जनपक्ष टुडे ब्यूरो, पिथौरागढ़। मुख्यमंत्री पुष्कर सिंह धामी ने पिथौरागढ़ में विकास भवन सभागार में विभागीय अधिकारियों की बैठक लेकर जिले में संचालित विकास कार्यों एवं योजनाओं की समीक्षा की। इस दौरान उन्होंने जिले की मुख्य समस्याओं के साथ ही संचालित प्रमुख निर्माण कार्यों की भी अधिकारियों से जानकारी ली।

मुख्यमंत्री ने निर्माणाधीन बेस चिकित्सालय भवन के निर्माण की प्रगति की समीक्षा करते हुए कार्यदाई संस्था को शीघ्र कार्य पूर्ण करने एवं बेस चिकित्सालय को एक माह के भीतर संचालित करने के निर्देश दिए। उन्होंने ने 10 दिन के भीतर जिला एवं महिला चिकित्सालय में सभी आवश्यक व्यवस्थाओं में सुधार लाने के निर्देश भी जिलाधिकारी एवं मुख्य चिकित्साधिकारी को दिया।

मुख्यमंत्री ने कहा कि धनराशि अवमुक्त करने के बावजूद भी पिथौरागढ़ मेडिकल कालेज निर्माण का कार्य प्रारम्भ नहीं हुआ है, इस पर नाराजगी व्यक्त करते हुए उन्होंने जल्द निर्माण कार्य शुरू करने के निर्देश दिए।

हटाये गए कर्मियों को दोबारा मिलेगी नौकरी

बैठक में जनप्रतिनिधियों द्वारा कोरोना काल में स्वास्थ्य विभाग द्वारा संविदा के तहत रखे गए स्वास्थ्य कर्मी जिन्हें वर्तमान में हटा दिया गया है, उन्हें पुनः सेवा में रखे जाने की मांग पर मुख्यमंत्री द्वारा सचिव चिकित्सा को दूरभाष पर जिले में पूर्व में रखे गए इन संविदा चिकित्सा कर्मियों को पुनः आगामी 31 मार्च 2022 तक रखे जाने के निर्देश दिए गए। इसके लिए जिलाधिकारी को शीघ्र ही प्रस्ताव भी शासन को भेजने के निर्देश दिये। उन्होंने कहा कि इन कार्मिकों का पूर्व में की गई सेवाओं का वेतन भुगतान हेतु मुख्यमंत्री राहत कोष से धनराशि भी जारी कर दी गयी है।

10 दिन हस्तांतरित करें पार्किंग

बैठक में जिला मुख्यालय में वाहन पार्किंग की समस्या के सम्बन्ध में आवश्यक प्रस्ताव उपलब्ध कराए जाने के साथ ही मुख्यमंत्री ने आगामी 10 दिनों में जिला मुख्यालय में निर्मित बहुमंजिला कार पार्किंग को हस्तान्तरित करते हुए संचालित करने के निर्देश दिये। बैठक में तहसील धारचूला के काली नदी किनारे तटबंध निर्माण की समीक्षा के दौरान सिंचाई विभाग के अधिकारियों द्वारा अवगत कराया कि धारचूला के काली नदी किनारे भू कटाव की रोकथाम हेतु प्रस्ताव शासन को भेजा गया है उक्त संबंध में मुख्यमंत्री ने कहा कि एक सप्ताह के भीतर स्वीकृति प्रदान कर दी जाएगी। शासन से स्वीकृति पश्चात शीघ्र ही टेंडर की कार्यवाही करते हुए कार्य प्रारम्भ किया जाए।

पिथौरागढ़ से स्टेट प्लेन से नियमित उड़ान की योजना

बैठक में जिले में आपदा राहत एवं पुनर्वास कार्यों की समीक्षा करते हुए मुख्यमंत्री ने जिलाधिकारी को निर्देश दिए कि पुनर्वास के सभी प्रकरणों को निस्तारित करते हुए आपदा प्रभावितों की हर संभव मदद करते हुए राहत सामग्री आदि वितरित करें। जिले के नैनीसैनी हवाई पट्टी से नियमित उड़ानों के संचालन के संबंध में समीक्षा करते हुए मुख्यमंत्री ने बैठक से ही सचिव उड्डयन उत्तराखंड को आवश्यक निर्देश देते हुए कहा कि त्वरित कार्यवाही करते हुए राज्य सरकार के स्टेट प्लेन के माध्यम से हवाई यात्रा शुरू करने की कार्यवाही की जाय। उन्होंने कहा कि शीघ्र ही नैनीसैनी से हवाई सेवाएं सुचारू की जाय इस संबंध में उन्होंने जिलाधिकारी पिथौरागढ़ एवं आयुक्त कुमाऊँ को भी तत्काल कार्यवाही के निर्देश दिये। उन्होंने कहा कि विकास कार्यों को पूर्ण करने में परिणाम शीघ्र ही दिखना चाहिए।

