प्रधानमंत्री किसान सम्मान निधि योजना के तहत अब पट्टे की भूमि पर खेती किसानी करने वाले भूमिधर किसानों को भी सम्मान निधि मिलेगा। योजना में पात्रता के लिए सरकार ने मालिकाना हक की शर्त हटा दी है। इससे प्रदेश भर में हजारों किसानों को सम्मान निधि मिलने का रास्ता साफ हो गया है। शासन स्तर पर कृषि विभाग ने इस संबंध में शासनादेश जारी कर सभी जिलों को सम्मान निधि से वंचित किसानों को लाभान्वित करने के निर्देश दिए हैं।
राज्य में बिखरी कृषि जोत होने के कारण नौ लाख से अधिक छोटे किसान हैं। लेकिन जिन किसानों को सरकार ने सरकारी भूमि पट्टे पर दी है, उन्हें अभी तक सम्मान निधि का लाभ नहीं मिल रहा था। योजना की शर्तों के अनुसार कृषि भूमि पर किसान का मालिकाना हक होना चाहिए। ऊधमसिंह नगर, नैनीताल जिले में पट्टे वाले भूमिधर किसानों की संख्या सबसे ज्यादा है। इसके अलावा अन्य जिलों में भी बड़ी संख्या में ऐसे किसान हैं।
अब सरकार ने योजना की शर्तों में संशोधन कर मालिकाना हक की शर्त हटा दी है। इसमें पट्टेदार व भूमिधर किसानों शामिल कर लिया है। इससे प्रदेश में हजारों किसानों को सालाना छह हजार रुपये की सम्मान निधि मिलेगी। सचिव कृषि हरबंस सिंह चुघ ने इस संबंध में शासनादेश जारी कर दिया है। हालांकि सरकारी भूमि पर अवैध कब्जा करने वाले किसान को सम्मान निधि का लाभ नहीं मिलेगा।
8.72 लाख किसानों को मिल रही सम्मान निधि:
किसानों की आमदनी बढ़ाने के लिए केंद्र सरकार ने पीएम किसान सम्मान निधि योजना शुरू की है। इस योजना के तहत अब तक प्रदेश के 8.72 लाख किसानों को 1023 करोड़ का भुगतान किया गया है। केंद्र की ओर से दी जा रही सम्मान निधि छोटे किसानों के लिए खेती किसानी में बीज, खाद व कृषि यंत्र खरीदने में मददगार साबित हो रही है।
प्रदेश के शत प्रतिशत किसानों को सम्मान निधि योजना से लाभान्वित किया जाएगा। योजना में सरकार ने पट्टेदार व भूमिधर किसानों को शामिल कर लिया है। प्रदेश के हजारों किसानों को सरकार की ओर से पट्टे पर जमीन दी गई है। अब इन भूमिधर किसानों को भी योजना का लाभ मिल सकेगा।
