– उत्तराखंड शासन ने योजनाओं को तय समय के भीतर पूरा कराने को कसी कमर, अपर सचिव उदयराज ने इंजीनियरों को निर्माण कार्यों में तेजी लाने के दिए निर्देश
-विश्व बैंक से वित्त पोषित पेरी अरबन योजना में शामिल देहरादून समेत प्रदेश के 22 क्षेत्रों में 2023 तक दूर होगी पेयजल की कमी
जनपक्ष टुडे ब्यूरो, देहरादून। यदि समय पर योजनाओं का काम पूरा हुआ तो देहरादून समेत प्रदेश के 22 शहरों से सटे पेरी अर्बन इलाकों यानी अर्ध शहरी क्षेत्रों से जल्द पेयजल की समस्या दूर होगी। शासन ने इन क्षेत्रों में पायलट प्रोजेक्ट के तहत विश्व बैंक की फंडिंग से निर्मित की जा रही पेयजल योजनाओं को समय पर पूरा करने को कमर कस ली है। अपर सचिव उदयराज ने पेयजल इंजीनियरों को पेरी अर्बन की योजनाओं को जल्द से जल्द पूरा करने के निर्देध दिए हैं।
अपर सचिव पेयजल आईएएस उदयराज सिंह ने पेरी अर्बन क्षेत्रों में पायलट प्रोजेक्ट के तहत निर्माणाधीन वर्ल्ड बैंक पोषित पेयजल स्कीम को 2023 तक हर हाल में पूरा करने के निर्देश दिए हैं। अपर सचिव एवं पेयजल निगम के प्रबंध निदेशक उदयराज सिंह ने इंजीनियरों को निर्देश दिए हैं कि योजनाओं की राह में जो भी कठिनाइयां आ रही हैं। उन्हें तत्काल दूर कराया जाए।
दून की 3 लाख की आबादी को मिलेगी बड़ी राहत
देहरादून में पेरी अरबन क्षेत्र की करीब 3 लाख की आबादी की प्यास जल्द बुझेगी। दरअसल, पेरी अर्बन की देहरादून में 4 जगहों मेंहूवाला, नथुवावाला, ढालावाला और रायवाला क्षेत्र में वर्ल्ड बैंक की वित्त पोषित योजनाओं का निर्माण किया जा रहा है। इन चार योजनाओं से करीब तीन लाख लोग लाभान्वित होंगे। हालांकि पेयजल निगम ने मेहुवाला क्लस्टर योजना से कुछ कॉलोनी में पानी की सप्लाई ट्रायल के तौर पर शुरू भी की गई है, लेकिन अभी इससे पूरी तरह से क्षेत्र के कई इलाकों को नहीं जोड़ा गया है। नथुवावाला में जल संस्थान ने योजना से पेयजल आपूर्ति शुरू कर दी है। आजकल घरों में मीटर लगाए जा रहे है।
पेरी अर्बन की 13 योजनाओं का काम लगभग पूरा
प्रदेश में शहरों से लगे बाईस क्षेत्रों में पर्याप्त मात्रा में पानी उपलब्ध कराने के उद्देश्य से विश्व बैंक से वित्त पोषित पेरी अरबन योजना के तहत पेयजल योजनाओं का निर्माण कराया जा रहा है. इन क्षेत्रों में अगले वर्ष तक हर हाल में पेयजल योजनाएं पूर्ण कराने को शासन ने कमर कस ली है। अभी तक 13 योजनाएं ही पूर्ण हो पाई हैं, जबकि 9 योजनाओं का निर्माण अगले साल जुलाई तक पूरा कराने का लक्ष्य रखा गया है।
अगले साल जुलाई तक पूरी हो जाएंगी सभी योजनाएं
शहरों से लगे क्षेत्रों के निवासियों के लिए पेयजल की समस्या न हो, इसके लिए संकटग्रस्त क्षेत्रों को विश्व बैंक की पेरी अरबन योजना से जोड़ा गया है। तीन साल पहले इस योजना के अंतर्गत तट्यूबवेल और पेयजल लाइनों का निर्माण कार्य शुरू किया गया था। पेरी अर्बन की पेयजल निगम 15 और जल संस्थान 7 योजनाओं का निर्माण कर रहा है। समीक्षा के दौरान सामने आया कि पेयजल निगम अभी तक 9 योजनाएं ही पूर्ण कर पाया है, जबकि शेष 6 योजनाएं अगले वर्ष जुलाई तक पूरी हो पाएंगी। जल संस्थान ने 4 योजनाएं पूरी कर ली, शेष अगले साल 3 मार्च तक पूर्ण होने की उम्मीद है।
पेयजल अभियंताओं को निर्देश दिए गए हैं कि पेरी अरबन योजनाओं को प्राथमिकता से साथ समय पर पूरा कराया जाए। यदि कहीं भूमि हस्तांतरण या अन्य कोई समस्या है, तो शासन के संज्ञान में लाकर उसका अविलंब निराकरण कराना सुनिश्चित कराया जाए। योजनाओं का समय और लक्ष्य के अनुरूप निर्माण न होने पर कार्रवाई के भी निर्देश दिए गए हैं। निर्माण कार्य की हर माह मॉनिटरिंग की जा रही है। यदि ये जोजनाएँ सफल रही तो दूसरे इलाकों में भी प्रोजेक्ट्स शुरू किए जाएंगे।
