कारगिल विजय दिवस (शौर्य दिवस) पर मुख्यमंत्री पुष्कर सिंह धामी ने गांधी पार्क में आयोजित कार्यक्रम में शहीद स्मारक पर कारगिल शहीदों को श्रद्धांजलि अर्पित की। मुख्यमंत्री ने कारगिल शहीदों के परिवार जनों को भी सम्मानित किया।
मुख्यमंत्री ने कहा कि कारगिल लङाई में माँ भारती की रक्षा के लिये हमारे वीर जवानों ने पराक्रम की नई परिभाषा लिखी।
मुख्यमंत्री ने कहा कि कारगिल में भारत के रणबांकुरों का दुश्मन के खिलाफ किया गया सिंहनाद… 1999 से लेकर आज तक उसी वेग से गूंज रहा है भारतीय सेना के अदम्य साहस और वीरता ने दुश्मन को एक बार फिर ये बतला दिया था कि उसके रहते हुए, तिरंगे की आन-बान और शान में रत्ती भर की भी कमी नहीं आ सकती।

मुख्यमंत्री ने कहा कि भारतीय सैनिकों ने कारगिल युद्ध में जिस प्रकार की विपरीत परिस्थितियों में वीरता का परिचय देते हुए घुसपैठियों को सीमा पार खदेड़ा, उससे पूरे विश्व ने भारतीय सेना का लोहा माना। कारगिल युद्ध में देश की सीमाओं की रक्षा के लिए वीर सैनिकों के बलिदान को राष्ट्र हमेशा याद रखेगा।
मुख्यमंत्री ने कहा कि कारगिल की यह विजय गाथा भी उत्तराखंड के वीरों के बिना अधूरी है और अपने 75 सपूतों का बलिदान… ये वीर भूमि कभी नहीं भुलाएगी। जिस सांस्कृतिक परिवेश और विचारों ने हम सभी को पोषित किया है, उस संस्कृति में मान्यता है कि देशभक्ति सभी प्रकार की भक्तियों में सर्वश्रेष्ठ है।

मुख्यमंत्री ने कहा कि मैं तो स्वयं एक सैनिक परिवार से आता हूं और सेना के साथ मेरा रिश्ता आत्मीयता का रिश्ता है। अपने पिता जी से सुनी सैन्य वीरों की गाथाओं ने मुझे बचपन से ही बहुत प्रभावित किया और मेरे अंदर राष्ट्र के प्रति संपूर्ण समर्पण की भावना को जागृत किया। मैंने बचपन से ही एक सैनिक और उसके परिवार के संघर्ष को देखा है।
मुख्यमंत्री ने कहा कि कारगिल युद्ध के समय अटल बिहारी वाजपेयी जी प्रधानमंत्री थे। हमने युद्ध भी जीता और वैश्विक स्तर पर कूटनीति में भी जीते। अटल जी ने शहीदों का अंतिम संस्कार उनके पैतृक गाँव में राजकीय सम्मान के साथ करने की व्यवस्था की।
मुख्यमंत्री ने कहा कि आज प्रधानमंत्री नरेंद्र मोदी के प्रयासों से सेना ना केवल पहले से और अधिक सक्षम और सशक्त हो रही है बल्कि उसकी यश और कीर्ति भी बढ़ रही है। हमारी सरकार जहां एक तरफ सेना के आधुनिकीकरण पर बल दे रही है तो वहीं सैनिकों और उनके परिवारों को मिलने वाली सुविधाओं को भी बढ़ा रही है।प्रधानमंत्री जी निरंतर सैनिकों के साहस और मनोबल को बढ़ा रहे हैं और यही कारण है कि सेना आज गोली का जवाब गोले से दे रही है।
भारत सरकार हर स्तर पर सेना को सदृढ़ करने का कार्य का रही है और इसी कड़ी में अग्निपथ जैसी बहुमुखी योजना को भी लागू किया गया है। इस योजना को युवाओं ने अपना अभूतपूर्व समर्थन दिया है और सेना को रिकॉर्ड संख्या में आवेदन प्राप्त हुए हैं। ये उत्साह दिखाता है कि हमारी युवा पीढ़ी ना केवल राष्ट्र सेवा के लिए समर्पित है बल्कि राष्ट्र निर्माण के लिए भी पूरी तरह से सजग है।

