देहरादून। उत्तराखंड कोविड कर्फ्यू के दौरान सार्वजनिक परिवहन साधनों में यात्रा करने वाले यात्रियों के लिए भी एसओपी जारी कर दी गई है। इसके साथ ही वाहन चालकों व परिचालकों के लिए भी दिशा निर्देश शासन की ओर से जारी किए गए हैं।
गाइडलाइन के अनुसार राज्य के भीतर एवं अन्तर्राज्यीय मार्गों पर वाहन की पंजीयन पुस्तिका में निर्धारित सीटिंग क्षमता के 50 प्रतिशत के आधार पर वाहनों के संचालन की अनुमति होगी, परन्तु सभी वाहनों के संचालकों द्वारा यात्रियों से राज्य परिवहन प्राधिकरण द्वारा निर्धारित दर पर ही किराये की वसूली की जाएगी।
प्रत्येक यात्रा प्रारम्भ करने से पूर्व एवं यात्रा समाप्ति के पश्चात वाहन का सैनिटाईजेशन किया जायेगा, जिसके अन्तर्गत वाहन के प्रवेश द्वार हैण्डिल, रेलिंग, स्टेयरिंग गियर लीवर, सीटो आदि का भली प्रकार सैनिटाईजेशन सम्मिलित है। वाहन के चालक परिचालक द्वारा फेस मास्क, ग्लब्स का उपयोग किया जायेगा।
अन्तरर्राज्यीय एवं अन्तर जनपदीय यात्रा करने की स्थिति में वाहन में प्रवेश और यात्रा करने वाले प्रत्येक यात्री का थर्मल स्केनिंग के साथ-साथ वाहन के प्रवेश एवं निकास द्वार पर हैण्ड सैनिटाईजर की व्यवस्था भी की जायेगी। वाहन चालक परिचालक एवं यात्रियों द्वारा सोशल डिस्टेसिंग सम्बन्धी नियमों का पूर्णतः पालन किया जायेगा।
वाहन चालक परिचालक एवं यात्रा करने वाले सभी यात्रियों को अपने मोबाईल पर आरोग्य सेतु एप डाउनलोड करना और उसक उपयोग करना अनिवार्य होगा। वाहन में यात्रा करने वाले प्रत्येक यात्री द्वारा मास्क का उपयोग किया जायेगा। यात्रा करते समय पान, तम्बाकू गुटका एवं शराब आदि का सेवन प्रतिबन्धित रहेगा।
वाहन में थूकना दण्डनीय होगा। किसी यात्री में कोविड-19 के लक्षण परिलक्षित होने पर सम्बन्धित वाहन चालक द्वारा उसकी सूचना निकटतम पुलिस थाने एवं स्वास्थ्य केन्द्र को दी जायेगी। यात्रा के दौरान वाहन को निर्धारित स्टॉपेज पर ही रोका जायेगा।
अन्जर्राज्यीय एवं अन्तरसंभागीय यात्रा करने की स्थिति में सम्बन्धित वाहन चालक, परिचालक एवं यात्रियों से अपेक्षा की जाती है कि वह देहरादून स्मार्ट सिटी लि. की वेबसाईट पर पंजीकरण करने के उपरान्त ही यात्रा प्रारम्भ करें।
बाहरी राज्यों से उत्तराखण्ड राज्य में आने वाले सभी व्यक्तियों (बस और टैक्सी के ड्राईवर, कन्डक्टर और हैल्पर) को अधिकतम 72 घंटे पूर्व की RT-PCR Negative Test Report के साथ ही राज्य में प्रवेश की अनुमति प्रदान की जायेगी।
राज्य के निवासी जो गढ़वाल से कुमाऊं गढ़वाल यूपी के बार्डर के माध्यम से यात्रा करेंगे उन्हें कोविड परीक्षण के प्रमाण पत्र (RTIPCR, RAT) की आवश्यकता नहीं होगी, परन्तु उन यात्रियों को राज्य सरकार के Smart City पर पंजीकरण करवाना अनिवार्य होगा।
जिला देहरादून, हरिद्वार, पौड़ी गढ़वाल, नैनीताल एवं उधमसिंह नगर के मैदानी क्षेत्रों से पर्वतीय क्षेत्रों में जाने वाले समस्त यात्रियों हेतु (RT-PCR, RAT) नेगेटिव रिपोर्ट होना अनिवार्य होगा। जिला प्रशासन द्वारा जिला बॉर्डर चैक पोस्ट पर इसका कड़ाई से अनुपालन सुनिश्चित किया जाएगा।
