– नए आदेश 21 अप्रैल से प्रदेश में प्रभावी होंगे तथा अग्रिम आदेशों तक जारी रहेंगे:  मुख्य सचिव

देहरादून। प्रदेश में कोरोना के हालत बिगड़ते जा रहे हैंं। जिस तरह से कोरोना विस्फोटक रूप ले रहा है, उससे उत्तराखंड में लाकडाउन के संकेत मिल रहे हैं। कोरोना के विकराल रूप को देखते हुए मुख्यमंत्री तीरथ सिंह रावत के निर्देश के बाद आज शासन की ओर से कोरोना को लेकर नई गाइडलाइन जारी की है।

नई गाइडलाइन के अनुसार राज्य के समस्त सरकारी शिक्षण संस्थान प्राथमिक जूनियर हाई स्कूल इंटरमीडिएट बोर्डिंग डिग्री कॉलेज पॉलिटेक्निक आईटीआई व कोचिंग इंस्टिट्यूट बंद रहेंगे।

राज्य की सीमा में प्रवेश करने वाले बाहरी व्यक्तियों को स्मार्ट सिटी देहरादून के पोर्टल पर पंजीकरण कराना अनिवार्य होगा। दुकानें मॉल्स दोपहर 2 बजे बन्द होंगे जबकि जिम पूरी तरह बन्द रहेंगे

शहरी क्षेत्रों के अंतर्गत आने वाले जरूरी और आवश्यक सेवा प्रदाता व्यापारिक प्रतिष्ठानों को छोड़ते हुए अन्य सभी संस्थान प्रत्येक दिन दोपहर 2 बजे से बंद किए जाएंगे संपूर्ण राज्य में प्रत्येक रविवार को पूर्णता कर्फ्यू रहेगा साथ ही सप्ताह के अन्य 6 दिनों में शाम 7 से सुबह 5 बजे तक रात्रि कर्फ्यू रहेगा। इस दौरान व्यक्तियों को आवाजाही की पूर्णता प्रतिबंध रहेगा।

ये है पूरी गाइडलाइन

1.धार्मिक, राजनीतिक एवं सामाजिक आयोजनों तथा विवाह इत्यादि में अनुमत व्यक्तियों की संख्या 100 से अधिक नहीं होगी (महाकुम्भ मेला, 2020-21 हरिद्वार मेला क्षेत्र के लिए गृह मंत्रालय, भारत सरकार द्वारा जारी किए गये SOPs 22 जनवरी, 2021 एवं राज्य सरकार द्वारा जारी किए गये दिशा-निर्देश पत्रांक 1115 / USDMA / 792 (2020 ) दिनांक 26 फरवरी, 2021 कुम्भ मेला क्षेत्र में यथावत रहेंगे)

2.सार्वजनिक वाहन (बस, विक्रम, ऑटो रिक्शा इत्यादि ) 50 प्रतिशत यात्री क्षमता के साथ ही संचालित होंगे।

3.समस्त सिनेमा हॉल, रेस्टोरेन्ट और बार 50 प्रतिशत क्षमता के साथ ही संचालित होंगे।

4.समस्त जिम, स्वीमिंग पूल, स्पॉ पूर्णतः बन्द रहेंगे।

5.राज्य सरकार के अग्रिम आदेशों तक राज्य अवस्थित समस्त सरकारी शिक्षण संस्थान प्राथमिक, जूनियर हाई स्कूल, इण्टरमीडिएट, बोर्डिंग, डिग्री कॉलेज, पॉलीटेकनिक, आई.टी.आई व कोचिंग इंस्टीट्यूट बन्द रहेंगे तथा ऑनलाइन के माध्यम से अध्ययन कार्य सम्पादित किये जायेंगे।

6.शहरी क्षेत्र के अन्तर्गत आने वाले जरूरी और आवश्यक सेवा प्रदाता व्यापारिक प्रतिष्ठानों को छोड हुए अन्य सभी संस्थान प्रत्येक दिन दोपहर 2.00 बजे से बन्द किये जायेंगे।

