देहरादून। उत्तराखण्ड में ऐसा पहली बार हुआ कि विधानसभा का सत्र न सिर्फ शांतिपूर्वक संपन्न हुआ बल्कि प्रदेश और जनहित के मुद्दों पर सत्ता पक्ष और विपक्ष के बीच स्वस्थ चर्चा भी हुई। 8 विधेयक पारित हुए। मुख्यमंत्री पुष्कर सिंह धामी के व्यक्तिगत प्रयासों की वजह से सदन में वो सौहार्दपूर्ण माहौल दिखा जिसे स्वस्थ लोकतंत्र का आधार माना जाता है।

पूर्व मुख्यमंत्री नारायण दत्त तिवारी के बाद धामी एक मात्र ऐसे मुख्यमंत्री हैं जो विधानसभा में नेता सदन की भूमिका में भी सफल साबित हुए। कई फैसलों को लेकर विपक्ष भी धामी का मुरीद हो गया। सदन के अंदर और बाहर विपक्ष के विधायकों ने मुख्यमंत्री की दिल खोलकर सराहना की।

उत्तराखण्ड विधानसभा का पांच दिवसीय मानसून सत्र मुख्यमंत्री पुष्कर सिंह धामी के लिए धमाकेदार रहा। शुरुआत से अन्त तक मुख्यमंत्री ने जमकर बैटिंग की। उन्होंने न सिर्फ विपक्ष के हर वार को नाकाम किया बल्कि ऑन स्पॉट कई लोकप्रिय फैसले किए। भविष्य के तय रोड मैप को धरातल पर उतारने के लिए 5762 करोड़ का अनुपूरक बजट भी पारित करवाया।

विधानसभा का पांच दिवसीय सत्र मुख्यमंत्री धामी का बतौर मुख्यमंत्री पहला सत्र था। चूंकि 18 मार्च 2022 से पहले राज्य में नई सरकार का गठन होना है, लिहाजा यह मौजूदा सरकार का अंतिम सत्र भी माना जा रहा है। ऐसे में मुख्यमंत्री धामी पर सत्र के दौरान अपनी परफॉर्मेंस को लेकर काफी दवाब था, लेकिन उन्होंने दृढ़ इच्छाशक्ति और कार्य संस्कृति के बूते इस चुनौती को अवसर में बदल दिया।

नेता सदन की भूमिका का धामी ने बड़े सलीके से निर्वहन किया। एक नहीं दो बार उन्होंने विपक्ष के उन सदस्यों को मना लिया जो कुछ मुद्दों को लेकर सरकार से नाराज थे। मझे हुए नेता का परिचय देते हुए धामी खुद रूठे विधायकों के पास पहुंचे और उनकी समस्याओं के समाधान की उन्होंने प्रभावी पहल की।

सदन में ऐसे नजारे नारायण दत्त तिवारी की सरकार में दिखाई देते थे। इसे मुख्यमंत्री का ही फ्लोर मैनेजमेंट माना जायेगा कि इस सत्र में पांचों दिन प्रश्नकाल शांतिपूर्वक चला और सरकार ने विपक्ष के सभी तारांकित प्रश्नों का जवाब दिया। बिजनेस के मामले में भी सरकार मैदान मार गई।

सीएम ने लिए ऑन द स्पॉट फैसले

मानसून सत्र में कुल 8 विधेयक पारित हुए। जिन मुद्दों को उठाकर विपक्ष सरकार की किरकिरी करना चाहता था उन पर एट द स्पॉट फैसला सुनाकर धामी के खुद की निर्णायक क्षमता का परिचय दिया। सदन में एक झटके में उन्होंने नंदा गौरा कन्याधन योजना की राशि पाने से वंचित तकरीबन 33 हजार कन्याओं के लिए 50 करोड़ की राशि देने का ऐलान कर सबको चौंका दिया।

धामी ने ग्रेड पे के मामले में पुलिस कर्मियों को वचन दिया कि उनके साथ अन्याय नहीं होने दिया जाएगा। केंद्र की तर्ज पर उन्होंने राज्य के लगभग तीन लाख राज्य कर्मियों व पेंशनर्स का 11 फीसदी डीए बढ़ाने में कोई लाग–लपेट नहीं की। राज्य की वित्तीय स्थिति से जुड़े ये निर्णय मुख्यमंत्री धामी की त्वरित निर्णायक क्षमता को प्रदर्शित करते हैं।

इतना ही नहीं बिजली उपभोक्ताओं को बिल का एकमुश्त लंबित भुगतान करने पर फिक्स्ड और विलम्ब शुल्क की छूट दे दी। सत्र के दौरान सदन में पर्याप्त मौजूदगी के साथ ही शासन स्तर की बैठकों पर भी उनका फोकस रहा। सदन के बाहर और भीतर विपक्ष की बातों को भी उन्होंने पूरा सम्मान दिया। कुल मिलाकर धामी लोकप्रिय नेता सदन के तौर पर उभर कर सामने आए।

राज्य हित में की डेढ़ दर्जन से ज़्यादा घोषणा 

इस विधानसभा सत्र में सीएम धामी के घोषणाओं की बात की जाए तो लगभग डेढ़ दर्जन से ज़्यादा बड़े ऐलान सीएम ने किए हैं। जिनमें सरकारी डिग्री कॉलेजों के छात्रों को टैबलेट दिए जाने के साथ ही पुलिस राजस्व और ग्राम्य विकास के कार्मिकों को कोविड काल में योगदान के लिये 10 हज़ार तक प्रोत्साहन राशि देने घोषणा शामिल है।

इसके अलावा शिक्षा क्षेत्र में सीएम ne कई बड़े ऐलान किए हैं, प्रदेश के सभी स्कूलों में छात्राओं के लिए अलग से शौचालय की व्यवस्था, शिवानंद नौटियाल छात्रवृत्ति की को 250 रूपये से बढाकर 1500 रूपये करने के साथ ही इसके लाभान्वितों की संख्या को 11 से बढाकर 100 करने की घोषणा, श्रीदेव सुमन राज्य मेधावी छात्रवृत्ति की राशि को 150 रूपये से बढाकर 1000 रूपये करने की भी घोषणा, 600 अतिरिक्त विद्यालयों में वर्चुअल क्लासेज की व्यवस्था का सीएम ऐलान किया है ।

इसके अलावा पर्यावरण मित्रों को प्रोत्साहन राशि दिए जाने एवं पीएम स्वनिधि में पंजीकृत लाभार्थियों को आर्थिक लाभ दिए जाने का कल्याणकारी फ़ैसला धामी सरकार ने लिया है। विधानसभा में की गई घोषणाओं में विद्युत बिलों के फिक्स्ड चार्ज को 03 माह हेतु छूट और पानी के बिलों में 31 दिसम्बर, 2021 तक अवशेष देयों का एकमुश्त भुगतान करने की दशा में विलम्ब शुल्क की राशि शत प्रतिशत माफ के साथ ही आशा बहनों को एक-एक टेबलेट देने का भी सीएम धामी ने ऐलान किया है।
