देहरादून। प्रदेश ऊर्जा मंत्री डॉ. हरक सिंह रावत से वार्ता के बाद ऊर्जा कर्मियों की हड़ताल वापस ले ली है। कुछ मांगों पर सहमति बनी, लेकिन कुछ मांगें शासन स्तर से होनी है उसके लिए मंत्री ने एक माह का समय मांगा है। मंत्री के आश्वासन के बाद शाम को कर्मचारी नेताओं ने एक माह के लिए आंदोलन स्थगित करने की घोषणा की है।

लेकिन इसके बाद भी कर्मचारी ऊर्जा भवन पर एकत्रित होकर नारेबाजी करने लगे। हड़ताली कर्मचारियों ने लिखित समझौता न करने तक हड़ताल पर डटे रहने पर रहे। रात करीब 9 बजे लिखित समझौता पत्र मिलने पर कर्मचारी राजी हुए। समझौता पत्र में तीनों निगमों के प्रबन्ध  निदेशक और निदेशक मानव एचआर के हस्ताक्षर हैं। इसके बाद भी कर्मचारियों सरकार और निगम प्रबंधनों को चेतावनी दी है कि यदि मांगों पर तय समय के भीतर कार्रवाई नहीं हुई तो वह फिर हड़ताल पर जाने से पीछे नहीं हटेंगे।

उत्तराखंड विद्युत अधिकारी कर्मचारी संयुक्त संघर्ष मोर्चा के बैनर तले 14 सूत्रीय मांगों को लेकर यूपीसीएल, यूजेवीएनएल और पिटकुल के सभी कर्मचारी संगठनों के करीब सात हजार से अधिक कर्मचारी चरणबद्ध आंदोलन चला रहे थे। सरकार की ओर से पुख्ता आश्वासन न मिलने पर पूर्व निर्धारित कार्यक्रम के तहत सोमवार की रात्रि 12 बजे से हड़ताल शुरू कर दी थी।

हड़ताल के बाद  मंगलवार को उत्तरकाशी में सुबह मनेरी भाली एक और मनेरी पाली दो की टरबाइन थम गई थी। जिससे विद्युत उत्पादन ठप हो गया है। मनेरी भाली एक से प्रतिदिन 90 मेगा वाट व मनेरी भाली द्वितीय से प्रतिदिन 304 मेगावाट बिजली उत्पादन होती है। दोनों परियोजनाओं पर मंगलवार रात्रि से आंदोलन स्थगित होने के बाद उत्पादन शुरू हो पाया।

इसी तरह यमुना वैली की पांचों जल विद्युत परियोजनाएं भी ठप रही। चीला, मोहम्मदपुर समेत राज्य की लगभग सभी विद्युत उत्पादन इकाईयों में बिजली उत्पादन हड़ताल के दौरान बन्द रहा, जिससे करोड़ों के राजस्व का नुकसान हुआ है।  बिजली उत्पादन न होने से सप्लाई बाधित रही। कई इलाकों में मंगलवार को देर रात्रि तक बिजली गुल रही।

दोपहर तक हड़ताल को लेकर सरकार और शासन में उहापोह की स्थिति रही। सचिव ऊर्जा सौजन्या, एमडी दीपक रावत, पूर्व एमडी नीरज खैरवाल सहित कई अधिकारी लगातार कर्मचारियों को समझाने में जुटे रहे। लेकिन कर्मचारी मानने को तैयार नहीं हुए।  इस दौरान बिजली आपूर्ति बाधित रहने के साथ ही सभी बिजलीघरों में ताले लटके रहे। अधिकारियों के मोबाइल बंद हैं। उधर, बिजली कटने की वजह से भीआम जनता काफी परेशान रही। लोग बिजली आने को लेकर दिनभर इधर उधर फोन करते रहे।

राजधानी देहरादून में समेत कई इलाकों में बिजली आपूर्ति ठप रही। उत्तराखंड जल विद्युत निगम लिमिटेड के लगभग सभी पावर हाउस में बिजली उत्पादन रुक गया है। रात को मनेरी भाली परियोजना ठप होने की वजह से सरकार ने करीब 250 मेगावाट बिजली एनटीपीसी से ली है।

