जनपक्ष टुडे ब्यूरो, देहरादून। उत्तराखंड में यूकेएसएसएससी के बाद विधानसभा सचिवालय में हुई बैकडोर नियुक्तियों  का मामला गरमा गया है। विधानसभा में बड़े स्तर पर धांधली हुई है। लेन-देन कि बात की चर्चा है। इस बीच शनिवार की विधानसभा अध्यक्ष ने मुख्यमंत्री पुष्कर सिंह धामी के आग्रह पर भर्ती प्रकरण में शिकंजा कसते हुए मामले की जांच को स्पेशलिस्ट कमेटी गठित की है। रिटायर्ड आईएएस डीके कोटिया की अध्यक्षता में 3 सदस्यीय को स्पेशलिस्ट कमेटी में शामिल किया गया है। कमेटी राज्य गठन से लेकर अब तक विधानसभा में हुई नियुक्तियां की जांच कर माहभर में रिपोर्ट सौंपेगी. कमेटी देखेगी कि ये नियुक्तियां नियम-कानूनों के तहत हुई हैं या नहीं. इसके अलावा प्रमोशन को लेकर आरोपों की जद में आए विधानसभा सचिव मुकेश कुमार सिंघल को लंबी छुट्टी पर भेज दिया गया है.

भर्ती मामले को विपक्ष ने बनाया मुद्दा

पिछली विधानसभा के कार्यकाल में विधानसभा सचिवालय में हुई 72 तदर्थ नियुक्तियों के अलावा सचिव की पदोन्नति को विपक्ष ने मुद्दा बनाया हुआ है. मामला गरमाने पर सीएम पुष्कर सिंह धामी ने बीते थर्सडे को स्पीकर को पत्र भेजकर विधानसभा बात की. उन्होंने विधानसभा में नियुक्ति प्रकरण पर जांच के लिए तीन सदस्यीय जांच कमेटी के गठन का ऐलान किया. कमेटी में रिटायर्ड आईएएस दिलीप कुमार कोटिया को अध्यक्ष, सुरेंद्र सिंह रावत व अवनेंद्र सिंह नयाल को मेंबर बनाया गया है. ये तीनों ही रिटायर्ड आईएएस है. पूर्व में शासन में कार्मिक सचिव के रूप में कार्मिक विभाग के नियमों के विशेषज्ञ भी माने जाते हैं. स्पीकर ने बताया कि कमेटी मैक्सीमम एक माह के भीतर अपनी रिपोर्ट देगी. इस दौरान कमेटी यह सुझाव भी देगी कि नियुक्तियों के मामले में भविष्य में और क्या बेहतर हो सकता हैं.

नहीं होगा बेरोजगारों के साथ अन्याय, लेंगे कठोर निर्णय

विधानसभा अध्यक्ष ऋतु खंडूड़ी ने कहा कि विधानसभा प्रदेश का सर्वोच्च सदन है. इसकी गरिमा को बनाए रखना उनका दायित्व ही नहीं कर्तव्य भी है. कहा, ‘मेरे लिए सदन की गरिमा से ऊपर कुछ नहीं हैं. इसे बनाए रखने के लिए कितने ही कठोर व कड़वे निर्णय लेने हों, मैं पीछे नहीं हटूंगी. किसी भी प्रकार की अनियमितता स्वीकार्य नहीं होगी.

सचिव का कार्यालय सील, जबरन लम्बी छुट्टी पर भेजे

सचिव विधानसभा को लंबी छुट्टी पर भेजे जाने के बाद स्पीकर ऋतु खंडूड़ी ने अपनी मौजूदगी में सचिव के ऑफिस को सील करा दिया. बताया गया कि जांच कमेटी को ही इस कक्ष में जाने की परमिशन होगी.

ये दिए गए निर्देश

• दो चरणों में जांच करेगी गठित कमेटी

• नियुक्तियों को लेकर वर्ष 2011 में बनी नियमावली वर्ष 2012 से हुई लागू.

● जांच कमेटी पहले वर्ष 2012 से अब तक हुई नियुक्तियों की करेगी जांच.

• इसके बाद वह वर्ष 2000 से वर्ष 2011 तक की नियुक्तियों को जांच के दायरे में लेगी.

• इस अवधि में यूपी की नियमावली के तहत विधानसभा में हुई थी नियुक्तियां

• सचिव विधानसभा मुकेश कुमार सिंघल अग्रिम आदेशों तक रहेंगे अवकाश पर.

• इस अवधि में जब-जब भी कमेटी जांच के मद्देनजर उपस्थित होने को कहेगी तब-तब सचिव को उपस्थित होना पड़ेगा।
