देहरादून। उत्तराखंड शासन ने अटल उत्कृष्ट राजकीय माध्यमिक विद्यालयों में प्रधानाचार्यों व अध्यापकों की तैनाती विषयक विस्तृत दिशा-निर्देश (Guidelines) जारी की है इसके तहत द्वारा विद्यालयी शिक्षा विभाग के अन्तर्गत अटल उत्कृष्ट विद्यालय योजना संचालित किये जाने की स्वीकृति प्रदान करते हुए योजना के संचालन / क्रियान्वयन हेतु दिशा-निर्देश (Guidelines) निर्गत किये गये है।

2 उक्त योजना के अन्तर्गत चयनित अटल उत्कृष्ट राजकीय माध्यमिक विद्यालयों में प्रधानाचार्यों अध्यापकों एवं अल्पकालिक अध्यापकों की तैनाती / नियुक्ति के सम्बन्ध में विस्तृत दिशा-निर्देश (Guidelines) निम्नवत निर्धारित किये जाते हैं:

1) राजकीय अटल उत्कृष्ट विद्यालयों में प्रधानाचार्यों एवं अध्यापकों की तैनाती विद्यालयों में शैक्षिक गुणवत्ता सुनिश्चित किए जाने के निमित्त राज्य के राजकीय माध्यमिक विद्यालयों में अपने-अपने संवर्ग में कार्यरत कार्मिकों में से स्क्रीनिंग परीक्षा के माध्यम से किया जायेगा। स्क्रीनिंग परीक्षा विषय ज्ञान तथा अंग्रेजी माध्यम से पढ़ाये जाने के निमित्त अंग्रेजी भाषा के ज्ञान के आधार पर आयोजित की जायेगी स्क्रीनिंग परीक्षा उत्तराखण्ड विद्यालयी शिक्षा परिषद् रामनगर नैनीताल के द्वारा आयोजित की जायेगी।

2) राजकीय अटल उत्कृष्ट विद्यालयों में प्रधानाचार्यों एवं शिक्षकों की तैनाती स्क्रीनिंग परीक्षा के माध्यम से किए जाने के फलस्वरूप सन्दर्भित विद्यालयों में तैनात प्रधानाचार्य, शिक्षक एवं शिक्षणेत्तर कर्मचारी निर्धारित अवधि के दौरान स्थानान्तरण अधिनियम 2017 की धारा-27 के अन्तर्गत गठित समिति की संस्तुति के क्रम में कार्मिक विभाग के पत्र संख्या 98 / XXXV (2) / 2021 30 ( 11 ) / 2018 दिनांक 13.04.2021 द्वारा प्रदत्त सहमति / अनुमति के अनुसार उत्तराखण्ड लोक सेवकों के लिए वार्षिक स्थानान्तरण अधिनियम 2017 की धारा 1 (3) से मुक्त होंगे।

3) राज्य के रा०इ०क० / रा०बा०इ०का० में मौलिक रूप से नियुक्त प्रधानाचार्य, अटल उत्कृष्ट विद्यालयों में प्रधानाचार्य के पद पर आवेदन करने हेतु पात्र होंगे। आवेदक की आयु आवेदन करने की तिथि को 55 वर्ष से अधिक नहीं होनी चाहिए। आगामी शैक्षिक सत्र में होने वाले रिक्त पदों को चयन प्रक्रिया में सम्मिलित किया जायेगा।

राज्य सरकार द्वारा रिक्त पदों को अधिसूचित किया जायेगा, परन्तु प्रधानाचार्य संवर्ग में पर्याप्त संख्या में पद रिक्त रहने की दशा में रा०उ०मा०वि० / रा०क०उ०मा०वि० में कार्यरत प्रधानाध्यापकों से भी आवेदन पत्र आमन्त्रित किये जा सकेंगें।

4) राजकीय अटल उत्कृष्ट विद्यालयों में प्रवक्ता के पदों पर विषयवार चयन हेतु रिक्त पदों का निर्धारण निदेशक माध्यमिक शिक्षा द्वारा करते हुए महानिदेशक, शिक्षा कार्यालय को उपलब्ध कराया जायेगा। आगामी शैक्षिक सत्र में होने वाले रिक्त पदों को भी चयन प्रक्रिया में सम्मिलित किया जायेगा।