बता दें कि सोमवार को तीनों निगमों के ऊर्जा कर्मियों की सचिव ऊर्जा सौजन्या जावलकर और फिर मुख्य सचिव एसएस संधू से वार्ता विफल हो गई थी। जिसके बाद कर्मचारियों ने सोमवार रात से हड़ताल का एलान कर दिया था।
यह भी बता दें कि ऊर्जा के तीनों निगमों के कार्मिक पिछले 4 सालों से एसीपी की पुरानी व्यवस्था तथा उपनल के माध्यम से कार्य कार्योजित कार्मिकों के नियमितीकरण एवं समान कार्य हेतु समान वेतन को लेकर लगातार सरकार से वार्ता कर रहे हैं। 22 दिसंबर 2017 को कार्मिकों के संगठनों तथा सरकार के बीच द्विपक्षीय समझौता हुआ, लेकिन आज तक उस समझौते पर कोई कार्यवाही नहीं हुई।
ऊर्जा निगम के कार्मिक इस बात से आक्रोशित हैं कि सातवें वेतन आयोग में उनकी पुरानी चली आ रही 9-5-5 की एसीपी व्यवस्था को समाप्त कर दिया गया है, जो कि उन्हें उत्तर प्रदेश के समय से ही मिल रही थी।
यही नहीं बिल संग्रह केन्द्रों पर मंगलवार को ताले लटके रहे। कर्मचारियों ने कहा कि सरकार और निगम प्रबंधनों ने पे मैट्रिक्स में भी काफी छेड़खानी की है। संविदा कार्मिकों को समान कार्य समान वेतन के विषय में कोई कार्यवाही नहीं हुई। इसके अतिरिक्त ऊर्जा निगमों में इंसेंटिव एलाउंसेस का रिवीजन नहीं हुआ। यह उनके साथ घोर नाइंसाफी है। बार बार समझौते के बाद भी समस्याओं का समाधान न होने पर वह हड़ताल जैसे कदम उठाने को मजबूर हुए।
मंत्री बोले एक माह में हो जाएगा समस्याओं का समाधान
सचिव ऊर्जा और मुख्य सचिव से कर्मचारियों की वार्ता विफल होने के बाद ऊर्जा मंत्री ने कर्मचारियों को मनाने जिम्मा संभाला। शाम को सचिव ऊर्जा सनेट तीनों निगमों के अफसरों को बुलाकर संयुक्त मोर्चा के पदाधिकारियों से एक-एक बिंदु पर चर्चा की, जिसके बाद उन्होंने एक माह में सभी 14 मांगों पर कार्रवाई का भरोसा दिलाया। इसके बाद कर्मचारी नेताओं के साथ ऊर्जा मंत्री ने प्रेस वार्ता कर हड़ताल स्थगित करने की जानकारी दी। मंत्री ने कहा कि उन्हें कर्मचारी आंदोलनों के 30 साल का अनुभव है। उन्हें पूरी उम्मीद है कि वह निश्चित तौर पर ऊर्जा कर्मियों की मांगों को भी समय पर हल करने में अफल होंगे।
वार्ता में तीनों निगम के शीर्ष अधिकारियों समेत संयुक्त मोर्चा से जुड़े आंदोलन में सरीक सभी 10 कर्मचारी संगठनों के वरिष्ठ पदाधिकारी मौजूद रहे, जिनमें
जगदीश चंद्र पंत, डीसी ध्यानी, प्रदीप कंसल, विनोद कवि, कार्तिकेय दुबे, दीपक बेनीवाल, अमित रंजन, भानु प्रकाश जोशी, गौविन्द प्रसाद नौटियाल, प्रमोद नरेंद्र नेगी, नीरज तिवारी, प्रदीप प्रकाश शर्मा, सोहनलाल शर्मा आदि मौजूद रहे।