7.सम्पूर्ण राज्य में प्रत्येक रविवार को पूर्णतः कर्पयू रहेगा साथ ही सप्ताह के अन्य 06 दिनों में सांय 7.00 बजे से प्रातः 5.00 बजे तक रात्रि कर्फ्यू रहेगा। इस दौरान व्यक्तियों की आवाजाही पूर्णतः प्रतिबन्धित रहेगी। साथ ही निम्नलिखित गतिविधियों हेतु छूट प्रदान की जायेगी।
a) जिन औद्योगिक संस्थाओं में कई पारियों में कार्य होता है, उनके कर्मचारियों के आवागमन हेतु ।
b) राष्ट्रीय और राज्य राजमार्गों पर आपातकालीन परिचालन हेतु व्यक्तियों और सामानों की आवाजाही ।
c) मालवाहक वाहनों की यात्रा और उतार-चढ़ाव में कार्यरत व्यक्तियों हेतु । d) बसों ट्रेनों और हवाई जहाज से उतरने के बाद अपने गन्तव्य के लिए जाने वाली यात्री।

e) शादी और सम्बन्धित समारोहों के लिए बैंकट हॉल / सामुदायिक हॉल और विवाह समारोहों से सम्बन्धित व्यक्तियों / वाहनों की आवाजाही हेतु निर्धारित समय से प्रतिबन्धों से छूट प्रदान की जायेगी।

8.राज्य की सीमा में प्रवेश करने वाले बाहरी व्यक्तियों (पर्यटक, श्रद्धालु व अन्य) को उत्तराखण्ड स्मार्ट सिटी के पोर्टल पर पंजीकरण करना अनिवार्य होगा, जिसके 72 घण्टे पूर्व तक की निगेटिव रिपोर्ट के साथ वे उत्तराखण्ड में प्रवेश कर सकते हैं।

9.उत्तराखण्ड राज्य के निवासी जो अन्य राज्यों से राज्य में प्रवेश कर रहे हैं, तो उन्हें उत्तराखण्ड स्मार्ट सिटी के पोर्टल पर पंजीकरण करना अनिवार्य होगा तथा ऐसे व्यक्ति वापसी पर स्वयं को होम क्वारंटाइन करेंगें साथ ही अपने स्वास्थ्य की निरन्तर मॉनिटिरिंग करेंगें तथा इस दौरान किसी भी प्रकार के कोविड-19 के लक्षण महसूस होने पर कोविड हेल्पलाइन पर सम्पर्क करेंगें।

10.जनपदों में तैनात विभिन्न विभागों के अधिकारियों/कार्मिकों (पुलिस विभाग को छोड़कर) के अवकाश सीधे निदेशालय से स्वीकृत नहीं किए जायेंगे। सम्बन्धित जनपद के जिलाधिकारी ही अवकाश स्वीकृत किए जाने हेतु सक्षम होंगे।

11.कमजोर व्यक्तियों का संरक्षण (Protection of vulnerable persons) 65 वर्ष से अधिक आयु के व्यक्तियों, सह-रूग्णता (co-morbidities) वाले व्यक्तियों, गर्भवती महिलाओं और 10 वर्ष से कम उम्र के बच्चों को आवश्यक होने पर तथा स्वास्थ्य एवं अन्य जरूरी कार्यों के लिए ही घर से बाहर निकलने की सलाह दी जाती है।

12.कोविड उपयुक्त व्यवहार (COVID Appropriate behaviour) उत्तराखण्ड राज्य के सभी जनपदों के निवासियों / पर्यटकों द्वारा सार्वजनिक स्थलों एवं कार्य स्थलों पर अनिवार्य रूप से COVID Appropriate behaviour जैसे मॉस्क पहनना तथा सामाजिक दूरी का कड़ाई से पालन करना अनिवार्य होगा।
