देहरादून। उत्तराखंड में त्रिवेंद्र सरकार की जिरो टॉलरेंस की नीति राज्य सरकार ने एनएचएम दवा खरीद घोटाले के मामले में सीबीआई द्वारा आरोपित अधिकारियों-कर्मचारियों पर कार्रवाई की अनुमति देने के अनुरोध को दरकिनार करते हुए यह जांच विजिलेंस को सौंप दी है। यह पहला प्रकरण है, जिसमें जांच सीबीआई से हटाकर स्थानीय एजेंसियों को सौंपी गई है।

सचिव गृह नितेश झा ने इस संबंध में आदेश जारी कर दिए गए हैं। आदेश में विजिलेंस को यह निर्देश दिए गए हैं कि जांच जल्द पूरा कर सरकार को रिपोर्ट देने को कहा गया है । उत्तराखंड में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन यानी एनआरएचएम जो अब एनएचएम नेशनल हेल्थ मिशन के रूप में जाना जाता है।

दवा घोटाले का मामला वर्ष 2010 में सामने आया था रुड़की में नाले के किनारे में बड़ी मात्रा में दवाइयां मिलने के बाद इसकी जांच शुरू की गई। विभागीय जांच में किसी को दोषी नहीं पाया गया। इस बीच मामला सूचना आयोग तक पहुंचा।

आयोग के निर्देश पर शासन स्तर से मामले की जांच कराई लेकिन उसमें भी कोई स्पष्ट रिपोर्ट नहीं आई। ऐसे में आयोग ने इसकी जांच सीबीआई से कराने की संस्तुति कर दी । आयोग के निर्देश पर सरकार ने वर्ष 2014 में सीबीआई को जांच के लिए पत्र लिखा लेकिन सीबीआई की ओर से उसका कोई जवाब नहीं मिला।

अचानक सितंबर 2019 में सीबीआई ने संज्ञान लेते हुए सरकार को एक पूर्व सीएमओ समेत सात लोगों के नामों की सूची देते हुए इन पर कार्रवाई करने की अनुमति मांगी। कोई जवाब नहीं दिया तब से लगातार सीबीआई सरकार को रिमाइंडर भेज रही है। इस बीच स्वास्थ्य विभाग ने इस पूरे प्रकरण की पत्रावली मुख्यमंत्री कार्यालय को भेजी।

इस पर उच्च स्तरीय बैठक भी हुई। इस बैठक में बताया गया कि मामले में जिन लोगों को आरोपी बनाया गया है। उसमें से कई सेवानिवृत्त हो चुके हैं। माना जा रहा है कि इसी बैठक में यह जांच सीबीआई से हटाकर विजिलेंस को देने का निर्णय लिया गया। इसके बाद अब आधिकारिक रूप से जांच विजिलेंस को सौंपने का निर्णय लिया गया है।