मुख्यमंत्री ने कहा कि इस समय देश अपनी आजादी का अमृत महोत्सव मना रहा है और इस अमृतकाल में हमारे सामने नए लक्ष्य, नए संकल्प और कई चुनौतियां हैं। इस समय हमें अपने लक्ष्यों को तय कर इनकी सिद्धि का संकल्प लेना है और इस सिद्धि के मार्ग में आने वाली चुनौतियों को दूर करना है।

हमारा देश जिस विकास यात्रा पर आगे बढ़ रहा है इस यात्रा में उत्तराखंड एक महत्वपूर्ण भूमिका निभाएगा। मुख्यमंत्री ने कहा कि उत्तराखण्ड को देश का सर्वश्रेष्ठ राज्य बनाना है। विकास की यात्रा हम सभी की सामूहिक यात्रा है। सभी को मिलकर विकास का संकल्प लेना है।

मुख्यमंत्री ने कहा कि राज्य सरकार पूर्व सैनिकों, शहीद सैनिकों के आश्रितों के कल्याण के प्रति वचनबद्ध है। शहीद सैनिकों के परिवार के एक सदस्य को उसकी योग्यता अनुसार सरकार द्वारा सेवायोजित किया जा रहा है।

उत्तराखण्ड सरकार द्वारा राज्य के वीरता पदक से अलंकृत सैनिकों को दी जाने वाली एकमुश्त तथा वार्षिकी में अभूतपूर्व वृद्धि की गई है।
परमवीर चक्र विजेता को 30 लाख से 50 लाख, अशोक चक्र 30 लाख से 50 लाख, महावीर चक्र 20 लाख से 35 लाख, कीर्ति चक्र 20 लाख से 35 लाख, वीर चक्र और शौर्य चक्र 15 से 25 लाख और सेना गेलेन्ट्री मेडल 07 लाख से 15 लाख करने को मंजूरी दी गई है।

देहरादून के गुनियालगाँव में 04 हेक्टेयर भूमि पर प्रदेश के शहीदों की स्मृति में अत्याधुनिक एवं समस्त सुविधाओं युक्त ’शौर्य स्थल (सैन्य धाम) का निर्माण किया जा रहा है जिसमे प्रदेश के समस्त शहीदों के नाम अंकित किये जायेंगें। निर्माण कार्य दिसम्बर 2023 में पूर्ण करने का लक्ष्य निर्धारित किया गया है।

विभिन्न युद्धों, सीमान्त झड़पों तथा आंतरिक सुरक्षा में शहीद हुये सैनिकों की विधवाओं / आश्रितों को एकमुश्त 10,000,00 /- (रूपये दस लाख) का अनुग्रह अनुदान अनुमन्य किया गया है।
उत्तराखण्ड सरकार द्वारा युद्ध विधवा / युद्ध अपंग सैनिकों को ₹ (रूपये दो लाख) की आवासीय सहायता प्रदान की जाती है ।

उत्तराखण्ड इस प्रकार की सुविधा प्रदान करने वाले चुनिन्दा राज्यों में एक है जहाँ सेवारत / पूर्व सैनिकों को 25 लाख मूल्य के स्थावर सम्पत्ति के खरीद पर स्टाम्प ड्यूटी में 25 प्रतिशत की छूट अनुमन्य की गयी है ।

उत्तराखण्ड इस प्रकार की नियुक्ति करने वाला एकमात्र राज्य है जहाँ भूतपूर्व सैनिकों में से ब्लाक प्रतिनिधियों की नियुक्ति कर उन्हें मानदेय दिया जा रहा है। इनका मानदेय रू0 8000/- प्रतिमाह किया गया है। इनका मुख्य कार्य अपने क्षेत्र के सेवानिवृत सैनिकों तथा सैनिक विधवाओं से सम्पर्क कर उनकी समस्याओं को सुलझाना है और उनको सभी मिलने वाली सुविधाओं के बारे में जानकारी देना भी है।
