देहरादून। प्रदेशऊर्जा निगमों में 28 मई से हड़ताल होनी लगभग तय है। उत्तराखंड विद्युत अधिकारी कर्मचारी संयुक्त संघर्ष मोर्चा की बुधवार को निगम प्रबंधनों के साथ हुई वर्चुअल वार्ता बेनतीजा रही। कर्मचारी नेताओं ने कहा कि वार्ता में निगम प्रबंधनों की ओर से ठोस आश्वासन नहीं दिया गया, जिस कारण उन्हें कोरोनकाल काल में भी मजबूरन हड़ताल के लिए बाध्य होना पड़ रहा है। खास बात ये है कि एक तरफ ऊर्जा सचिव राधिका झा ने ऊर्जा कार्मिकों की कोविड-19 के दौरान निर्बाध गति से निरन्तर किए जा रहे कार्यों की सराहना कर रही हैैं, वहीं दूसरी तरफ कार्मिकों की अनदेखी की जा रही है। यह बात कार्मिकों के गले नहीं उतर रही है।

उत्तराखंड विद्युत अधिकारी कर्मचारी संयुक्त संघर्ष मोर्चा ने कहा कि उनके द्वारा 20 मार्च 2021 के माध्यम से ऊर्जा के तीनों निगमों में कार्योजित कर्मीकों (नियमित कर्मचारी/ अधिकारी/संविदा/पेंशनरों) की 14 सूत्रीय मांगों पर कोई भी सकारात्मक कार्रवाई न होने के कारण ऊर्जा कार्मिकों में आक्रोश व्याप्त है।

मोर्चा नेताओं ने कहा कि ऊर्जा के तीनों निगम प्रबंधनों उत्तराखंड पावर कॉरपोरेशन लिमिटेड, युजेवीएनएल तथा उत्तराखंड पावर ट्रांसमिशन कॉरपोरेशन ऑफ उत्तराखंड लिमिटेड के द्वारा आनन-फानन में मोर्चे के साथ आज गूगल मीट पर वर्चुअल बैठक आहूत की गई। जिसमें तीनों निगमों के प्रबंध निदेशक और निदेशकों के साथ मोर्चे के घटक संघों के पदाधिकारी मौजूद रहे।

वर्चुअल बैठक में मोर्चे की ओर से 20 मार्च 2021 को 14 सूत्रीय मांगो के संबंध में दिए गए चरणबद्ध जन जागरण कार्यक्रम एवं  28 मई की मध्य रात्रि से हड़ताल पर जाने के विषय पर चर्चा हुई, लेकिन तीनों निगम प्रबंधन नियमित कर्मचारी/अधिकारी/संविदा/पेंशनरों की वर्षों से लंबित किसी भी मांग पर की गई ठोस कार्रवाई से अवगत नहीं करा पाये।

एसीपी समेत विभिन्न मांगों पर अफसरों ने वही पुरानी बातें दोहराई। प्रबन्ध ने मांगों पर कार्यवाही करने में अक्षमता जाहिर करते हुए सभी मांगों पर कार्यवाही शासन स्तर से ही होना बताया। ठोस जवाब न मिलने से मोर्चे के सभी घटक संगठनों और एसोसिएशनों में इस पर कड़ा आक्रोश व्यक्त किया।

कोविड वैक्सीनेशन का दिया आश्वासन

निगम प्रबंधनों ने कोविड-19 महामारी के संबंध में मोर्चे तथा मोर्चे के समस्त घटक संगठनों/एसोसिएशन की मांग पर कार्यवाही का आश्वासन दिया जिसमें खंड, मंडल, जोन परियोजना, मुख्यालय स्तर पर समस्त कर्मचारियों/अधिकारियों/फ्रंटलाइन वर्करों/कार्मिकों के परिवारजनों को प्राथिमकता के आधार पर वैक्सीनेशन कराये जाने का आश्वासन दिया है।

प्रबंधनों से बैठक के बाद लिया ये निर्णय

निगम प्रबंधनों के साथ समाप्त हुई वर्चुवल बैठक के बाद शाम को मोर्चे के समस्त घटक संगठनों/एसोसिएशनों की आपात बैठक बुलाई गई, जिसमें कहा गया कि प्रबंधननों द्वारा मांगों के संबंध में न तो कोई ठोस आश्वासन दिया गया और न ही मांगों पर गंभीरता से ही चर्चा की।

इसके बाद  28 मई की मध्यरात्रि से की जाने वाली हड़ताल को स्थगित करने या यथावत रखने पर पुनर्विचार करने पर चर्चा हुई। बैठक में सभी ने अपने विचार रखे। सभी ने  प्रबंधनों की कार्यवाही को नाकाफी बताया।

सभी ने कहा कि प्रबंधन कार्मिक की मांगों के प्रति कतई भी गंभीर नहीं है, जिसका अंदाजा इस बात से भी लगाया जा सकता है कि प्रबंधन ने हड़ताल जैसे महत्वपूर्ण विषय पर वार्ता आयोजित करते हुए ऐसे लोगों को भी वार्ता में शामिल किया, जिनका प्रस्तावित आंदोलन से किसी भी प्रकार का कोई संबंध नहीं है ।

सभी वक्ताओं ने कहा कि आज की बैठक से ऐसा भी प्रतीत होता है कि प्रबन्धन जानबूझकर कार्मिकों को आंदोलन में झोंकना चाहता है तथा सरकार की छवि को धूमिल करना चाहता है।

मोर्चे ने आज की बैठक को विफल करार देते हुए सर्वसम्मति से निर्णय लिया कि कार्मिकों की समस्याओं के संबंध में सक्षम अधिकारी या सरकार के प्रतिनिधि की ओर से सकारात्मक निर्णय ना आने तक 28 मई की मध्य रात्रि से हड़ताल पर जाने का निर्णय यथावत रहेगा।

बैठक में राकेश शर्मा, विजय बिष्ट, केहर सिंह पंकज सैनी ,भानु जोशी ,विक्की दास, सौरभ पांडे, अनिल मिश्रा ,संदीप शर्मा आनंद सिंह रावत विनोद कवि ,प्रदीप कंसल, वीके ध्यानी विवेक कुमार, विशाल गुप्ता, मोहम्मद अमजद यशपाल महर, मनोज पंत, प्रेम भट्ट, मोहम्मद रियाज, वाईएस तोमर, प्रदीप प्रकाश शर्मा, सावन रावत, चंद्रशेखर पुरोहित ने प्रतिभाग किया।