इंजीनियरिंग कॉलेज की जांच होगी

बैठक में जनपद में उत्तर प्रदेश निर्माण निगम द्वारा कराए जा रहे कार्यों की समीक्षा के दौरान जिलाधिकारी पिथौरागढ़ ने अवगत कराया कि जिला मुख्यालय के निकट ग्राम मड़ में सीमांत इंजीनियरिंग कॉलेज का निर्माण किया जा रहा है, निर्माण कार्यों में अनियमितता की शिकायत पर मुख्यमंत्री ने आयुक्त कुमाऊँ मण्डल को तुरंत उच्चस्तरीय जाँच करते हुए तथा जिलाधिकारी द्वारा गठित की गई जाँच रिपोर्ट अनुसार कार्यवाही करने के निर्देश दिये। मुख्यमंत्री ने कहा कि निर्माण कार्यों में पूर्व गुणवत्ता, पारदर्शिता एवं समयबद्धता का विशेष ध्यान रखा जाय तथा गलत कार्य करने वाली एजेंसियों के खिलाफ जिलाधिकारी त्वरित कार्यवाही करें।

बैठक में सड़कों की स्थिति आदि की समीक्षा के दौरान जिलाधिकारी ने अवगत कराया कि मानसून काल में बंद 268 सड़कों में से 265 सड़कों को यातायात हेतु खोल दिया गया है। एक महत्वपूर्ण सड़क दारमा घाटी को जोड़ने वाली सड़क को शीघ्र खोले जाने हेतु तेजी से कार्य किया जा रहा है। इसके अतिरिक्त बैठक में अवगत कराया कि जिले में 254 किमी सड़क मार्ग में से 228 किमी सड़क मार्ग में पैच वर्क का कार्य पूर्ण कर लिया गया है शेष में कार्य जारी है। पीएमजीएसवाई के अंतर्गत कुल 271 सड़कों में से 144 सड़कों का कार्य पूर्ण हो गया है। जल जीवन मिशन अन्तर्गत प्रथम फेस के अंतर्गत 60 फीसदी कार्य पूर्ण हो गया है।

62 फीसद को लगी दूसरी डोज

कोविड वैक्सीनेशन की प्रगति की समीक्षा के दौरान जिलाधिकारी डॉ आशीष चौहान ने अवगत कराया कि जिले में प्रथम डोज 99 फीसदी व्यक्तियों को तथा 62 फीसदी लोगों को द्वितीय डोज की कोविड वैक्सीन लग गई है, आगामी 15 दिसम्बर तक शत प्रतिशत वैक्सीनेशन जिले में हो जाएगा। जिलाधिकारी ने अवगत कराया कि वनाधिकार के अंतर्गत 35 में से 27 को पट्टे जारी कर दिये गए हैं, जिले में 5 करोड़ से अधिक लागत के कार्यों को तेजी से किया जा रहा है। मुख्यमंत्री घोषणा अन्तर्गत 234 घोषणाओं में से 63 पूर्ण हो गई है शेष में कार्यवाही गतिमान है। मुख्यमंत्री ने कहा कि मुख्यमंत्री घोषणाओं को शीघ्र ही पूर्ण करें। इसके अतिरिक्त जिले में वर्तमान तक चारों सैक्टरों अंतर्गत कुल 85.69 प्रतिशत धनराशि व्यय कर ली गई है। बैठक से पूर्व मुख्यमंत्री द्वारा विकास भवन सभागार में जनता मिलन कार्यक्रम अन्तर्गत आम जनता तथा विभिन्न संगठनों आदि की समस्याएं भी सुनी तथा उनके समाधान का पूर्ण भरोसा दिलाते हुए आवश्यक कार्यवाही के निर्देश अधिकारियों को दिये।
