देहरादून। उत्तराखंड पेयजल निगम में सहायक अभियंता (एई) और कनिष्ठ अभियंता (जेई) की भर्ती में बड़े फर्जीवाड़े का मामला सामने आया है। आरटीआई में मिले दस्तावेजों ने दोनों भर्तियों की पोल खोल दी है। भर्ती में एक नहीं कई झोल नजर आ रहे हैं। यह उत्तराखंड के बेरोजगार युवाओं के साथ सरासर धोखा है।

भर्ती को लेकर उठे सवालों ने सलेक्शन कमेटी की कार्यप्रणाली को भी कठघरे में खड़ा कर दिया है। उधर, मामला उजागर होने के बाद जालसाजों में हड़कम्प मचा है। आरटीआई ने भर्ती में किए गए फर्जीवाड़े, जालसाजी और मिलीभगत के कई तथ्य चौंकाने वाले उजागर किये हैं।

एई-जेई की भर्ती में फर्जीवाड़े का आलम यह है कि दस्तावेजों से जाहिर हो रहा है कि कुछ अभ्यर्थियों ने नौकरी के लिए फर्जी प्रमाण पत्र ही नहीं बनाए, बल्कि सलेक्शन कमेटी ने भी नियमों की धज्जियां उड़ाकर चहेतों पर खूब मेहरबानी लुटाई है।

हैरत की बात यह है कि कई अभ्यर्थियों ने दूसरे प्रदेशों के जाति प्रमाण पत्र के आधार पर नौकरी हड़पी, तो कई ने नौकरी पाने के लिए फर्जी तरीके से दूसरे राज्य के होने के बावजूद उत्तराखंड का स्थाई निवास प्रमाण पत्र तक बना डाले, लेकिन सलेक्शन कमेटी ने संलग्न प्रमाण पत्रों की जांच पड़ताल किए बगैर ही उन्हें सलेक्ट कर लिया।

कई प्रमाण पत्रों में गोटछांट भी की गई है। इससे सलेक्शन कमेटी की मंशा और भर्ती की निष्पक्षता पर सवाल उठ रहे हैं। हैरत की बात यह है कि चयन कमेटी ने नियुक्ति प्रक्रिया में पारदर्शिता के मानकों और नियमों को दरकिनार करके आरक्षित ही नहीं अनारक्षित पदों पर भी मनमाने तरीके से नियुक्ति दी।

सलेक्शन कमेटी ने सामान्य से लेकर एससी, एसटी और ओबीसी के निर्धारित (शासन से स्वीकृत) पदों से अधिक अभ्यर्थियों का चयन किया। खास बात यह है कि एक ही भर्ती की चयन सूची को पांच अलग-अलग टुकड़ों में विभाजित करके नियुक्ति दी गई, जिससे सवाल उठने लाजमी है। यदि एक साथ नियुक्ति एक साथ दी जाती और मैरिट सूची को सार्वजनिक किया जाता तो भर्ती की पारदर्शिता और निष्पक्षता बनी रहती।

मैरिट सूची को क्यों छिपाये रखा गया यह यक्ष प्रश्न बन गया है। ऐसा करके उच्च मैरिट वाले बेरोजगार अभ्यर्थियों के साथ खिलवाड़ किया गया है। चहेतों को लाभ पहुंचाने के लिए मैरिट की वरीयता सूची में हेरा-फेरी की गई। वरीयता क्रम में हाई मैरिट वालों को छोड़ निम्न मेरिट के चहेते अभ्यर्थियों को नियुक्ति दे दी गई।

इससे जाहिर है कि सलेक्शन कमेटी ने पूरी भर्ती को मान माफिक तरीके से सांठ-गांठ के तहत संपन्न कराया है। भर्ती में धांधली सामने आने के बाद अब दोनों भर्तियों की निष्पक्षता से जांच की मांग की जा रही है। यह भी तय माना जा रहा है कि यदि भर्ती में चयनित अभ्यर्थियों के जाति और स्थाई निवास प्रमाण पत्रों की जांच की जाए, तो बड़ा फर्जीवाड़ा सामने आ सकता है।

