मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि प्रधानमंत्री के सपनों का उत्तराखंड बनाने के लिए राज्य सरकार प्रतिबद्ध है और इस लक्ष्य की प्राप्ति के लिये “विकल्प रहित संकल्प” का मंत्र लेकर निरन्तर कार्य कर रही है। मुख्यमंत्री पुष्कर सिंह धामी ने नई दिल्ली में प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में आयोजित मुख्यमंत्री परिषद की बैठक में प्रतिभाग किया।
मुख्यमंत्री ने उत्तराखण्ड के विकास में प्रधानमंत्री के मार्गदर्शन के लिए आभार व्यक्त करते हुए कहा कि 21 वी सदी के तीसरे दशक को उत्तराखण्ड का दशक होने के सपने को साकार करने हेतु उत्तराखण्ड @2025 एवं @2030 का दृष्टिपत्र तैयार किया जा रहा है।

मुख्यमंत्री ने कहा कि इस विजन प्लान के अन्तर्गत राज्य के सकल घरेलू उत्पाद को प्रतिवर्ष 15 प्रतिशत वृद्धि दर के माध्यम से आगामी 05 वर्षो में दोगुना करने का लक्ष्य निर्धारित किया गया है। मुख्यमंत्री पुष्कर सिंह धामी ने सम्मेलन में राज्य में किये गये विकास कार्यों व आगे के विजन के बारे में विस्तार से जानकारी दी।
उत्तराखण्ड राज्य के विजन प्लान को साकार करने हेतु इस वित्तीय वर्ष में पूंजीगत व्यय को विगत वर्ष के बजट के सापेक्ष 13 प्रतिशत से बढ़ाकर 17 प्रतिशत कर दिया गया है। इस वृद्धि के परिणाम स्वरूप राज्य ने भारत सरकार द्वारा अपेक्षित पूंजीगत व्यय को राज्य की राज्य के सकल घरेलू उत्पाद का 4 प्रतिशत करने का लक्ष्य प्राप्त कर लिया है। इसी श्रृंखला में राज्य की आर्थिक गति को शक्ति देने हेतु आगामी 05 वर्षों में बाह्य सहायता के माध्यम से लगभग रू0 25000 करोड़ की आधारभूत संरचनायें विकसित की जायेंगी।

विभागों के मध्य बेहतर सामंजस्य सुनिश्चित करने एवं पूंजीगत परियोजनाओं के सटीक नियोजन हेतु “पी०एम० गति शक्ति योजना” की तर्ज पर राज्य गति शक्ति मास्टर प्लान तैयार किया जा रहा है। राज्य द्वारा इस महत्वाकांक्षी योजना को अगले 6 माह में पूर्ण किये जाने का लक्ष्य निर्धारित किया गया है।

थ्रस्ट सेक्टर्स जैसे (पर्यटन, परिवहन, सेवा क्षेत्र, कृषि एवं उद्यान, फार्मा) आदि के माध्यम से विजन प्लान के महत्वाकांक्षी आर्थिक लक्ष्यों को प्राप्त किया जायेगा । प्रधानमंत्री के मार्गदर्शन में ऋषिकेश-कर्णप्रयाग व टनकपुर-बागेश्वर रेल परियोजनाओं पर तेजी से कार्य किया जा रहा है।

राज्य में निवेश अनुकूल वातावरण के लिये सिंगल विंडो पोर्टल के माध्यम से उद्योगों को विभिन्न विभागों की अनुमतियां तेज गति से दी जा रही है।
भारत सरकार द्वारा राज्य को इज ऑफ डूईंग बिजनेस रैंकिंग में एचीवर्स की श्रेणी में चयनित किया गया है।

