देहरादून। मुख्यमंत्री तीरथ सिंह रावत ने एक के बाद एक त्रिवेंद्र सरकार के फैसले पलटने शुरू कर दिए हैं। चार साल के जश्न के साथ कुम्भ में कोरोना निगेटिव रिपोर्ट की अनिवार्यता रदद् करने के बाद घाट-नंदप्रयाग सड़क चौड़ीकरण की मांग को लेकर प्रदर्शन करने वाले आंदोलनकारियों पर दर्ज मुकदमे वापस होंगे। मुख्यमंत्री तीरथ सिंह रावत ने साथ ही कहा कि लोगों की सड़क चैड़ीकरण की मांग को भी जल्द ही पूरा किया जाएगा।

सचिवालय में रविवार को पहली बार दफ्तर पहुंचे सीएम तीरथ रावत मीडिया से मुखातिब हुए। मीडिया से बातचीत में मुख्यमंत्री ने कहा कि किसी जनहित की मांग को लेकर प्रदर्शन करना लोगों को लोकतांत्रिक अधिकार है। कानून न तोड़ने वाले आंदोलनकारियों पर दर्ज मुकदमे वापस होंगे।

उन्होंने कहा कि लोगों के इस अधिकार को समझते हुए ही सरकार ने कोविड काल में दर्ज मुकदमों को वापस करने का फैसला किया है। इससे करीब 4500 लोगों को राहत मिलने की उम्मीद है।

बता दें कि चमोली जिले में घाट नंदप्रयाग सड़क चौड़ीकरण की मांग को लेकर प्रदर्शन कर रहे लोगों पर पुलिस ने लाठियां भांजी तो पूर्व मुख्यमंत्री त्रिवेंद्र सिंह रावत की सरकार के गैरसैंण में बजट सत्र में व्यस्तता के बीच सियासत भी गरमा गई थी। इसके बाद तत्कालीन मुख्यमंत्री त्रिवेंद्र सिंह रावत ने मजिट्रेट जांच के आदेश भी दिए थे। यह जांच अभी जारी है।

मुख्यमंत्री तीरथ सिंह रावत के नरम रुख से सड़क चौड़ीकरण की मांग कर रहे कई लोगों को राहत मिलेगी। इन लोगों के लिए एक बड़ी राहत यह भी है कि तीरथ सरकार ने सड़क चौड़ीकरण की मांग को जल्द पूरा करने का भरोसा दिलाया है। मुख्यमंत्री तीरथ सिंह रावत ने कहा कि जल्द ही यह मांग पूरी की जाएगी।

नंदप्रयाग-घाट सड़क करीब 19 किलोमीटर की है। इस सड़क के चौड़ीकरण की मांग को लेकर लोग लंबे समय से आंदोलनरत थे। इसी वजह से कांग्रेस को भी मुखर होने का मौका मिला था और पूर्व मुख्यमंत्री हरीश रावत ने तो बाकायदा सरकार से कहा था कांग्रेस सरकार के कार्यकाल में मांग पर फैसला हो गया था। वर्तमान सरकार इसे बनाए।

कर्णप्रयाग और थराली विधानसभा के करीब 70 से अधिक गांवों को जोड़ने वाली इस सड़क को लेकर लोगों को आंदोलन अभी जारी है। प्रदेश में नेतृत्व परिवर्तन के सियासी घमासान में एक वजह प्रदर्शनकारियों पर पुलिस लाठीचार्ज को भी माना जा रहा है। लोगों का कहना है कि पर्वतीय क्षेत्रों में कभी इस तरह की बात सामने नहीं आई कि लोगों को पुलिस की लाठियों का सामना करना पड़ा हो।

इस दौरान मुख्यमंत्री  तीरथ सिंह रावत ने कहा है कि अधिकारियों का जनप्रतिनिधियों के साथ लगातार संवाद रहना चाहिए। जनता से जुड़े कार्यों को प्राथमिकता दी जाए। जिनसे लोगों को सीधा लाभ मिले। मुख्यमंत्री ने बहुद्देशीय शिविरों का आयोजन करने के निर्देश दिये।

उन्होंने कहा कि इनका प्रभावी क्रियान्वयन सुनिश्चित किया जाए ताकि लोगों को वास्तव में लाभ मिले और उनकी समस्याएं दूर हों। जनता की सरकार जनता के द्वार की परिकल्पना साकार होनी चाहिये। मुख्यमंत्री, सचिवालय में वीडियो कांफ्रेंसिग द्वारा जिलाधिकारियों के साथ समीक्षा बैठक कर रहे थे।

मुख्यमंत्री ने कहा कि आगामी गर्मियों के सीज़न को देखते हुए यह सुनिश्चित कर लिया जाए कि लोगों को पेयजल की दिक्कत न हो। ज़रूरी होने पर वैकल्पिक व्यवस्थाएं भी कर ली जाएं।  मुख्यमंत्री ने कहा कि शिक्षा हमारे लिए टाप प्रायोरिटी पर है।

यह सुनिश्चित किया जाए कि अगले 6 माह में सभी स्कूलों में पेयजल, शौचालय, फर्नीचर, बिजली आदि सभी सुविधाएं हों। इसके लिए बजट की कोई कमी नहीं है।

मुख्यमंत्री ने कहा कि ई-गवर्नेस का प्रभावी क्रियान्वयन हो। लोगों को वास्तव मे इसका लाभ मिले। छोटी-छोटी सेवाओं के लिए जनता परेशान न हो। जिलों में महत्वपूर्ण घटनाएं होने पर सरकार और शासन को जरूर अवगत कराएं। आने वाले समय में वनाग्नि को रोकने का कुशल प्रबंधन हो।

इसके लिए अभी से तैयारी कर ली जाए। फोरेस्ट क्लीयरेंस के मामलों की लगातार मानिटरिंग की जाए। आगामी चार धाम यात्रा और पर्यटन के सीज़न को देखते हुए पुख्ता इंतजाम सुनिश्चित कर लिया जाएं। पार्किग की व्यवस्था के लिए प्लान कर लिया जाए।

मुख्यमंत्री ने जिलाधिकारियों से मनरेगा और स्वरोजगार योजनाओं की प्रगति की भी जानकारी ली। उन्होंने कहा कि कोविड काल में लाकडाऊन के समय कोविड-19 के दिशा-निर्देश के उल्लंघन पर लोगों पर हुए मुकदमों को वापस लेने की प्रक्रिया तुरंत शुरू की जाए।

मुख्यमंत्री ने चमोली जिलाधिकारी से तपोवन आपदा से प्रभावित गांवों में पुनः कनेक्टीवीटी सुचारू करने के बारे में जानकारी ली। इस अवसर पर मुख्य सचिव  ओमप्रकाश, सचिव  अमित नेगी, शैलेश बगोली तथा दोनों मंडलायुक्त, जिलों में मुख्य विकास अधिकारी, एसएसपी भी मौजूद रहे।
