जनपक्ष टुडे ब्यूरो, देहरादून। उत्तराखंड में कोविड-19 के New Variant “Omicron” के संक्रमण के दृष्टिगत राज्य के अन्तर्गत संचालित सभी शिक्षण संस्थानों (शासकीय / अशासकीय (सहायता प्राप्त ) / निजी शिक्षण संस्थान) के संचालन के सम्बन्ध में नया आदेश जारी हुआ ।

उत्तराखण्ड शासन, माध्यमिक शिक्षा अनुभाग-5 के पत्र संख्या: 17 / xxiv-B 5/2021-03(01)2020 16 जनवरी, 2022 द्वारा कोविड-19 के New Variant “Omicron” के संक्रमण के दृष्टिगत राज्य के अन्तर्गत कक्षा 1 से 12वी तक के सभी शिक्षण संस्थानों (शासकीय / अशासकीय सहायता प्राप्त ) / निजी शिक्षण संस्थान) का भौतिक रूप से संचालन अग्रेत्तर आदेशों तक बंद रखने और शिक्षण कार्य का संचालन विधिवत Online माध्यम से जारी रखने के निर्देश दिये गये हैं।

इन दिशा-निर्देशों का अनुपालन कराना होगा सुनिश्चित 

1. जनपद के सभी विद्यालयों में ऑन लाइन शिक्षण अधिगम कार्य प्रभावी ढंग से जाने का उत्तरदायित्व सम्बन्धित जनपद के मुख्य शिक्षा अधिकारी का होगा।

2.ऑन लाइन शिक्षण को प्रभावी बनाये जाने हेतु प्रत्येक विद्यालय एवं प्रत्येक शिक्षक द्वारा प्रत्येक विषय हेतु ऑन लाइन शिक्षण के लिये समय-सारणी तैयार की जाय तथा तद्नुसार विधिवत शिक्षण कार्य किया जाय।

3. शिक्षकों के द्वारा ऑनलाइन शिक्षण हेतु तैयार की गई समय-सारणी से प्रधानाचार्य एवं प्रधानाचार्य द्वारा तद्नुसार विकासखण्ड स्तर पर इसकी सूचना संकलित की जायेगा । तथा समय-समय पर इसके अनुपालन की पुष्टि भी की जायेगी।

4. शिक्षक द्वारा ऑन लाइन शिक्षण अधिगम का अभिलेखीकरण अनिवार्यतः किया जायेगा, जिसके लिये पंजिका तैयार करना, डिजिटल रूप में अभिलेख रखना आदि ताकि इसका समय-समय पर परीक्षण भी किया जा सके।

5. शिक्षण अधिगम कार्य हेतु शिक्षक सुनिश्चित करें कि शिक्षण कार्य व्यवधानरहित प्रसारित हो सके अर्थात उन्हें यह सुनिश्चित करना आवश्यक है कि इण्टरनेट सुविधा वाले क्षेत्र से इसका प्रसारण किया जाय।

6. विद्यालयों में अध्ययनरत छात्र-छात्राओं के पास ऑन लाइन अधिगम हेतु मोबाईल या अन्य उपकरण (Devices) का अभाव हो सकता है, इसे देखते हुये उन्हें अपने अभिभावकों या अपने आस-पास में उपलब्ध पारिवारिक सदस्यों के स्मार्ट फोन या अन्य उपकरणों (Devices) से ऑनलाइन शिक्षण से जुड़ने हेतु प्रेरित किया जाय तथा उनकी सुविधा के अनुरूप समय-सारणी निर्धारित की जाय।

7. जिन विद्यार्थियों के पास ऑनलाईन पठन-पाठन की सुविधा उपलब्ध नहीं है, उनके लिये ऑफलाइन अधिगम सामग्री की उपलब्धता घर पर हो सके इसके लिए विद्यालय स्तर पर विशेष कार्ययोजना बनाई जाये ताकि कोई भी छात्र छात्रा शिक्षण अधिगम से वंचित न रह जाय। सभी शिक्षण संस्थान वरीयता के आधार पर ऐसे छात्र-छात्राओं को पाठ्य पुस्तकों के अतिरिक्त गतिविधि पुस्तिकाएँ, वर्कशीट / वर्कबुक उपलब्ध करायें जो कि अभिभावकों के माध्यम से या विद्यालय कर्मचारियों के माध्यम से उपलब्ध करायी जा सकती हैं।

8.  उक्तवत् ऑनलाइन / ऑफलाइन शिक्षण अधिगम प्रभावी न होने की स्थिति में शिक्षक कोविड प्रोटोकॉल का पालन करते हुये वन-टू-वन सम्पर्क के आधार पर छात्र छात्राओं को अधिगम सहयोग प्रदान करने की संभावनाओं एवं तदनुसार कार्ययोजना पर विचार करें।

PM e-Vidya के अन्तर्गत भारत सरकार द्वारा कक्षा-1 से कक्षा 12 तक लिये टेलीविजन के माध्यम से एन.सी.ई.आर.टी. पाठ्यक्रम पर आधारित शिक्षण कार्यक्रम संचालित हैं। यह कार्यक्रम एक कक्षा के लिये समर्पित एक टेलीविजन चैनल के माध्यम से प्रतिदिन 24 घंटे संचालित किया जाता है। अतः जिन छात्र-छात्राओं के घर पर टेलीविजन उपलब्ध हैं, उन विद्यार्थियों को टेलीविजन / फ्री डिश टी०वी० के माध्यम से PM e-Vidya के अन्तर्गत कक्षा 1 से कक्षा 12 तक शिक्षण कार्यक्रम का लाभ लेने हेतु प्रेरित करें।

10. प्रधानाचार्य विषयाध्यापकों के माध्यम से यह भी सुनिश्चित करायेंगे कि ऑन लाइन शिक्षण अधिगम के साथ ही छात्र छात्राओं का मूल्यांकन भी किया जाय तथा तद्नुसार उन्हें फीडबैक एवं अनुपूरक / सुधारात्मक शिक्षण हेतु सहयोग प्रदान किया जाय।

12. समस्त खण्ड शिक्षा अधिकारी एवं उप शिक्षा अधिकारी यह व्यक्तिगत रूप से सुनिश्चित करेंगे कि विकास खण्ड के समस्त छात्र छात्राओं को ऑनलाईन शिक्षण अधिगम की सुविधा उपलब्ध हो सके, इसके लिये वे प्रतिदिन शिक्षण संस्थाओं की मोनिटरिंग करेंगे तथा रैंडम आधार पर ऑनलाईन रूप से अध्ययन करने वाले छात्र छात्राओं से बातचीत भी करेंगे। खण्ड शिक्षा अधिकारी एवं उप शिक्षा अधिकारी प्रति सप्ताह शिक्षण कार्य की रिपोर्ट मुख्य शिक्षा अधिकारी के माध्यम से एस०सी०ई०आर०टी० को उपलब्ध करायेंगे।
