जनपक्ष टुडे ब्यूरो, देहरादून। उत्तराखण्ड के मुख्यमंत्री पुष्कर सिंह धामी शुक्रवार को 47 साल के हो जाऐंगे। 16 सितम्बर 1975 को पिथौरागढ़ में जन्मे पुष्कर सिंह धामी उत्तराखण्ड के एकमात्र ऐसे मुख्यमंत्री हैं, जिनकी अगुवाई में किसी पार्टी की लगातार दूसरी बार सत्ता में वापसी हुई। समूचा उत्तराखण्ड अपने इस लोकप्रिय मुख्यमंत्री का जन्मदिवस यानि 16 सितम्बर को संकल्प दिवस के रूप में मानने जा रहा है।

संकल्प दिवस इसलिए क्योंकि स्वयं पुष्कर सिंह धामी उत्तराखण्ड को वर्ष 2025 तक देश का अग्रणी राज्य बनाने के विकल्प रहित संकल्प पर लगातार आगे बढ़ रहे हैं। स्वयं धामी का मानना है कि देवभूमि को सर्वोच्च शिखर पर पहुंचाने की यह यात्रा उनकी अकेली नहीं बल्कि पूरे प्रदेश की है।

पुष्कर सिंह धामी सैनिक पुत्र हैं। उनके पिता शेर सिंह धामी भारतीय सेना के रिटायर्ड सूबेदार थे, जबकि उनकी माता विशना देवी विशुद्ध रूप से गृहणी या यूं कहें कि घरेलू महिला हैं। पुष्कर अपनी तीन बहनों के बाद जन्मे इकलौते बेटे हैं। पिता से मिले अनुशासन और मां से मिली प्रेरणा के बूते ही वह लगातार अपने सियासी सफर को आगे बढ़ा रहे हैं।

धामी बचपन से ही पढ़ाई में एवरेज स्टूडेंट थे लेकिन समाज सेवा में दिलचस्पी होने के साथ ही नेतृत्व का गुण उनमें विद्यमान था। उच्च शिक्षा ग्रहण करने जब वह लखनऊ यूनिवर्सिटी पहुंचे तो ह्यूमन रिसोर्स मैनेजमेंट और इंडस्ट्रीयल रिलेशन्स और एलएलबी की पढ़ाई के दौरान उन्होंने छात्र राजनीति में भागेदारी शुरू कर दी।

90 के दशक में पुष्कर ने अखिल भारतीय विद्यार्थी परिषद के साथ अपने राजनीतिक जीवन की शुरुआत की, जो भारतीय जनता पार्टी की स्टूडेंट विंग है। संगठन में उनके पास विभिन्न जिम्मेदारियां रहीं। लखनऊ में कार्यक्रम संयोजक के रूप में अखिल भारतीय विद्यार्थी परिषद के राष्ट्रीय सम्मेलनों के आयोजन और संचालन में उन्होंने प्रमुख भूमिका निभाई।

वर्ष 2000 में पृथक उत्तराखण्ड राज्य बनने के एक साल बाद जब भगत सिंह कोश्यारी उत्तराखंड के मुख्यमंत्री के रूप में कार्यरत थे तो उन्होंने धामी को अपना ओएसडी नियुक्त किया। इसके बाद 2002 से 2008 तक, वह दो बार भाजपा के उत्तराखंड युवा मोर्चा के अध्यक्ष रहे। उन्हीं के नेतृत्व में हुए संघर्ष के दबाव में राज्य सरकार को उद्योगों में स्थानीय युवाओं को नौकरी में 70 प्रतिशत अवसर प्रदान करने की मांग स्वीकार करनी पड़ी।

पुष्कर धामी ने अब तक उधमसिंह नगर की खटीमा सीट से दो बार 2012 और 2017 में सफलतापूर्वक चुनाव लड़ा। जबकि तीसरी बार 2022 में उन्हें इसी सीट से हार का सामना करना पड़ा। इससे पूर्व 4 जुलाई 2021 का दिन उत्तराखण्ड की राजनीति में एक स्वर्णिम अध्याय के रूप में अंकित हो गया क्योंकि ये वही अवसर था जब प्रदेश को पुष्कर सिंह धामी के रूप में सबसे युवा मुख्यमंत्री मिला।

मुख्यमंत्री की कुर्सी के साथ पुष्कर सिंह धामी के कंधों पर बहुत सी जिम्मेदारियां आ गईं, जिनको बखूबी निभाते हुए उन्होंने जनता का दिल जीत लिया। महज छह माह के कार्यकाल में धामी अपने जनहित के फैसलों से लोकप्रियता के शिखर पर पहुंच गए। धामी की काबीलियत पर विश्वास करते हुए भाजपा हाईकमान ने उन्हें वर्ष 2022 के विधानसभा चुनाव में मुख्यमंत्री का चेहरा घोषित कर दिया।