बता दें कि वर्ष 2005 में उत्तराखंड पेयजल निगम में कनिष्ठ अभियंताओं के साथ ही सहायक अभियंताओं की भर्ती को विज्ञप्ति जारी की गई। राज्य लोक सेवा आयोग ने परीक्षा से हाथ खड़े किए तो भर्ती का जिम्मा पंजाब विश्वविद्यालय को दिया गया।

परीक्षा आयोजित करने के बाद पंजाब विवि ने उत्तीर्ण अभ्यर्थियों की वरीयता सूची पेयजल निगम को सौंपी। निगम ने नियुक्ति के लिए शासन ने एक कमेटी गठित की, जिसमें पेयजल निगम के दो मुख्य अभियंता, एक महाप्रबंधक और एक अधिशासी अभियंता को बतौर सदस्य नामित किया गया।

लगभग 15 साल बाद भर्ती में हुए फर्जीवाड़े के खुलासे ने सभी को चौंका दिया है। यह भर्ती कंग्रेस शासनकाल में हुई है। 2022 में राज्य में विधानसभा चुनाव होने हैं। ऐसे में प्रदेश में चल रही त्रिवेंद्र सरकार और भाजपा के लिए कांग्रेस के लिए यह बड़ा मुद्दा हाथ लग गया है। देखना यह है मामले में जीरो टॉलरेंस की सरकार इस मामले में क्या एक्शन लेती है।

यान्त्रिक के 9 पदों के विपरीत दी 11 को नियुक्ति

सहायक अभियंता (यान्त्रिक) के कुल 9 पदों के लिए विज्ञप्ति जारी की गई। जिसमें सामान्य के 4, ओबीसी और एससी के 2-2 और एसटी के 1 पद शामिल था। लेकिन सलेक्शन कमेटी ने 9 की जगह 11 अभ्यर्थियों को नियुक्ति दे डाली।

इसमें सामान्य के 4 पदों के विपरीत 5, ओबीसी के 2 पदों के सापेक्ष 1 और एससी के 2 पदों के विपरीत 5 पद भरे गए। जबकि चयनित होेने के बावजूद एसटी के पद पर किसी को नियुक्ति नहीं दी गई। सूत्रों का कहना है कि चहेतों को एडजस्ट करने के लिए सहायक अभियंताओं और कनिष्ठ अभियंताओं के पद भी पांच चरणों में भरे गए।

सहायक अभियंता (सिविल) के पदों की भर्ती में भी मनमाने तरीके से नियुक्ति दी गई। 35 सामान्य , 10 अति पिछड़ा वर्ग, 14 अनुसूचित जाति और 3 अनुसूचित जनजति के पदों पर भर्ती की जानी थी। इसमें भी चहेतों को एडजस्ट करने के लिए सलेक्शन कमेटी ने एक ही भर्ती की चयन सूची पांच टुकड़ों में बांटकर फर्जीवाड़े को अंजाम दिया।

सभी पदों पर एक साथ नियुक्ति दी जाती तो इस बड़े घोटाले से बचा जा सकता था। क्योंकि पूरी सूची आउट हो जाती और बाद में इसमे हेरफेर का मौका नहीं मिलता । पहली चयन सूची में सामान्य के 15, एससी के 6 और एसटी के 1 पद पर नियुक्ति दी गई। दूसरी सूची में भी सामान्य के 6 और ओबीसी के 5 पदे भरे गए।

