देहरादून। उड़ीसा के वित्त मंत्री निरंजन पुजारी की अध्यक्षता में कतिपय क्षेत्रों में क्षमता आधारित कराधान व्यवस्था तथा विशेष समाधान योजना लागू किये जाने की संभावना के विषय में मंत्रियों के समूह ( GoM ) की बैठक आयोजित की गयी।

बैठक में मंत्रियों के समूह ( GOM ) के सदस्य के रूप में उत्तराखण्ड राज्य का प्रतिनिधित्व सुबोध उनियाल कैबिनेट मंत्री उत्तराखण्ड सरकार द्वारा किया गया । बैठक में ईंट – भट्ठों , स्टोन क्रेशर , पान मसाला तथा गुटखा एवं मैन्था के संदर्भ में क्षमता आधारित कराधान व्यवस्था तथा विशेष समाधान योजना लागू किये जाने की संभावना पर विस्तृत चर्चा की गयी ।

बैठक में उत्तर प्रदेश राज्य द्वारा मैन्था पर रिवर्स चार्ज एवं पान मसाला व गुटखा की विनिर्माता इकाईयों पर क्षमता के आधार पर कर देयता निर्धारित किये जाने विषयक प्रस्ताव का समर्थन मंत्री द्वारा किया गया। राज्य के लिए ईंट–भट्टों से प्राप्त राजस्व के महत्व को दृष्टिगत रखते हुए मंत्री द्वारा ऐसे हर संभव प्रयास किये जाने का मत व्यक्त किया गया, जिसके माध्यम से करापवंचन को रोका जाना संभव हो सकता है।

इस परिप्रेक्ष्य में मंत्री द्वारा मंत्रियों के समूह ( GOM ) को अवगत कराया गया कि जीएसटी लागू होने से पूर्व वर्ष 2016-17 में राज्य को ईंट – भट्टों से 13 करोड़ रुपये वार्षिक राजस्व की प्राप्ति हुई थी, जबकि जीएसटी लागू होने के उपरान्त वर्ष 2020-21 में राज्य को ईंट–भट्टों से मात्र 2.6 करोड़ रुपये ही वार्षिक राजस्व प्राप्त हुआ है। इस संदर्भ में मंत्री ने ईट-भट्टों पर क्षमता के आधार पर करदेयता निर्धारित किये जाने का प्रस्ताव  GoM के सम्मुख प्रस्तुत किया गया ।

बैठक के अंत में मंत्रियों के समूह ( GOM ) की सहायतार्थ संबंधित राज्यों के अधिकारियों ( Coo ) की समिति गठित किये जाने पर सहमति व्यक्त की गयी । बैठक में डा अहमद इकबाल, आयुक्त राज्य कर सहित विभागीय अधिकारियों ने प्रतिभाग किया।
