मुख्यमंत्री पुष्कर सिंह धामी ने मानसून सीजन के मद्देनजर अधिकारियों को जरूरी दिशा-निर्देश दिए। उन्होंने कहा कि आपदा प्रबंधन की दृष्टि से अगले तीन माह बेहद महत्वपूर्ण हैं। आपदा की चुनौतियों से निपटने के लिए जिलाधिकारी त्वरित गति से अपने स्तर पर निर्णय लें।
प्रदेश में मानसून के दौरान आपदा के दृष्टिगत राहत एवं बचाव कार्यों के लिए दो हेलीकॉप्टर तैनात रहेंगे। पहली जुलाई से ही एक हेलीकॉप्टर कुमाऊं के धारचूला और दूसरा देहरादून में स्टैंडबाय पर रहेगा। इसके अलावा आपदा की स्थिति में सभी विभाग एक-दूसरे पर जिम्मेदारी डालने के बजाय समन्वय बनाकर काम करेंगे। अगले तीन माह अधिकारियों की छुट्टी विशेष परिस्थिति में ही स्वीकृत की जाएगी।
मानसून सीजन के मद्देनजर सचिवालय में मुख्यमंत्री पुष्कर सिंह धामी ने आपदा प्रबंधन की समीक्षा करते यह निर्देश शासन और जिलों के उच्चाधिकारियों को दिए हैं। उन्होंने कहा कि आपदा प्रबंधन की दृष्टि से अगले तीन माह महत्वपूर्ण हैं। आपदा की चुनौतियों से निपटने के लिए जिलाधिकारी त्वरित गति से अपने स्तर पर निर्णय लें। जिन समस्याओं का समाधान जिलास्तर पर नहीं हो पा रहा है, उन्हें ही शासन तक भेजा जाए। इस दौरान एक-दूसरे पर जिम्मेदारी डालने के बजाए विभाग समन्वय बनाकर कार्य करें।
मुख्यमंत्री ने कहा कि हमें रिस्पांस टाइम को कम करते हुए आपदा की स्थिति में राहत व बचाव कार्य तत्काल शुरू करने होंगे। इसलिए अधिकारियों को आपदा से संबंधित किसी भी चुनौती से निपटने के लिए हरदम अलर्ट पर रहना होगा। मुख्यमंत्री धामी ने जिलाधिकारियों को निर्देश दिए कि जिलों में आपदा प्रबंधन के लिए जो धनराशि दी जा रही है, उसका आपदा मानकों के हिसाब से शत-प्रतिशत उपयोग होना चाहिए।
ट्रेकिंग सिस्टम की व्यवस्था की जाए:
आपदा प्रभावितों को आपदा मानकों के हिसाब से मुआवजा यथाशीघ्र मिलना चाहिए। बारिश या भूस्खलन से सड़क, बिजली, पानी की आपूर्ति बाधित होने की स्थिति में कम से कम समय में आपूर्ति सुचारू की जाए। उन्होंने कहा कि आपदा की दृष्टि से संवेदनशील स्थानों पर जेसीबी की पर्याप्त व्यवस्था के साथ उनके ट्रेकिंग सिस्टम की व्यवस्था की जाए। इसके अलावा सभी सेटेलाइट फोन चालू अवस्था में रहें। मुख्यमंत्री ने अधिकारियों को निर्देश दिए कि राज्य के पर्वतीय जिलों एवं आपदा की दृष्टि से संवेदनशील क्षेत्रों के लिए खाद्य सामग्री, आवश्यक दवाओं एवं अन्य आवश्यक वस्तुओं की पूर्ण व्यवस्था रखी जाए।
बढ़ाई जाएगी एसडीआरएफ टीमों की संख्या:
मुख्यमंत्री पुष्कर सिंह धामी ने आपदा की दृष्टि से संवेदनशील स्थानों पर एसडीआरएफ की टीमों की संख्या बढ़ाए जाने के निर्देश दिए हैं। मुख्यमंत्री ने जिलाधिकारियों को निर्देश दिए कि जिन जिलों में ड्रेनेज सिस्टम की समस्याएं हैं, वहां के ड्रेनेज प्लान शीघ्र भेजें। मुख्यमंत्री ने जिलाधिकारियों को निर्देश दिए कि शासन स्तर पर जो बैठकें होती हैं, उससे पूर्व संबंधित विषयों पर जिलाधिकारी सभी विभागों की बैठक करें, ताकि शासन स्तर पर होने वाली बैठक में जिला स्तर पर आने वाली सभी समस्याओं को रखा जा सके।
चारधाम और कांवड़ यात्रा को लेकर भी दिए निर्देश:
मुख्यमंत्री ने कहा कि आपदा प्रबंधन के साथ ही चारधाम यात्रा एवं कांवड़ यात्रा भी महत्वपूर्ण है। इस वर्ष चारधाम यात्रा में आने वाले श्रद्धालुओं की संख्या तेजी से बढ़ी है। उन्होंने चारधाम यात्रा से जुड़े जिलों के अधिकारियों को निर्देश दिए कि यह सुनिश्चित किया जाए कि चारधाम यात्रा सुव्यवस्थित चले। कांवड़ यात्रा की तैयारियों को लेकर मुख्यमंत्री ने जिलाधिकारी हरिद्वार, देहरादून, टिहरी एवं पौड़ी को पुलिस के साथ निरंतर समन्वय बनाने के निर्देश दिए।