उटल उत्कृष्ट विद्यालयों में प्रवक्ता के विषयवार रिक्त पदों के सापेक्ष राज्य के राजकीय विद्यालयों में प्रवक्ता संवर्ग में कार्यरत शिक्षकों से आवेदन पत्र महानिदेशक शिक्षा द्वारा आमन्त्रित किये जायेंगें। आवेदन की तिथि को आवेदनकर्ता की आयु 55 वर्ष से अधिक नहीं होनी चाहिए। अटल उत्कृष्ट राजकीय माध्यमिक विद्यालयों में विषयवार प्रवक्ता के पदों पर तैनाती स्क्रीनिंग परीक्षा के आधार पर चयनोपरान्त की जायेगी।

5) सहायक अध्यापक (एल०टी०) पदों पर विषयवार चयन हेतु रिक्त पदों का निर्धारण अपर निदेशक कुमाँऊ मण्डल एवं गढ़वाल मण्डल, माध्यमिक शिक्षा द्वारा करते हुए महानिदेशक, शिक्षा कार्यालय को उपलब्ध कराया जायेगा। आगामी शैक्षिक सत्र में होने वाले रिक्त पदों को भी चयन प्रकृया में सम्मिलित किया जायेगा।

उटल उत्कृष्ट विद्यालयों में सहायक अध्यापक (एल०टी०) के सापेक्ष राज्य के राजकीय विद्यालयों में एल०टी० संवर्ग में कार्यरत शिक्षकों से आवेदन पत्र महानिदेशक, शिक्षा द्वारा आमन्त्रित किये जायेगें। आवेदन की तिथि को आवेदनकर्ता की आयु 55 वर्ष से अधिक नहीं होनी चाहिए। अटल उत्कृष्ट राजकीय माध्यमिक विद्यालयों में विषयवार एल०टी० के पदों पर तैनाती स्क्रीनिंग परीक्षा के आधार पर चयनोपरान्त की जायेगी।

6) राजकीय अटल उत्कृष्ट विद्यालय में स्क्रीनिंग परीक्षा के द्वारा चयनोपरान्त प्रधानाचार्य, शिक्षक एवं शिक्षणेत्तर कार्मिकों के पदों पर तैनाती 05 वर्ष की अवधि के लिए की जायेगी, परन्तु प्रधानाचार्य पद के प्रति चयन परीक्षा के माध्यम से प्रधानाध्यापक संवर्ग से चयनोपरान्त तैनात कार्मिक की मौलिक पदोन्नति प्रधानाचार्य के पद पर होने पर ऐसे कार्मिक की पदोन्नति पर रिक्ति के सापेक्ष पदस्थापना वर्तमान अटल उत्कृष्ट विद्यालय में उतनी अवधि के लिए की जा सकेगी जितनी अवधि कि अटल आदर्श विद्यालय में चयनोपरान्त अद्यतन शेष हो।

7) स्क्रीनिंग परीक्षा के उपरान्त स्क्रीनिंग परीक्षा की मेरिट (अंक समान होने पर अधिक आयु के कार्मिक को वरीयता देते हुए) के आधार पर अवरोही क्रम में कार्मिकों की तैनाती काउंसिलिंग के माध्यम से की जायेगी। यदि कोई कार्मिक काउंसिलिंग के द्वारा प्रदर्शित कार्यस्थलों में पदस्थापना के इच्छुक न हो तो अवरोही क्रम में उनके पश्चात आने वाले कार्मिकों को अवसर प्रदान किया जायेगा।

राजकीय अटल उत्कृष्ट विद्यालय में तैनाती के दौरान शिक्षक का विषय विशेष में विगत 5 वर्षों का परीक्षा परिणाम 90 प्रतिशत से अधिक अथवा परिषदीय परीक्षा के औसत से अधिक (जो भी अधिक हो) तथा पी०टी०ए० एवं छात्र परिषद् द्वारा प्रतिवर्ष Outstanding रिपोर्ट प्रदान करने की दशा में शिक्षक की सहमति पर नियुक्ति प्राधिकारी द्वारा तैनाती की अवधि आगामी 5 वर्षों तक बढ़ाये जाने पर विचार किया जा सकेगा।

इसी प्रकार प्रधानाचार्य के संदर्भ में विद्यालय का परिषदीय परीक्षा का परीक्षाफल 90 प्रतिशत से अधिक होने तथा पी.टी.ए. के द्वारा सहमति दिये जाने पर राज्य सरकार द्वारा तैनाती अवधि 5 वर्ष के लिए बढ़ायी जा सकती है।8) राजकीय अटल उत्कृष्ट विद्यालय में तैनात शिक्षण / शिक्षणेत्तर कार्मिकों को प्रोत्साहन स्वरुप निम्नवत लाभ प्रदान किया जायेगा:

