देहरादून। उत्तराखंड पेयजल निगम में आज चार अभियंताओं का स्थानांतरण किया गया हैं। इनमें से दो अभियंताओं को प्रभारी व्यवस्था के तहत अधीक्षण अभियंता के पदों पर कार्य दायित्व सौंपा गया है। इधर, दीपक मलिक के स्थानांतरित करने के बाद दून डिवीजन में रिक्त हुए अधिशासी अभियंता के पद पर किसी की तैनाती नहीं कि गई है। इस पद पर तैनाती के लिए निगम में कई अभियंताओं के नाम की चर्चा है।
प्रबंध निदेशक उदयराज सिंह की ओर से वीरवार को इस सम्बंध में आदेश जारी किए गए हैं। दून डिवीजन में कार्यरत अधिशासी अभियंता दीपक मलिक को प्रभारी महाप्रबंधक (गंगा) हरिद्वार के पद भेजा गया है। जबकि निर्माण शाखा, चंबा में कार्यरत अधिशासी अभियंता आलोक कुमार को मुख्यालय में प्रभारी महाप्रबंधक (अप्रैजल/नियोजन) के पद पर स्थानांतरित किया गया है।
इसके अलावा निर्माण शाखा बागेश्वर में कार्यरत सीपीएस गंगवार को अधिशासी अभियंता पीआईयू (अमृत) रुड़की और उनकी जगह निर्माण शाखा भिक्यासैंण में कार्यरत विपिन कुमार रवि को भेजा गया है।
उधर, निगम की प्रभारी व्यवस्था को लेकर सवाल उठाए जा रहे हैं। एक ओर मुख्यमंत्री ने सभी विभागाध्यक्षों को रिक्त पदों पर शीघ्र डीपीसी करके तैनाती के आदेश दिए हैं वहीं पेयजल निगम में डीपीसी करने के बजाय अभियंताओं को लगातार उच्च पदों पर प्रभार दिए जा रहे हैं, जो नियमोंके खिलाफ है।
सवाल यह है कि जब पद रिक्त हैं और अभियन्ता भी प्रमोशन के लिए एलिजिबल हैं, तो नियमित डीपीसी की कार्रवाई क्यों नहीं कि जा रही है। क्या निगम प्रबन्धन डीपीसी नहीं करना चाहता है या चहेतों को लाभ पहुंचाने के लिए डीपीसी को दबाकर रखना चाहता है।
बहरहाल जो भी हो, लेकिन लम्बे समय से प्रभारी के रूप में कार्यरत वरिष्ठ अभियन्ता नियमित डीपीसी न होने से पूर्ण मनोयोग से काम नही कर पा रहे हैं, जिसका कार्य पर असर पड़ रहा है। लेकिन निगम प्रबंधन का इस ओर कोई ध्यान नहीं है।
