देहरादून। पेयजल निगम में प्रबन्धन द्वारा अभियंताओं के वेतन की धनराशि रोके जाने सम्बन्धी एक आदेश पर हंगामा खड़ा हो गया है। अभियन्ताओं ने निगम प्रबन्धन के इस कदम की कड़े शब्दों में निंदा करते हुए घोर आपत्ति जताई है। साथ ही भविष्य में इस तरह के पत्र जारी करने पर आंदोलन की चेतावनी भी दी है। कहा कि इस तरह की कार्रवाई से मनोबल टूटता है।

बुधवार को निगम के प्रधान कार्यालय ने सभी डिवीजनों को माह अगस्त का वेतन ईसीएस के माध्यम से जारी करने के लिए पंजाब नेशनल बैंक, नेहरू कालोनी को आदेश जारी किया, जिसके शीर्षक में लिखा गया है कि प्रधान कार्यालय, क्षेत्रों में कार्यरत कार्मिकों (अभियंता वर्ग के वेतन को छोड़कर) भुगतान करने को कहा है।

प्रबन्धन की इस कार्यशैली पर सवाल उठाते हुए अभियंताओं ने इसकी कड़ी शब्दों में निंदा की है। साथ ही प्रबन्धन को चेतावनी दी है कि भविष्य में सार्वजनिक पत्राचार में इस तरह की भाषा और आदेश जारी न किए जाए।

उधर, डिप्लोमा इंजीनियर्स संघ, पेयजल निगम की ऑनलाइन और ऑफलाइन बैठक में भी प्रबन्धन के इस रवैये पर तीखी प्रतिक्रिया व्यक्त की गई। अभियंताओं ने प्रबन्धन की इस तरह के आदेश को निंदनीय करार देते हुए कहा कि इस तरह के कृत्य से अभियंताओं का मनोबल टूटता है। जबकि अभियन्ता निगम हित को ध्यान में रखते हुए जनहित में लग्न और कड़ी मेहनत से काम कर रहे हैं।

संघ पदाधिकारियों ने कहा कि प्रबन्धन के इस तरह वेतन की धनराशि रोकने सम्बन्धी आदेश से अभियंताओं को गहरा आघात पहुंचा है। वह इसका प्रबन्धन ये समक्ष भी विरोध दर्ज कराएंगे।बैठक में अभियंताओं की लम्बित मांगों को लेकर विस्पतार से चर्चा की गई।

इस दौरान संघ पदाधिकासरियों ने इस बात पर भी रोष जताया है कि 8 अक्टूबर को सचिव पेयजल के साथ हुई वार्ता का कार्यवृत्त अभी तक जारी नहीं किया गया है। पुरानी पेंशन से वंचित अभियंताओं को 10 की जगह 14 प्रतिशत अंशदान और पारिवारिक पेंशन दी जाय।

बैठक में जल जीवन मिशन से उतपन्न समस्याओं पर पर वर्चा की गई। इसके सलावा सेवा नियमावली में व्याप्त विसंगतियों को भी दूर करने के साथ ही वर्तमान में वरिष्ठता सूची अन्नतिमिकरण न किये जाने पर भी गहरा आक्रोश व्यक्त किया गया।

अभियन्ताओं ने साफ शब्दों में कहा कि जब शासन स्तर की वार्ताओं से समस्याओं का निस्तारण नहीं होना है, तो ऐसी धोखा देने वाली और अभियंताओं को गुमराह करने वाली समझौता वार्ताएं औचित्यहीन है। वह भविष्य में इस तरह की कागजी वार्ताओं का बहिष्कार करेंगे।

बैठक में सर्व सम्मति से निर्णय लिया गया कि यदि 10 नवम्बर तक अभियंताओं की लम्बित समस्याओं का समाधान नहीं हुआ तो 11 नवम्बर से आन्दोलन शुरू किया जाएगा।