तीसरी सूची में सामान्य के 17 और एसटी का 1 पद भरा गया। चौथी सूची में सामान्य के 5 और एसटी का 1 पद भरा गया। जबकि पांचवीं सूची में सामान्य के दो पदों पर नियुक्ति दी गई। एक ही भर्ती की नियुक्ति पांच टुकड़ों में देने पर मिलीभगत की आशंका जताई जा रही है। यह भी चर्चा आम है कि कई अभियंताओं को बुलाकर नियुक्ति पत्र सौंपे गए।

वरीयता क्रमांक में हेराफेरी कर दी महिला कोटे में नियम विरूद्ध नियुक्ति

सहायक अभियंता (यांत्रिक) की भर्ती में महिला कोटे का पद नहीं था, फिर भी सलेक्शन कमेटी ने चहेती एक महिला अभ्यर्थी को महिला कोटे में नियुक्ति दे डाली। चर्चा है कि जिस महिला अभ्यर्थी को महिला कोटे के पद पर नियुक्ति दी गई वह उत्तराखंड मूल की ही नहीं है।

आरटीआई में सामने आए दस्तावेजों में उस महिला अभ्यर्थी का स्थाई निवास प्रमाण पत्र फर्जी बताया जा रहा है। इसकी पेयजल सचिव नितेश झा और निगम के एमडी वीसी पुरोहित से लिखित में शिकायत कर जांच की मांग की गई है। वास्तव में इस तरह की धांधली बरती गई तो यह बेहद गंभीर मामला है। इससे उत्तराखंड मूल के बेरोजगारों का हक छीना गया है।

नियमों को दरकिनार कर चहेतों को दी मनमाने तरीके से नियुक्ति

सलेक्शन कमेटी की मनमानी का आलम यह रहा कि चयन सूची में सहायक अभियंता यांत्रिक के 4 पदों के सापेक्ष 5 अभ्यर्थियों को नियुक्ति दी गई। वरीयता सूची से 4 पदों तक तो क्रमांक 1 से 4 तक के अभ्यर्थी लिए गए, लेकिन नियम विरुद्ध तरीके से भरे गए 5वें पद के वरीयता क्रमांक 5 से लेकर 12 तक को छोड़कर 13वें क्रमांक की अभ्यर्थी को नियुक्ति दी गई, जो क्रमांक संख्या 5 के साथ सरासर धोखा है।

दीगर बात यह है कि उत्तीर्ण होने वाले अभ्यर्थियों की सूची पंजाब विश्वविद्यालय ने सीधे निगम को भेजी। निगम में तब हाल ही में सेवानिवृत्त हुए एमडी भजन सिंह मुख्य अभियंता गढ़वाल के पद पर कार्यरत थे और भर्ती कमेटी के एससी-एसटी कोटे से बतौर मेम्बर थे। आरोप है कि मैरिट सूची को उन्होंने सार्वजनिक करने से दबाए रखा, ताकि सांठ-गांठ करके वह चहेते अभ्यर्थियों को नियुक्ति दे सके।

स्थाई निवास यूपी स्थानांतरित करने पर उठे सवाल

मामला तब और संदिग्ध हो गया जब सहायक अभियंता यांत्रिक के पद पर एक अभ्यर्थी का चयन उत्तराखंड के स्थाई निवास प्रमाण पत्र के आधार पर महिला कोटे में किया गया और उसने हाल ही में अपना स्थाई निवास उत्तर प्रदेश स्थानांतरित कराया। इससे अंदेशा जताया जा रहा है कि वह अभ्यर्थी यूपी की ही मूल निवासी हो सकती है। सिर्फ नौकरी पाने के लिए उसने उत्तराखंड का स्थाई निवास प्रमाण पत्र बनाया। अब नौकरी पाने के बाद अपने मूल राज्य में चले गई।

गृह जनपद में 14 साल से तैनाती पर भी उठे सवाल

सलेक्शन कमेटी ने नियमों की धज्जियां किस तरह उड़ाई उसका यह उदाहरण चौंकाने वाला है। सहायक अभियंता यांत्रिक के पद पर जिस तथाकथित महिला कोटे की अभ्यर्थी के स्थाई निवास प्रमाण पत्र को फर्जी बताया जा रहा है उसी अभ्यर्थी पर फिर मेहरबानी लुटाकर सलेक्शन कमेटी ने उसे गृह जनपद में ही नियुक्ति दे डाली।