राज्य में रोजगार उन्मुखी योजनाओं जैसे मुख्यमंत्री स्वरोजगार योजना, मुख्यमंत्री नैनो योजना के माध्यम से अब तक रू0 600 करोड़ से अधिक का निजी निवेश आकर्षित कर एक लाख से अधिक नवीन रोजगार के अवसर सृजित किये गये हैं। उत्तराखण्ड राज्य प्रधानमंत्री रोजगार सृजन कार्यक्रम के अन्तर्गत देश के अग्रणी राज्यों में निरन्तर सम्मिलित है। इसी क्रम में एक जिला- एक उत्पाद, महिला उद्यमिता प्रोत्साहन योजना, स्टार्ट-अप पॉलिसी जैसी योजनाओं के सृजन एवं कुशल प्रबन्धन से उत्तराखण्ड राज्य देश के अग्रणी राज्यों में सम्मिलित है। देश के कुल स्टार्टअप का 10% भाग यहां स्थित है।
राज्य में पर्यटन की अपार सम्भावनाओं को देखते हुए राज्य द्वारा भारत सरकार के सहयोग से पर्वतमाला रोप-वे श्रृंखला एवं टनल पार्किंग सुदृढ़ कर होम स्टे के माध्यम से स्थानीय अर्थव्यवस्था को मजबूत किया जा रहा है। चारधाम की तर्ज पर कुमाऊँ मण्डल में मानस खण्ड मन्दिर माला एवं 13- जनपद 13- गन्तव्य जैसी नवीन योजनाओं के माध्यम से उत्तराखण्ड को देश का शीर्ष पर्यटन केन्द्र बनाने के सशक्त प्रयास किये जा रहे हैं।
मानसखण्ड मंदिर माला के तहत कुमाऊं के प्रमुख मंदिरों को बेहतर सड़कों से कनेक्ट किया जाएगा। गढ़वाल और कुमाऊं के बीच रोड कनेक्टिविटी भी सुधारी जाएगी। इस संबंध में सभी जिलाधिकारियों से तत्काल उनके जनपदों के प्रमुख मंदिरों और पर्यटन स्थलों की रिपोर्ट मांगी गई है।

मुख्यमंत्री ने कहा कि उत्तराखण्ड ने अपने सीमित संसाधनों के बावजूद विगत वर्ष में निर्यात पर फोकस कर लगभग रू0 17000 करोड़ का निर्यात किया है जिसमें फार्मा सेक्टर का विशेष योगदान है। राज्य द्वारा रूस- यूक्रेन युद्ध के दौरान यूरोप को उत्तराखण्ड के परम्परागत खाद्यान्न जैसे मडुवा, झिंगोरा का निर्यात किया गया। निर्यात को बढ़ावा देने हेतु एक जिला एक उत्पाद योजना के सफल क्रियान्वयन हेतु उत्पाद का चयन कर जिला स्तरीय एक्सपोर्ट प्लान तैयार कर लिया गया है।

प्रधानमंत्री की प्रेरणा से “अमृत सरोवर’ योजना के द्वारा जलप्रबन्धन एवं मत्स्य उत्पादन में राज्य निरन्तर प्रगति कर रहा है। अमृत सरोवर योजना के अन्तर्गत प्रदेश के 13 जनपदों में 1240 अमृत सरोवर बनाने का निश्चय किया गया है। जिनमें से 939 अमृत सरोवरों में कार्य प्रारम्भ हो गया 2022 तक 375 अमृत सरोवरों में कार्य पूर्ण हो जाएगा।

रूरल बिजनेस इन्क्यूबेटर और ग्रोथ सेंटरों के माध्यम से 106 काॅमन फेसिलिटी सेंटर स्थापित किए जाएंगे। जिससे ग्रामीण क्षेत्रों में उद्यमिता बढ़ाकर लगभग तीस हजार से अधिक किसानों एवं शिल्पकारों (श्री केदारनाथ एवं श्री बदरीनाथ शिल्प केन्द्र) की आय में वृद्धि की जा रही है।
प्रधानमंत्री द्वारा दिये गये निर्देश के क्रम में राज्य द्वारा पीएम किसान निधि, साॅयल हेल्थ कार्ड एवं आयुष्मान भारत योजनाओं में शत-प्रतिशत लक्ष्य प्राप्त कर लिया गया है। इस वित्तीय वर्ष में राज्य द्वारा पीएम आवास योजना ग्रामीण, जलजीवन मिशन, पीएमजीएसवाई, और स्वामित्व योजना में समस्त लाभार्थियों एवं लक्ष्य को प्राप्त किया जायेगा ।
शेष सभी फ्लैगशिप योजनाओं को सितम्बर- 2024 तक प्राप्त करने हेतु मासिक लक्ष्य निर्धारित कर प्रभावी निगरानी की जा रही है।
