देहरादून। ओम प्रकाश के मुख्य सचिव बनने के बाद सचिवों के कार्य दायित्व में लगातार फेरबदल जारी है। उनके सीएस बनने के 5 दिन के भीतर उत्तराखंड सचिवालय में नौकरशाही में तीसरा फेरबदल किया गया है। इस फेरबदल में अपर मुख्य सचिव से लेकर अपर सचिव तक के 18 आईएएस अधिकारियों और एक वित्त सेवा के अधिकारी के विभागों में बदलाव किया गया है।

सबसे बड़ा बदलाव झा दंपत्ति के दायित्वों में कटौती के रूप में देखने को मिला है, जिसे मुख्यमंत्री त्रिवेंद्र रावत के सिपहसलार ओम प्रकाश की राजनीतिक दूरदर्शता के रूप में देखा जा रहा हैं। कोरोना काल मे निराशाजनक प्रदर्शन पर मुख्यमंत्री ने स्वास्थ्य एवं चिकित्सा शिक्षा तो पहले ही हटा लिया गया था।

अब आवास व मुख्य प्रशासक आवास एवं नगर विकास प्राधिकरण के दायित्व भी वापस लेकर शैलेश बगोली को सौंप दिया गया है। साथ राधिका झा से भी ग्रामीण निर्माण(ग्रामीण अभियंत्रण विभाग) वापस लेकर ब्रजेश सन्त को सौंपा गया है। यहां गौरतलब बात यह है कि झा दंपत्ति से विभाग वापस लिए गए है दिया कुछ भी नही गया है। जो सचिवालय के गलियारों में भी चर्चा का विषय बना हुआ है।

अपर मुख्य सचिव राधा रतूड़ी से सामान्य प्रशासन व अवस्थापना विकास आयुक्त का दायित्व वापस लेकर तकनीकी शिक्षा व अध्यक्ष उत्तराखंड परिवहन निगम सौंपा गया है वही अपर मुख्य सचिव मनीषा पंवार अब कृषि उत्पादन आयुक्त का दायित्व भी संभालेंगी। प्रमुख सचिव आनंद वर्धन के कद में इजाफा करते हुए उनसे नियोजन लेकर एक बार पुनः खनन व अवस्थापना विकास आयुक्त का दायित्व सौंपा गया है।

सचिव शैलेश बगोली से आपदा प्रबंधन विभाग वापस लेकर अभी किसी को सौंपा नही है।सचिव एल फैनई से आयुक्त उधोग हटा कर एस ए मुरूगेशन को सौंपा गया है। सचिव मीनाक्षी सुंदरम के दायित्व में भी कटौती की गई है उनसे कृषि, कृषि शिक्षा, कृषि विपणन तथा उद्यान वापस लेकर हरबंस चुघ को सौंपा गया है।

हरबंस चुघ से गन्ना एवं चीनी वापस लेकर प्रभारी सचिव चंद्रेश यादव को दिया गया है। चंद्रेश यादव के विभागों में बढ़ोतरी करते हुए जनगणना,प्रबन्ध निदेशक उत्तराखंड शुगर फेडरेशन व परियोजना निदेशक एडीबी के साथ ही शहरी विकास विभाग का अतिरिक्त प्रभार सौंपा गया है। इसे सस्पेंड किये जाने के बाद जांच में कलीन चिट मिलने पर भरपाई के रूप में देखा जा रहा हैं।

सचिव दिलीप जावलकर से आयुष एवं आयुष शिक्षा का दायित्व वापस लेकर स्टडी लिव से वापस लौटे डी सेंथिल पांडियन को दिया गया है। अपर सचिव हरीश चंद्र सेमवाल को उन्हीं के विभागों आबकारी, पंचायती राज व निदेशक पंचायती राज में प्रभारी सचिव बनाया गया है। हाल ही में उधमसिंह नगर से लौटे और मुख्यमंत्री की गुड बुक में शामिल अपर सचिव नीरज खैरवाल को प्रबन्ध निदेशक पिटकुल की जिम्मेदारी भी दे दी गयी है।

लंबे समय से सचिवालय से बाहर चल रहे देहरादून के नगर आयुक्त विनय शंकर पांडेय को अपर सचिव शहरी विकास की जिम्मेदारी भी दी गयी हैं। अपर सचिव अहमद इकबाल को निदेशक ऑडिट का दायित्व दिया गया है अभी तक यह विभाग वित्त सेवा की अमिता जोशी सम्भाल रही थी।