जबकि शासनादेश में स्पष्ट है कि समूह ग से उपर के पदों पर गृह जनपद में तैनात नहीं किया जाएगा, लेकिन सलेक्शन कमेटी ने नियमों की धज्जियां उड़ाते हुए हरिद्वार जिले के स्थाई निवास पर चयनित अभ्यर्थी को हरिद्वार में ही सहायक अभियंता के पद पर नियुक्ति दी।

इसके बाद भी उन पर साहब की कृपा दृष्टि अनवरत जारी रही, जिसकी बदौलत वह नियुक्ति से लेकर अब तक 14 वर्षों से गृह जनपद में ही तैनात है। पदोन्नति होने के बाद भी अधिशासी अभियंता के पद यह अभ्यर्थिनी गृह जनपद में ही डटी है। जीरो टाॅलरेंस की सरकार में भी यह खेल बदस्तूर जारी है।

आका पद से हटे तो स्थाई निवास ही कर डाला स्थानांतरित

नियुक्ति और प्रमोशन से लेकर पिछले 14 साल से ही गृह जनपद हरिद्वार में जमी महिला इंजीनियर आजकल चर्चाओं के केंद्र बनी हैं। मामला खुलने के बाद इस अधिकारी ने अब भी हरिद्वार से बाहर न जाने का ऐसा तरीका ढूंढ निकाला, जिसे सुनकर आप भी आश्चर्य में पड़ जाएंगे।

इस अधिकारी ने गृह जनपद से स्थानांतरण की डर से अपना मूल निवास ही गुपचुप तरीके से बरेली, उत्तर प्रदेश स्थानांतरित करवा लिया है। शिकायतकर्ता का आरोप है कि यह महिला अधिकारी मूल रुप से यूपी की ही रहने वाली है। नौकरी हड़पने के लिए उसने शादी के बाद पति के निवास से पहले तो फर्जी ढंग से उत्तराखंड का स्थाई निवास प्रमाण पत्र बनाया और अब मामला सामने आया तो स्थाई निवास यूपी स्थानांतरित करवा लिया।

दूसरा कारण यह बताया जा रहा है कि सलेक्शन कमेटी के जिस अधिकारी के दम पर वह नियमों के विरुद्ध 14 साल से गृह जनपद में डटी थी वह हाल ही में रिटायर हो गए। आका के जाने जाने के बाद यह अधिकारी कार्रवाई की डर से बेचैन और दहशत में है। शिकायतकर्ता ने संभावना जताई है कि उक्त अधिकारी का मूल निवास प्रमाण पत्र यूपी में भी बना हो सकता है। इसकी बारीकी से जांच की जाए, तो ऐसे कई और बड़े फर्जीवाड़े सामने आ सकते हैं।

बीएचईएल में तैनात है महिला अधिकारी का पति

जिस पति के निवास पर उक्त महिला इंजीनियर ने हरिद्वार से स्थाई निवास पर स्थाई निवास प्रमाण पत्र बनाया है वह यूपी के रहने वाले हैं और लंबे समय से बीएचईएल हरिद्वार में कार्यरत है। उनकी सेवा स्थानांतरणीय बताई जा रही है। नियमानुसार केंद्रीय सेवाओं में गैर स्थानांतरणीय सेवाओं के कार्मिकों को ही दूसरे राज्य में स्थाई निवास प्रमाण पत्र निर्गत किये जाने का प्रावधान है।

