उत्तरकाशी के 107 गांवों में भारत सरकार के तकनीकी सहयोग से संवरेगी संचार सुविधा

देहरादून। आज जब देेेश-दुनिया का कोना-कोना संचार सुविधाओं से जुड़ा है, तब भी ऐसे कई गांव-कस्बे हैं जहां अभी तक फोन से बातचीत नहीं हो पाती है। ऐसे ही उत्तरकाशी ज़िले के 107 गांव है, जिनका देश-दुनिया से संचार से सीधा संपर्क नही है। इन गांवों को मोबाइल कनेक्टटिविटी से जोड़ने के लिए उत्तराखंड के कैबिनेट मंत्री गणेश जोशी ने पहल की है।

कैबिनेट मंत्री गणेश जोशी ने केंद्रीय मंत्री रविशंकर प्रसाद। के सम्मुख राज्य के उत्तरकाशी जनपद के 107 गावों में अभी भी दूरसंचार सेवा से आच्छादित नहीं होने का मुद्दा भी उठाया। उन्होंने केन्द्रीय मंत्री को अवगत कराया कि उत्तरकाशी के अर्न्तगत दूरसंचार सेवा अनाच्छदित एंव आंशिक आच्छदित ग्रामवार दूरसंचार सेवाओं की स्थिति के बारे में जानकारी लेते समय उन्हें पता चला कि जनपद के कुल 107 गावों में अभी भी दूरसंचार सेवा से आच्छादित नहीं है।

इन गावों में दूरसंचार की स्थिति यह है कि आपातकालीन स्थिति में स्वास्थ्य सम्बन्धी आपात सेवाओं 108 एंव पुलिस हेल्प लाईन नम्बर 112 पर भी सम्पर्क नहीं हो पाता है। इस पर केन्द्रीय मंत्री द्वारा राज्य के सीमांत जनपद की रणनीतिक स्थिति के दृष्टिकोण से भी इस विषय को संवेदनशील पाते हुए राज्य को बीएसएनएल के माध्यम से आवश्यक तकनीकी सहयोग प्रदान किया जाऐगा।

दरअसल, मंगलवार को राज्य के औद्योगिक विकास मंत्री गणेश जोशी ने अपने दिल्ली प्रवास के दौरान केन्द्रीय केन्द्रीय इलेक्ट्रानिक, सूचना प्रौद्योगिकी (आईटी) एंव संचार मंत्री रवि शंकर प्रसाद से मुलाकात कर इलैक्ट्रॉनिकी विनिर्माण क्लस्टर (EMC 2.0) योजना के लिए आवश्यक सहयोग की मांग की। साथ ही दूरसंचार सेवाओं की कवरेज से बाहर पड़े उत्तरकाशी जनपद के 107 गांवों को संचार सेवाएं उपलब्ध करवाने हेतु तकनीकी सहयोग प्रदान करने की मांग की।

उत्तराखण्ड राज्य की ओर से उधमसिंहनगर के काशीपुर, में लगभग 133 एकड़ भूमि पर इलैक्ट्रॉनिकी विनिर्माण क्लस्टर (EMC 2.0) का प्रस्ताव तैयार कर भारत सरकार को प्रेषित किया है। जिसकी पैरवी करने के लिए औद्योगिक विकास मंत्री, गणेश जोशी ने केन्द्रीय आईटी मंत्री से दिल्ली में मुलाकात की है।

औद्योगिक विकास मंत्री गणेश जोशी ने बताया कि, इलैक्ट्रॉनिकी एंव सूचना प्रौद्योगिकी मंत्रालय, भारत सरकार द्वारा आत्मनिर्भर राष्ट्र की परिकल्पना के साथ लागू की गई इलैक्ट्रॉनिकी विनिर्माण क्लस्टर (EMC 2.0) योजना से जहाँ अर्न्तराष्ट्रीय स्तर पर लगभग 170 करोड़ के निवेश का अनुमान है।

वहीं उत्तराखण्ड राज्य के लगभग 10 हजार कुशल युवाओं को प्रत्यक्ष/अप्रत्यक्ष तौर पर रोजगार का अवसर प्राप्त होगा। इस परियोजना को मूर्तरुप देने के लिए मंत्रालय द्वारा जारी दिशा-निर्देशानुसार एक एंकर यूनिट का निवेश प्रस्ताव अनिवार्य है।

राज्य सरकार द्वारा नामित PIA – राज्य अवस्थापना एंव औद्योगिक विकास निगम उत्तराखण्ड लि. (सिडकुल) द्वारा निवेश के लिए मंत्रालय व इन्वेस्ट इण्डिया के साथ सामजस्य स्थापित करते हुए सभी सम्भव प्रयास किये जा रहे हैं।

दरअसल, इलैक्ट्रॉनिक सेक्टर राज्य में एक नया सेक्टर है, अतः इसके लिए सबसे महत्वपूर्ण, एक एंकर यूनिट के निवेश हेतु हमें भारत सरकार के इलैक्ट्रॉनिकी एंव सूचना प्रौद्योगिकी मंत्रालय का सहयोग अपेक्षित है।

कैबिनेट मंत्री द्वारा राज्य में IT क्षेत्र में औद्योगिक निवेश आकर्षित करने के लिए बेहतर इंटरनेट कनेक्टिविटी सुविधा का मुद्दा भी उठाया. जिस पर केंद्रीय मंत्री द्वारा पूरे राज्य में ऑप्टिकल फाइबर बिछाने के कार्य को तेजी दिए जाने का भी आश्वासन दिया।
