देहरादून। उत्तराखंड में सरकार बदलने के बाद फिर अफसरों को एक्सटेंशन खेल फिर शुरू हो गया है। लोक निर्माण विभाग के प्रमुख अभियंता हरिओम शर्मा को रिटायरमेंट से ठीक एक दिन पहले 3 माह का सेवा विस्तार दिया गया है। वह कल 30 जून को सेवानिवृत्त हो रहे थे। लेकिन राज्य सरकार ने कोविड-19 और प्रदेश में संचालित परियोजनाओं का हवाला देते हुए उन्हें सेवा विस्तार देने का निर्णय लिया है। पीडब्ल्यूडी में प्रमुख अभियंता के पद पर सेवा विस्तार का यह इकलौता मामला है, जिसको लेकर शासन और सरकार की कार्यप्रणाली पर सवाल उठ रहे हैं।

प्रमुख सचिव आरके सुधांसू ने जारी आदेश में कहा है कि वर्तमान में राज्य सेक्टर की विभिन्न योजनाओं के साथ-साथ केंद्र की ओर से आल वेदर और केंद्रीय सड़क अवस्थापना निधि द्वारा पोषित योजना के अंतर्गत विभाग महत्वकांक्षी योजनाएं संचालित की जा रही हैं, जिन्हें समयबद्ध रुप से पूर्ण किए जाने के लिए संचालित हरिओम शर्मा नियंत्रक अधिकारी के रुप में कार्य कर रहे हैं।

वर्तमान में वैश्विक महामारी कोविड-19 को नियंत्रित करने के लिए राज्य में समय-समय पर लगाए गए लाॅकडाउन के दृष्टिगत राज्यांतर्गत लोक निर्माण विभाग द्वारा संचालित सभी निर्माण कार्य और परियोजनाओं के प्रतिकूल रुप से प्रभावित हुई हैं, जिन्हें समयांर्तत पूर्ण किया जानाआवश्यक है।

इसलिए व्यापक जनहित के दृष्टिगत हरिओम शर्मा के कार्यानुभवों और योग्यता को ध्यान में रखते हुए विशेष परिस्थितियों में 3 माह का सेवा विस्तार दिया जाने की राज्यपाल ने स्वीकृति दी है।

सेवा विस्तार आदेश में यह भी कहा गया है कि हरिओम शर्मा का सेवा वस्तिार विशेष परिस्थितियों में अपवादस्वरुप किया जा रहा है, भविष्य के लिए किसी अन्य प्रकरण में उल्लेख नहीं करेगा। सेवा विस्तार को तीन माह से कम भी किया जा सकता है।

उधर, कर्मचारियों के संयुक्त मंच उत्तराखंड जनरल-ओबीसी इम्पलाइज एसोसिएशन ने सेवा विस्तार का विरोध किया है। एसोसिएशन के प्रदेश अध्यक्ष दीपक जोशी ने सवाल उठाते हुए कहा कि प्रमुख अभियंता हरिओम शर्मा के सेवा विस्तार मामले में कार्मिक विभाग की राय नहीं ली गई है।

उन्होंने कहा कि लोक निर्माण विभाग में प्रमुख अभियंता के पद पर सेवा विस्तार का कोई नियम नहीं है। आस तक किसी भी प्रमुख अभियंता को सेवा विस्तार नहीं दिया गया है। उन्होंने कहा कि नियम विरुद्ध तरीके से दिए गए सेवा विस्तार को तत्काल समाप्त किया जाना चाहिए। उन्होंने कहा कि प्रदेश में एक्सटेंशन का खेल नहीं खेला जाना चाहिए।