गौर करने वाली बात यह है कि स्थाई निवास प्रमाण पत्र पिता के नाम से बनता है, जिसमें पति के नाम का कोई जिक्र नहीं होता है। पति की सेवा भी जब स्थानांतरणीय है, तो ऐसे में हरिद्वार से उसका स्थाई निवास प्रमाण पत्र पति के नाम से कैसे निर्गत हो गया। इसकी भी जांच होनी चाहिए।

साथ ही उन अधिकारियों की भी जांच की मांग की जा रही है, जिनके कार्यकाल में यह प्रमाण पत्र जारी किया गया है। शिकायतकर्ता ने आशंका जताई है कि उक्त अधिकारी का यूपी में भी मूल निवास प्रमाण पत्र बना हो सकता है, एडकी भी जांच कराई जाए, ताकि सच से पर्दा उठ सके।

सलेक्शन कमेटी में निवर्तमान एमडी भजन सिंह भी थे शामिल

वर्ष 2005 में सहायक अभियंता और कनिष्ठ अभियंता की जो भर्ती विवादों में आई है उस भर्ती की सलेक्शन कमेटी में हाल ही में प्रबन्ध निदेशक के पद से रिटायर हुए भजन सिंह भी शामिल थे। वह 30 सितंबर 2020 को रिटायर हुए हैं। भजन सिंह तब मुख्य अभियंता (गढ़वाल) के पद पर कार्यरत थे।

भजन सिंह अपने पूरे कार्यकाल में भ्रष्टाचार और घपले-घोटालों के लिए चर्चाओं में रहे। सलेक्शन कमेटी में शामिल कई अफसरों की डेथ हो चुकी है। ऐसे में भजन सिंह से इस फर्जीवाड़े की पूछताछ हो सकती है। शासन स्तर पर इस प्रकरण की जांच चल रही है।

सूत्रों ने यह भी बताया है कि उत्तराखंड पेयजल निगम ने उक्त भर्तियों के संबंध में सूचना मांगे जाने पर प्रबंधन की गलतियों और गलत तरीके से चयनित कई सहायक अभियंता और कनिष्ठ अभियंताओं से संबंधित तथ्यों को छुपाते हुए शासन को सूचना भेजी है।

सूत्रों का कहना है कि पेयजल निगम प्रबंधन इस मामले में कई चहेते अभियंताओं को बचाना चाहता है। यदि इस मामले की निष्पक्षता से जांच होती है, तो यह भर्ती घोटाला बड़ा निकल सकता है । इसकी गाज तब बतौर सलेक्शन कमेटी के मेंबर रहे भजन सिंह पर भी गिर सकती है।

भजन सिंह से एससी-एसटी के लोग खफा

दरअसल किसी भी सरकारी पदों पर भर्ती की चयन समिति में एक एससी-एसटी का भी मेम्बर अवश्य रखा जाता है, ताकि राज्य के एससी-एसटी के हिट सुरक्षित रहे। दोनों भर्तियों में भजन सिंह चयन कमेटी में बतौर एससी-एसटी कोटे से मेम्बर थे।

उनका दायित्व राज्य के एससी-एसटी के अभ्यर्थियों को ध्यान में रखना था, लेकिन उन्होंने अपना कर्तव्य सही तरीके से नहीं निभाया। उनका जोर राज्य से बाहर के अभ्यर्थियों फायदा पहुंचाना रहा, जिससे उत्तराखंड के एससी-एसटी के लोग उनसे बेहद खफा हैं।

अभियन्ताओं की भर्ती में गड़बड़ी की शिकायत का संज्ञान लिया जा रहा है। महाप्रबंधक प्रशासन को मामले के जांच के आदेश दिए गए हैं। यदि ऐसा है तो यह गम्भीर प्रकरण है। इस सम्बंध में मांगी गई सूचना से शासन को भी अवगत कराया जा रहा है। यदि भर्ती में फर्जी प्रमाण पत्र लगाए गए हैं तो उनकी जांच करके रिपोर्ट जल्द शासन को सौंपी जाएगी।
