जनपक्ष टुडे ब्यूरो, देहरादून। यूं तो पूर्व मुख्यमंत्री हरीश रावत (हरदा) और कैबिनेट मंत्री डा. हरक सिंह रावत के बीच लम्बे समय से चल रही तकरार किसी से छिपी नहीं है, लेकिन आज सोशल मीडिया में वायरल हुआ हरीश रावत का एक वीडियो चर्चा का विषय बना हुआ है। वीडियो में हरीश अपने राजनैतिक प्रतिद्वंदी हरक सिंह रावत से आपदाग्रस्त गांवों का दौरा करने और पीड़ितों को राहत पहुंचाने का आग्रह कर रहे हैं।
दरअसल जिस अंदाज में हरीश ने हरक से बातचीत की, उसे देखकर कोई भी कह सकता है कि पूरी प्लानिंग के साथ यह वीडियो बनाया गया। पहले उसकी स्क्रिप्ट तैयार की गई और फिर प्रपंच रचते हुए उसे शूट किया गया। अपनी फेसबुक वॉल में हरीश ने खुद यह वीडियो पोस्ट किया है, जिससे उनकी मंशा पर सवाल उठ रहे हैं।
वीडियो में सीन कुछ इस तरह का है – हरीश रावत, पूर्व कैबिनेट मंत्री यशपाल आर्य और प्रदेश कांग्रेस अध्यक्ष गणेश गोदियाल के साथ कुमाऊं मण्डल के आपदा प्रभावित एक गांव में पीड़ितों के बीच हैं। गणेश गोदियाल मोबाइल पर हरक सिंह रावत को कह रहे हैं ‘भाई साहब नमस्कार, मैंने सोचा दोनों भाईयों की बात करवा दूं’।
इसके बाद वह हरीश रावत को मोबाइल पकड़ा देते हैं। हरीश मोबाइल पर कहते हैं ‘नमस्कार, आपदा में तो सांप और नेवला एक साथ तैर लेते हैं फिर हम दोनों तो भाई हैं’। हंसकर बात आगे बढ़ाते हुए हरीश उन्हें आपदाग्रस्त दो गांवों का दौरा करने और पीड़ितों को राहत पहुंचाने का आग्रह करते हैं।
बात यहीं पर खत्म नहीं होती हरीश यह कह कर कि ‘आपको इस बारे में यशपाल आर्य जी विस्तार से बताएंगे’ मोबाइल फोन बगल में बैठे यशपाल आर्य को पकड़ा देते हैं। फिर आर्य भी हरक सिंह से आपदा से प्रभावित गांव का दौरा करने और उस वक्त खुद उनके साथ मौजूद रहने की बात कहते हैं।
इस पूरे वीडियो में खास बात यह है कि हरक सिंह से बातचीत में वह सांप और नेवले का जिक्र कर आपदा में दोनों के साथ तैरने का जिक्र करते हैं। उनकी इन बातों से साफ है कि हरीश अब हरक को साथ लेकर आगे की राजनीति करना चाहते हैं। उन्हें लग रहा है कि हरक सिंह ही सियासी आपदा से जूझ रही कांग्रेस की नैय्या पार लगवा सकते हैं।
चूंकि हरीश रावत पहले हरक सिंह को लोभी, लालची, महाभ्रष्ट, धोखेबाज, महापापी, लोकतंत्र के लिए कलंक और अपराधी जैसे अलंकारों से नवाज चुके हैं, तो अब जबकि एक बार फिर उन्हें सत्ता की सीढ़ी चढ़ने के लिए हरक के सहारे की आवश्यकता है, तो वह ऐसे नाटकीय वीडियो बनाकर हरक को माफ करने का माहौल तैयार कर रहे हैं।
स्पष्ट है कि हरीश की हरक से नाराजगी इस बात को लेकर नहीं थी कि राजनैतिक अस्थिरता से राज्य का नुकसान हुआ है, प्रगति रुकी है। बल्कि इसलिए थी कि हरक ने उन्हें अंत तक सत्ता की मलाई नहीं चाटने दी। यहां याद रखना होगा कि हरीश वो राजनेता हैं जिन्हें सिर्फ खुद का कुर्सी पर बैठना और अधिकार संपन्न होना अच्छा लगता है।
यदि किसी और कांग्रेसी को पद और पॉवर मिल जाए तो वह डायन की तरह उसके पीछे पड़ जाते हैं। याद करिए ! हरीश ने एनडी तिवारी जैसे दिग्गज नेता को बतौर मुख्यमंत्री कभी इत्मीनान से काम नहीं करने दिया। उस वक्त हरीश प्रदेश कांग्रेस अध्यक्ष थे। प्रदेश कांग्रेस अध्यक्ष होते हुए अपनी ही सरकार के खिलाफ गंगा नदी के किनारे धरना–प्रदर्शन की तर्ज पर भजन–कीर्तन करने का रिकॉर्ड भी हरीश रावत के ही नाम दर्ज है।
जब इंदिरा हृदयेश नेता प्रतिपक्ष और प्रीतम सिंह प्रदेश कांग्रेस अध्यक्ष थे तो हरीश ने उनको भी चैन से जिम्मेदारी नहीं निभाने दी। संभवतया यही वजह है कि रणजीत रावत और करन माहरा जैसे असरदार नेता जो कभी उनके हनुमान थे, आज वह उनसे छिटक गए हैं। हरीश की आज कांग्रेस में वो स्वीकार्यता नहीं को पहले हुआ करती थी। हरीश के मुख्यमंत्री के कार्यकाल को कैसे भुला सकते हैं।
एक फरवरी 2014 को जब कांग्रेस हाईकमान ने हरीश को मुख्यमंत्री की कुर्सी सौंपी तो उन्होंने शपथ दिलाने के बाद अपने कैबिनेट सहयोगियों को महीने भर से ज्यादा समय तक बगैर किसी पोर्टफोलियो के रखा। यहां तक कि विधानसभा का एक सत्र बगैर किसी मंत्री को विभाग दिए ही पूरा कर लिया। यह उनकी ‘एकला चलो’ नीति का सटीक उदाहरण माना जाता है।
सत्ता के नशे में वह इतने बेअंदाज हो गए कि नीतिगत मामलों में भी सर्वसम्मति से कैबिनेट में निर्णय लेने के बजाय विचलन के जरिए फैसले लेने लगे। एक बार तो इसके लिए राजभवन से भी उन्हें टोका गया। रही सही कसर उन्होंने सरकार और पार्टी संगठन के बीच खाई पैदा करके पूरी की। उस समय संगठन और सरकार दोनों की राहें अलग थीं। कई बार सरकार के निर्णयों से संगठन असहज हो गया। संगठन की राय हासिए पर थी।
दरअसल, 73 वर्ष के हरीश उम्र के इस पड़ाव में भी किसी तरह एक बार फिर मुख्यमंत्री बनना चाहते हैं। इसके लिए वह सियासत के मानदंडों को हवा में उड़ने से भी गुरेज नहीं कर रहे हैं। हरीश राजनैतिक प्रपंच से सत्ता हथियाने की फिराक में हैं। कहा तो यह भी जाता है कि हरीश जहां जाते हैं वहां कांग्रेस की एकता खंडित हो जाती है, ‘पंजाब’ का हाल सबने देखा है।
