देहरादून। आबकारी विभाग में बड़े भ्रष्टाचार पर विजिलेंस की टीम ने बड़ी कार्रवाई की है। एक शिकायतकर्ता की शिकायत पर विजिलेंस ने आबकारी निरीक्षक रूड़की मानवेन्द्र सिंह पंवार को 35 हजार रिश्वत लेते रंगेहाथ गिरफ्तार किया हैै। आरोपी के घर पर छापेमारी कर विजिलेंस की टीम ने बैंक खातों और प्रॉपर्टी से जुड़ी जानकारी हासिल की है। इधर, डीआईजी अरुण मोहन जोशी ने टीम के कार्य की सराहना करते हुए इनाम की घोषणा की है।

 

विजिलेंस से मिली जानकारी के अनुसार शिकायत कर्ता ने  30 जून को एक शिकायती प्रार्थना पत्र पुलिस अधीक्षक, सतर्कता सैक्टर देहरादून को इस आशय का दिया। शिकायत पत्र में आरोप लगाया गया कि उसने रावत एसोसिएटस के नाम से फर्म वर्ष 2018 से पंजीकृत है। उक्त फर्म के माध्यम से वह वर्ष 2018-19 से शराब के ठेके चलाते आ रहा है।

वर्ष 2021-22-23 के लिए देशी शराब की दो दुकाने रावत एसोसिएटस फर्म के नाम से संचालित की जा रही थी। 28.06.2021 को मानवेन्द्र सिंह पंवार आबकारी निरीक्षक द्वारा अपने मो0न0 9870818742 से शिकायतकर्ता के मोबााइल पर फोन करके अपने कार्यालय में बुलाया कर शराब की दुकानों की चैकिंग में क्लीन चिट देने व फर्जी कमी दिखाकर दुकानों के लाईसेन्स निरस्त करने की एवज में 50,000/- रूपये रिश्वत की मांग की गयी।

जिस पर शिकायतकर्ता द्वारा कोरोनाकाल का हवाला देते हुये 50 हजार रूपये देने में असमर्थता व्यक्त की गयी। पुनः दिनांक 29.06.2021 को आबकारी निरीक्षक द्वारा शिकायतकर्ता को अपने कार्यालय में बुलाया गया, जिस पर आबकारी निरीक्षक द्वारा शिकायतकर्ता से पुनः 50 हजार रूपये की मांग करते हुये, काफी विनती करने पर आरोपी द्वारा शिकायतकर्ता को दिनांक 03.07.2021 को 35,000/-रूपये लेकर अपने कार्यालय/कमरे में बुलाया गया परन्तु शिकायतकर्ता रिश्वत नहीं देना चाहता है, बल्कि ऐसे भ्रष्ट अधिकारी को रिश्वत लेते पकड़वाना चाहता है।

पुलिस अधीक्षक, सतर्कता सैक्टर देहरादून श्वेता चौबे द्वारा शिकायतकर्ता के शिकायती प्रार्थना पत्र की गोपनीय जांच कराये जाने पर जांच में आरोप सही पाते हुये नियमानुसार ट्रैप संचालन हेतु ट्रैप टीम का गठन किया गया। पुलिस उपाधीक्षक सुरेन्द्र सिह सांमत के नेतृत्व में सरकारी गवाहों के साथ मिलकर तीन टीमों का गठन किया गया।

03.07.2021 को अभियुक्त मानवेन्द्र सिंह पंवार पुत्र सुरेन्द्र सिंह पंवार, निवासी-ग्राम मंगान तहसील चिन्यालीसौड़, जिला उत्तरकाशी, हाल निवासी-ऋषि विहार एफ- ब्लाक, देहरादून, हाल-आबकारी निरीक्षक रूड़की, हरिद्वार से समय करीब 14:00 बजे स्वतन्त्र सरकारी गवाहान के समक्ष शिकायतकर्ता मोहन सिंह रावत से 35,000/- रूपये उत्कोच ग्रहण करते हुये रंगे हाथों गिरफ्तार किया गया।

आरोपी के विरूद् थाना सतर्कता सैक्टर देहरादून पर भ्रष्टाचार निवारण अधिनियम 1988 (संशोधित अधिनियम 2018) की समुचित धाराओं के अन्तर्गत अभियोग पंजीकृत कर विवेचना की जायेगी सर्च जारी है तथा अभियुक्त के ट्राजिट आवास से 6.95 लाख रूपये बरामद किये गये है। प्रभारी निदेशक सतर्कता पुलिस उप महारीक्षक, सतर्कता अधिष्ठान, अरूण मोहन जोशी द्वारा ट्रैप टीम को उत्साह वर्धन हेतु उचित पारितोषिक देने की घोषणा की।

पुलिस अधीक्षक सतर्कता अधिष्ठान मुख्यालय धीरेन्द्र गुंज्याल द्वारा अवगत कराया गया है कि यदि किसी भी सरकारी कर्मचारी/अधिकारी द्वारा भष्टाचार के माध्यम से आय से अधिक सम्पत्ति अर्जित की गयी हो तथा किसी कार्य हेतु रिश्वत की अवैध मांग की जा रही हो या अन्य व्यक्तियों के माध्यम से भ्रष्टाचार किया जा रहा हो तो भ्रष्टाचार को सहन न करें बिना भय के भ्रष्टाचारियों/भ्रष्टाचार के विरूद्ध शिकायत करें।