मृदुभाषी, ईमानदार और सादगीपूर्ण व्यक्तित्व से धामी ने भाजपा नेतृत्व के भरोसे पर खरे उतरे। चुनाव के अप्रत्याशित परिणाम आये और भाजपा प्रचण्ड बहुमत के साथ लगातार दूसरी बार सत्ता में लौट आाई। इस जीत के साथ ही धामी ने तमाम सियासी मिथक तोड़ डाले। उसी का परिणाम था कि खटीमा विधानसभा से हार के बाद भी पार्टी के केंद्रीय नेतृत्व ने उनको दोबारा मुख्यमंत्री की कुर्सी सौंप दी।

संवैधानिक बाध्यता के चलते धामी को चंपावत सीट से विधानसभा का उपचुनाव लड़ना पड़ा। वहां की जनता ने अपने युवा मुख्यमंत्री के लिए रेड कार्पेट बीच दिया। मतदान के दिन इस चमकते हुए सितारे के पक्ष में वोटों की बरसात कर दी। धामी ने पड़े वोटों के 94 फीसद मत हासिल कर देश में अबतक की सबसे बड़ी जीत अपने नाम कर ली।

मुख्यमंत्री धामी ने अब तक के अपने अल्प कार्यकाल में ताबड़तोड़ बड़े फैसले ले चुके हैं, जिनमें 10 वीं से स्नात्तक के छात्रों को टेबलेट, नौंवी से 12 वीं तक के छात्र-छात्राओं को मुफ्त किताबें, उत्तराखंड देव स्थानम बोर्ड को भंग करने, गेस्ट टीचरों, शिक्षा मित्रों व इंटर्न डाक्टरों का मानदेय बढाने के साथ ही सैन्य धाम, भ्रष्टाचार मुक्त ऐप-1064 के साथ ही

सीएम वात्सलय योजना, महालक्ष्मी योजना, वृद्धावस्था पेंशन में बढ़ोतरी, गरीब परिवारों को तीन मुफ्त सिलेंडर, बेहतर हवाई कनेक्टिविटी, कोरोना काल के दौरान विभिन क्षेत्रों को प्रोत्साहन राशि प्रदान करना, प्रदेश स्तर के विभिन्न पुरस्कारों में धन राशि की बढ़ोतरी, स्वरोजगार कैंपो के माध्यम से प्रदेश के युवाओं के लिए रोजगार सुनिश्चित करना आदि प्रमुख फैसले हैं।

इसके अलावा, प्रदेश में भ्रष्टाचार और नकल माफियाओं के खिलाफ भी मुख्यमंत्री ने फैसले लेते हुए दोषियों के खिलाफ कार्रवाई की व प्रदेश में लंबे समय से चली आ रही समान नागरिक संहिता और भू-कानून की मांग को प्रदेश हित में लागू करने के लिए पूरी प्रतिबद्धता दिखाई।

आत्मविश्वास से लबरेज धामी अपने विकल्प रहित संकल्प के साथ आगे बढ़ रहे हैं। वर्ष 2025 तक उत्तराखण्ड को देश का सर्वश्रेष्ठ राज्य बनाना ही उनका एकमात्र लक्ष्य है। वो जानते हैं कि जनसहभागिता से ही यह लक्ष्य हासिल किया जा सकता है। हर हाल में उन्हें देवतुल्य जनता की आशाओं और आकांक्षाओं को पूर्ण करना है।

जनता को सुशासन और पारदर्शी प्रशासन मिले इसके लिए उन्होंने नौकरशाहों को सरलीकरण, समाधान, निस्तारीकरण और सन्तुष्टि का मंत्र दिया है। संदेश साफ है कि प्रधानमंत्री नरेन्द्र मोदी के सबका साथ, सबका विकास, सबका विश्वास, सबका प्रयास सूत्रवाक्य को आत्मसात कर राज्य के अंतिम छोर पर खड़े व्यक्ति तक विकास पहुंचाना है।

प्रदेश में सुदृढ़ वित्तीय अनुशासन एवं राजकोषीय प्रबंधन के लिए उन्होंने ठोस प्रयास शुरू कर दिए हैं। जरूरतमंदों की सेवा के साथ ही प्रदेश समृद्धि की ओर अग्रसर है। पर्यटन क्षेत्र में तीव्र विकास से समृद्ध उत्तराखण्ड का सपना संजोया गया है, जिसका रोडमैप तैयार है। शिक्षा को गुणवत्तापरक और कौशल विकास को रोजगारपरक बनाने की पहल शुरू हो चुकी है।
