पत्रकारों की सात सूत्रीय मांगों पर सीएम धामी की सहमति, सीएम बोले पत्रकारों के हित नहीं होने दियें जायेंगे प्रभावित.!

मुख्यमंत्री पुष्कर सिंह धामी ने पत्रकारों की सात सूत्रीय मांग पर सचिव सूचना क़ो जारी किये दिशा-निर्देश.!

देहरादून। उत्तराखंड में सूचीबद्व न्यूज पोर्टल पत्रकारों ने वरिष्ठ पत्रकार मनोज इष्टवाल के नेतृत्व में आज देहरादून सचिवालय में मुख्यमंत्री पुष्कर सिंह धामी से मुलाकात की। इस दौरान सचिव सूचना अभिनव कुमार, महानिदेशक सूचना रणवीर सिंह चौहान सहित अन्य अधिकारी मौजूद रहे। इस मुलाकात में पत्रकार हितों से जुड़ी सात सूत्रीय मांगों पर विस्तार से चर्चा हुई।

सात सूत्रीय मांगों पर सीएम धामी की सहमति
मुख्यमंत्री धामी ने सभी मांगों पर मौखिक सहमति जताते हुए सचिव सूचना अभिनव कुमार क़ो मांग-पत्र अग्रसरित कर सात सूत्रीय मांग पर जल्द कार्रवाई के निर्देश दिए। मुख्यमंत्री पुष्कर सिंह धामी ने कहा न्यूज पोर्टल पत्रकारों के हितों को किसी भी प्रकार से प्रभावित नहीं होने दिया जायेगा। इसको लेकर जल्द एक बेहत्तर नीति बनाई जायेगी। राज्य में कार्य कर रहे न्यूज पोर्टल पत्रकारों को प्रथामिकता दी जायेगी। सीएम धामी ने राज्य में जीसीएसटी देने वालों को प्राथमिकता देने के लिए अधिकारियों को निर्देशित किया।

पत्रकारों के हितों की रक्षा करे सरकार-अरूण शर्मा
मुख्यमंत्री का अभिवादन करते हुए वरिष्ठ पत्रकार अरुण शर्मा ने पत्रकारों की विभिन्न मुद्दों क़ो मुख्यमंत्री धामी के समक्ष रखते हुए कहा कि विश्व भर में जिस तरह तेजी से सोशल मीडिया का ट्रेंड बहुत व्यापकता के साथ प्रचारित प्रसारित हो रहा है उस सब से हमारा प्रदेश भी अछूता नहीं है और तो और प्रधानमन्त्री नरेंद्र मोदी से लेकर विभिन्न राज्यों के मुख्यमंत्रियों ने न्यूज़ पोर्टल्स की महत्तता क़ो अपनाया है।

वरिष्ठ पत्रकार मनोज इष्टवाल ने कहा है कि सूचना विभाग हर न्यूज़ पोर्टल्स मॉनिटरिंग करे ताकि यह साबित हो सके कि हम सरकार कि विकास योजनाओं क़ो बतौर पत्रकार कितनी प्राथमिकता के साथ उठा रहे हैं! साथ ही ज़ब भी न्यूज़ पोर्टल्स क़ो लेकर कोई पॉलिसी बने उसमें कम से कम हर संगठन से एक पत्रकार क़ो शामिल कर उसकी रूप रेखा पर विचार किया जाय।

इस अवसर पर वरिष्ठ पत्रकार पंकज पंवार सहित अन्य पत्रकारों ने भी पत्रकारों के हितों व प्रदेश की विकास योजनाओं पर परिचर्चा की। साथ ही मुख्यमंत्री से पत्रकारों की मांगों पर शीध्र कार्रवाई की बात कही। पत्रकारों ने सात सूत्रीय मांग पत्र मुख्यमंत्री क़ो सौंपा। प्रतिनिधि मंडल में वरिष्ठ पत्रकार मनोज इष्टवाल, अरूण शर्मा, चंदन एस कैंतुरा, पंकज पंवार, रतन नेगी, सोनू कुमार, डा बीपी बलोदी, रजनीश सैनी, राकेश बिजलवाण, धनश्याम जोशी, अजीत काम्बोज, आकाश गौड़, अमित अमोली, आशीष नेगी, रमन जायसवाल, अवधेश नौटियाल आदि मौजूद रहे।

एक नजर न्यूज पोर्टल पत्रकारों की 7 सूत्रीय मांगो पर:
1-सूचना विभाग द्वारा टीवी चैनलों व समाचार पत्रों की भांति न्यूज पोर्टलों के लिए भी जल्द से जल्द नीति का गठन कर ठकेदारी प्रथा को बंद किया जाये। नीति बनाने वाली कमेटी में सुझाव देने के लिए हमारे संगठन के प्रतिनिधि को भी शामिल किया जाये।
2-सूचना विभाग द्वारा जब तक नीति का गठन नहीं होता और टेंडर प्रक्रिया जारी रहती है ऐसे में विभाग द्वारा टीवी चैनलों व समाचार पत्रों की भांति विज्ञापन की न्यूनतम दर तय करके टेंडर प्रक्रिया सुचारू रखी जाये। पिछले टेंडरों में देखने में आया है कि कुछ लोग जानबूझकर इतनी कम दरें भरते हैं कि सरकार और पत्रकारों में टकराव हो। इसलिए न्यूज पोर्टलों की विभिन्न श्रेणियों के विज्ञापन की न्यूनतम दर टीवी चैनलों व समाचार पत्रों की भांति तय करने के बाद ही सूचना विभाग टेंडर प्रक्रिया शुरू करे।
3-जब तक नीति का गठन नहीं होता है तब तक के लिए पूर्व में सूचीबद्ध किए गए न्यूज़ पोर्टल्स को दुबारा टेंडर प्रक्रिया में शामिल करने के स्थान पर उन्हें पूर्व निर्धारित सूचीबद्धता में ही बनाये रखा जाय। टेंडर प्रक्रिया केवल नये न्यूज पोर्टलों को शामिल करने के लिए ही अपनाई जाये।
4-उत्तराखंड में रहकर कार्य करने वाले न्यूज पोर्टलों को ही टेंडर प्रक्रिया में शामिल किया जाये। राज्य से बाहर के ऐसे न्यूज पोर्टलों को (जिनका वोटर आईडी कार्ड व अन्य दस्तावेजों में पता प्रदेश से बाहर का हो) टेंडर प्रक्रिया में शामिल न किया जाय।
5-सूचना विभाग द्वारा सभी श्रेणियों में सूचीबद्व न्यूज़ पोर्टल्स को प्रत्येक माह सम्मानजनक राशि का विज्ञापन दिया जाये। विगत 6 माह में सूचीबद्व न्यूज पोर्टलों को विज्ञापन के नाम पर ना मात्र की राशि देकर विभाग द्वारा महज खानापूर्ति की गई है।
6-मुख्यमंत्री के क्रियाकलापों व जनहित से जुड़ी विभिन्न योजनाओं को लेकर स्पेशल आर्टिकल लिखने वाले न्यूज़ पोर्टल्स को स्पेशल विज्ञापन की परिधि में सम्मिलित किया जाय। सामान्य विज्ञापनों के साथ समय-समय पर स्पेशल विज्ञापन जारी किये जायें।
7- सूचना विभाग में सूचीबद्व न्यूज़ पोर्टल्स के संपादक को उनके पत्रकारिता अनुभव के आधार पर राज्य/जिला मान्यता की सुविधा प्रदान की जाये।