(अ). यदि कोई कार्मिक चयनोपरान्त सुगम स्थल के रूप में चिन्हित विद्यालय में तैनात होता है तो ऐसे कार्मिकों की उस विद्यालय में की गयी सुगम सेवा को दुर्गम सेवा मानते हुए आंकलित की जायेगी।

(ब) यदि कोई कार्मिक चयनोपरान्त दुर्गम स्थल के रूप में चिन्हित विद्यालय में तैनात होता है तो ऐसे कार्मिकों की उस विद्यालय में की गयी दुर्गम सेवा को डबल (Double) दुर्गम सेवा अर्थात् उस विद्यालय में 01 वर्ष की दुर्गम सेवा को 02 वर्ष की दुर्गम सेवा मानते हुए आंकलित की जायेगी।

उक्तानुसार दुर्गम सेवा कार्मिकों के सेवा विवरण में अंकित की जायेगी। ) वर्तमान में राजकीय अटल उत्कृष्ट विद्यालय में पूर्व से कार्यरत कार्मिक अंग्रेजी माध्यम में कार्य करने / अध्यापन करने में सक्षम हो तथा उसी विद्यालय में कार्य करने के इच्छुक हों तो 1 वर्ष के उपरान्त कार्मिक के कार्य के परीक्षण करने पर उन्हें 5 वर्ष के लिये उसी विद्यालय में कार्य की अनुमति सम्बन्धित चयन समिति द्वारा दी जायेगी।

इस हेतु प्रत्येक विकासखण्ड में खण्ड शिक्षा अधिकारी एक समिति गठित कर राजकीय अटल उत्कृष्ट विद्यालय में पूर्व से सेवारत शिक्षकों के कार्यों का परीक्षण कर सत्र की समाप्ति पर मुख्य शिक्षा अधिकारी के माध्यम से अपनी आख्या प्रस्तुत करेंगे। 10) राजकीय अटल उत्कृष्ट विद्यालय में कार्यरत कार्मिक 5 वर्ष की सेवा के दौरान अनिवार्य स्थानान्तरण से मुक्त होंगे। परन्तु अटल उत्कृष्ट विद्यालय से वापस जाने की अनुमति प्राप्त होने से पूर्व वे अनुरोध के आधार पर आवेदन कर सकेंगे।

11) राजकीय अटल उत्कृष्ट विद्यालय में एक शैक्षणिक सत्र में उपलब्ध रिक्ति के सापेक्ष चयन पूर्ण होने के उपरान्त आगामी सत्र में प्राप्त होने वाली रिक्तियों पर चयन हेतु आवेदन आमंत्रित किये जाने की दशा में अन्य कार्मिकों के साथ-साथ पूर्व में अटल उत्कृष्ट विद्यालय हेतु चयनित कार्मिकों द्वारा पुनः आवेदन किया जा सकेगा।

12) राजकीय अटल उत्कृष्ट विद्यालय में चयनोपरान्त किन्ही कारणों से यदि कोई रिक्ति प्राप्त होती है तो उक्त रिक्ति को राजकीय अटल उत्कृष्ट विद्यालय में पूर्व से तैनात कार्मिकों में से स्थान परिवर्तन द्वारा भरा जा सकता है किन्तु स्थान परिवर्तन हेतु एक से अधिक कार्मिक के इच्छुक होने पर पूर्व में चयन के समय आहूत स्क्रीनिंग परीक्षा के आधार पर निर्मित उक्त कार्मिकों की मेरिट सूची के अनुसार रिक्ति के सापेक्ष उनका स्थान परिवर्तन किया जा सकेगा।

13) राजकीय अटल उत्कृष्ट विद्यालय में चयनोपरान्त तैनात कार्मिकों के अनुरोध पर उनका पारस्परिक स्थान परिवर्तन भी किया जा सकेगा।

14) राजकीय अटल उत्कृष्ट विद्यालय में 5 वर्ष की सेवा पूर्ण करने पर सम्बन्धित नियुक्ति अधिकारी द्वारा संवर्ग के अन्तर्गत कार्मिकों की पदस्थापना अधिनियम के प्राविधानों के अनुरूप की जायेगी।

15) राजकीय अटल उत्कृष्ट विद्यालय में 5 वर्ष की अवधि पूर्ण करने से पूर्व चयन समिति द्वारा यदि ऐसा अन्यथा परीक्षणोंपरान्त आवश्यक पाया जाय तो निर्धारित अवधि से पहले भी प्रधानाचार्य / शिक्षक / शिक्षणेत्तर कार्मिक की अटल उत्कृष्ट विद्यालय में निर्धारित अवधि से पूर्व तैनाती समाप्त की जा सकेगी।-
