मुख्यमंत्री पुष्कर सिंह धामी ने सचिवालय में राजस्व विभाग की समीक्षा करते हुए कहा कि सरलीकरण, निस्तारीकरण व समाधान के मंत्र पर काम किया जाए। जनता से जुङी प्रक्रियाओं को अधिक से अधिक सरल किया जाए।
मुख्यमंत्री ने कहा कि स्वामित्व अभिलेख के शत प्रतिशत वितरण के लिए कैम्प लगाए जाएं। तहसीलदारो को भी स्थाई निवास प्रमाण पत्र निर्गत करने का अधिकार दिया जाए। राजस्व परिषद, कलेक्ट्रेट व कमिश्नर कार्यालय ई-ऑफिस से जोङे जाएं। जिलाधिकारी महीने में चार बार दूरस्थ क्षेत्रों में बहुद्देशीय शिविरों का आयोजन कर स्थानीय लोगों की समस्याओं का निराकरण करें। तहसील दिवसो का नियमित रूप से आयोजन सुनिश्चित किया जाए। स्वैच्छिक चकबंदी के लिए लोगों को प्रेरित किया जाए। दाखिल खारिज के मामलो का समयबद्ध निस्तारण हो।
मुख्यमंत्री ने कहा कि जिला अभिलेखागारों का आधुनिकीकरण, राजस्व पुलिस व्यवस्था का सुदृढ़ीकरण व आधुनिकीकरण किये जाने की आवश्यकता है। राजस्व वादों के प्रभावी अनुश्रवण एवं निष्पादन को सुनिश्चित किया जाए।
बैठक में बताया गया कि अपणी सरकार पोर्टल के अंतर्गत राजस्व विभाग की 09 सेवायें संचालित हैं जिनमें से 07 सेवायें उमंग एवं ए०पी०आई० सेतु एप से इंटिग्रेटेड हैं।
सेवा का अधिकार अधिनियम में अधिसूचित 15 अतिरिक्त राजस्व विभाग से सम्बन्धित सेवाओं को ऑनलाईन किया गया है।
डी0आई0एल0एम0आर0पी0 में भारत सरकार स्तर से प्राप्त स्वीकृति से इतर सम्पूर्ण प्रदेश की भूमि का आधुनिक विधि से सर्वेक्षण कार्य किया जा रहा है। नवीन राजस्व संहिता प्रख्यापित की गई है।
राजस्व विभाग की भविष्य की कार्ययोजना के बारे मे जानकारी देते हुए बताया गया कि राजस्व विभागान्तर्गत विविध देयों के वसूली देयकों का 100% कम्प्यूटराईजेशन करने उपरान्त संग्रह अमीन से शत प्रतिशत वसूली लक्ष्य निर्धारित किया गया है । भूमि अधिग्रहण संबंधी समस्त कार्यवाहियों को पोर्टल पर विकसित करने का लक्ष्य निर्धारित किया जा रहा है।
स्वामित्व योजना का सर्वेक्षण 15 अगस्त 2022 तक पूर्ण करने का लक्ष्य है। पंचायतीराज विभाग, भारत सरकार द्वारा संचालित 100% केन्द्र पोषित योजना स्वामित्व में ग्रामीण क्षेत्रों के आबादी वाले क्षेत्रों जिनका कि पूर्व में सर्वेक्षण / मापन नहीं हुआ है, का सर्वेक्षण कार्य किया जा रहा है। इस योजना का उद्देश्य मालिकाना हक, बैंकों से आवास निर्माण, पुर्ननिर्माण, गृह निर्माण आदि हेतु बैंक के माध्यम ऋण सुविधा उपलब्ध कराना है। प्रदेश के कुल 16686 राजस्व ग्रामों के सापेक्ष 14343 राजस्व ग्राम अधिसूचित किये गये हैं। अधिसूचित ग्रामों के सापेक्ष अभिलेखों में दर्ज आबादी वाले 7576 ग्राम ड्रोन सर्वेक्षण के लिए चिन्हित किये गये। 7576 ग्रामों में शतप्रतिशत ड्रोन फ्लाइंग पूर्ण हो गयी है।
6591 ( 87.0%) ग्रामों में कुल 204212 स्वामित्व अभिलेख तैयार जिसके सापेक्ष 162945 (79.8 प्रतिशत) स्वामित्व अभिलेख वितरित किये जा चुके हैं ।
डिजिटल इण्डिया लैण्ड रिकार्ड मार्डनाईजेशन प्रोग्राम भूमि संसाधन विभाग, ग्रामीण विकास मंत्रालय, भारत सरकार द्वारा संचालित (DILRMP) 100% केन्द्र पोषित योजना है।
इसमें समस्त जेड०ए० एव नाॅन जेड ए खतौनियो का कम्प्यूटरीकरण / डिजिटाईजेशन पूर्ण किया जा चुका है।
समस्त 54 सब रजिस्ट्रार कार्यालयों का कम्प्यूटरीकरण कार्य पूर्ण हो चुका है। 77 तहसीलों में मॉडन रिकॉर्ड रूम स्थापित किये गये हैं। समस्त 402 राजस्व न्यायालय (RCMS) पोर्टल पर ऑनलाईन किये जा चुके हैं। 96% खसरों के लिए यूनिक आईडेंटिफिकेशन पार्सल नम्बर (ULPIN) निर्गत किये गये।
अल्मोडा व पौङी गढवाल जिलों के कैडस्ट्रल मैप डिजिटाईज हो चुके हैं जबकि अवशेष 11 जनपदों के कैडस्ट्रल मैप्स डिजिटाईज किये जाने का लक्ष्य सितम्बर 2024 है।
समस्त खसरा नम्बरों को जियोरिफरेन्सङ यूनिक आईडेंटिफिकेशन पार्सल नम्बर (ULPIN) दिया जाएगा।
