्मिको का वेतन भुगतान का दायित्व किसका है। उन्होंने कहा कि काम के बदले हर माह कार्मिकों को वेतन मुहैया कराने से शासन पीछे नहीं हट सकता है।
