जनपक्ष टुडे ब्यूरो, देहरादून। राजधानी देहरादून में हरिद्वार बाईपास राष्ट्रीय राजमार्ग पर लगने वाले जाम से जल्द ही मुक्ति मिल जाएगी। वर्षों तक जनता को दर्द देने के बाद आखिरकार हरिद्वार बाईपास रोड के चौड़ीकरण का आधा-अधूरा पड़ा काम शुरु हो गया है। राष्ट्रीय राजमार्ग खंड डोईवाला ने निविदा प्रक्रिया पूरी करने के बाद कार्यदायी कम्पनी से अनुबंध कर कार्य अवार्ड कर दिया है।

बता दें कि करीब नौ साल बाद आखिरकार हरिद्वार बाईपास रोड के चौड़ीकरण की राह खुल गई है। फरवरी 2021 में सड़क परिवहन एवं राजमार्ग मंत्रालय ने चौड़ीकरण का शासनादेश जारी कर दिया था। राष्ट्रीय राजमार्ग खंड डोईवाला ने टेंडर प्रक्रिया पूरा करने के बाद कार्यदायी कम्पनी को कार्य अवार्ड कर दिया है।

राजमार्ग खंड डोईवाला की अधिशासी अभियंता रचना थपलियाल ने बताया कि 5.05 किलोमीटर लंबी बाईपास रोड के अधूरे चौड़ीकरण कार्य को 29 करोड़ रुपये में टेंडर जारी किया गया है। यह कार्य राकेश कुमार एन्ड कम्पनी को दिया गया है। वर्तमान योजना के तहत राजमार्ग को आइएसबीटी फ्लाईओवर से अजबपुर रेलवे ओवरब्रिज तक चौड़ा किया जाएगा। सड़क के दोनो और खुदाई किये जाने से बीच की सड़क की चौड़ाई कम हो गई है, जिससे इस रोड पर अक्सर जाम की स्थिति बनी रहती है।

एक्सईएन रचना थपलियाल ने बताया कि निर्माण कंपनी के साथ अनुबंध कर कार्य अवार्ड कर दिया गया है। सड़क चौड़ीकरण कार्य को पूरा करने में करीब डेढ़ साल का वक्त लगेगा। कार्य पूर्ण करने की अंतिम तिथि फरवरी 2023 है। साइट क्लियरेंस के बाद निर्माण कम्पनी ने कार्य शुरू कर दिया है, लेकिन डिजाइन फाइनल होने के बाद ही कार्य की गति में तेजी आएगी। डिजाइन वर्क को जल्द पूरा करने का प्रयास किया जा रहा है। निर्माण कम्पनी को समय पर कार्य पूरा करने के निर्देश दिए गए हैं।

बता दें कि राजमहल पर पूर्व के ठेकेदार अमृत डेवलपर को ब्लैक लिस्ट करने से पहले चौड़ीकरण की दिशा में रोड कटिंग संबंधी कुछ काम किए गए थे। इसके चलते सड़क दोनों तरफ ऊंची-नीची हो गई है। जिससे यहां आए दिन हादसे भी होते रहते हैं। वहीं, राजमार्ग पर वाहनों का दबाव बढ़ने से हर समय जाम की स्थिति भी बनी रहती है।

ये तीन चौक होंगे सुदृढ़

राजमार्ग चौड़ीकरण योजना के तहत मोथरोवाला चौक, पुरानी पुलिस चौकी चौक और सरस्वती विहार चौक को व्यवस्थित कर रोटरी का निर्माण किया जाएगा। वर्तमान में इन चौक पर यातायात अव्यवस्थित रहता है। मोथरोवाला चौक पर सबसे अधिक हालात खराब हैं। यहां पर अधिकतर समय जाम लगा रहताआ है।

कम दर पर काम मिलने से से फंसा था पेच

हरिद्वार बाईपास रोड के चौड़ीकरण कार्य तभी कटाई में पड़ गया था जब जब इसके टेंडर जारी किए गए थे। राष्ट्रीय राजमार्ग खंड डोईवाला ने सड़क चौड़ीकरण कार्य की लागत 14.21 करोड़ रुपये आंकी थी। इसी आधार पर वर्ष 2012 में टेंडर मांगे गए थे, मगर सबसे कम दर आई 11.81 करोड़ रुपये। यह बाजार दर से भी करीब 17 फीसद कम थी। ऐसे में तकनीकी समिति को यह देखना था कि इतनी कम दर पर काम हो भी पाएगा या नहीं। बिना उचित आकलन के अधिकारियों ने रेसकोर्स के अमृत डेवलपर्स के टेंडर को हरी झंडी दे दी,  सितंबर 2012 को किये गए अनुबंध के कई माह बाद भी काम में तेजी नहीं आई। तब ठेकेदार पर पेनाल्टी लगा दी गई थी। साथ ही ठेकेदार से काम भी छीन लिया गया था। इसके खिलाफ ठेकेदार ने हाईकोर्ट में वाद दाखिल कर दिया था। कोर्ट के आदेश पर ठेकेदार को काम करने का एक अवसर और दिया गया था, मगर इसके बाद भी काम नहीं हो पाया। तभी से यह मामला कोर्ट में लंबित चल रहा था। जब कोर्ट ने केस का निस्तारण किया, तब जाकर केंद्र ने भी नए सिरे से टेंडर करने की स्वीकृति प्रदान की। हालांकि पुराने ठेकेदार को अधूरे कार्य के लिए भी 2.41 करोड़ रुपये का भुगतान किया गया है। इस तरह राजमार्ग चौड़ीकरण की परियोजना सरकारी धन की बर्बादी के साथ जनता के लिए भी मुसीबत बनी रही। लेकिन अब राजमार्ग के चौड़ीकरण को कार्य प्रारम्भ होने पर इसके जल्द पूरा होने कु उम्मीद है।
