उत्तराखंड में विघ्नसंतोषियों की एक जमात मुख्यमंत्री त्रिवेंद्र सिंह रावत के खिलाफ लामबंद है। उनकी कार्यशैली को लेकर तरह-तरह का दुष्प्रचार किया जा रहा है। आम आदमी पार्टी की साइबर सेना तो मिशन मोड में है। उसने राज्य के कुछ स्वार्थी तत्वों के साथ मिलकर आभासी दुनिया में सीएम त्रिवेन्द्र की छवि बिगाड़ने की मुहिम चला रखी है।

इसमें कांग्रेस भी आप का साथ दे रही है। झूठे आंकड़े, आधारहीन तथ्यों और मनगढंत बातों को हथियार बनाकर सोशल मीडिया में सामग्री परोसी जा रही है। सवाल उठता है कि धृष्टता की हद तक गिरकर आखिर ऐसा क्यों किया जा रहा है ?

दरअसल त्रिवेंद्र सिंह रावत के मुख्यमंत्री बनने के बाद ऐसे कई लोगों की दुकानों पर ताला लग गया है, जो सत्ता से सांठगांठ कर उत्तराखंड की लूट-खसोट में लगे हुए थे। भ्रष्ट अधिकारियों से गठजोड़ करके इन लोगों ने पिछले कुछ वर्षों में कई तरह के धंधे जोड़ लिये थे।

मगर त्रिवेंद्र सिंह रावत कमान संभाले जाने के बाद इस प्रजाति को खाद-पानी मिलना बंद हो गया। काले कारोबार की उनकी दुकानें बंद होती चली गई। तब से ये जमात त्रिवेंद्र के खिलाफ तरह-तरह के दुष्प्रचार में जुटी हुई है।

कहा जा रहा है कि मुख्यमंत्री मिलनसार नहीं हैं, लोगों से घुलते-मिलते नहीं हैं, मीडिया से बात नहीं करते, जनता से सीधा संवाद नहीं करते आदि-आदि।

इन सब बातों को आधार बनाकर त्रिवेंद्र विरोधी लॉबी उनके खिलाफ मोर्चा खोले है। मगर सवाल ये है कि क्या ये बातें सही हैं ? जवाव है – नहीं।

सच्चाई तो ये है कि त्रिवेंद्र सिंह रावत उन चुनिंदा मुख्यमंत्रियों में से हैं जो बिना किसी हो-हल्ले के काम करते हैं। वे फोटो खिंचवाने और प्रोपेगेंडा करवाने के बजाय स्टेट फॉरवर्ड डिसिजन लेकर सबको चौंका देते हैं। मुद्दा कितना ही पेंचीदा क्यों न हो, त्रिवेन्द्र उस पर फैसला पेंडिंग नहीं रखते। सीधे निर्णय लेने में वह यकीन करते हैं।

साढ़े तीन साल के अब तक के कार्यकाल में मुख्यमंत्री त्रिवेंद्र शोर-शराबा किये बगैर कई ऐसे निर्णय ले चुके हैं, जिनकी कल्पना भी नहीं की गई थी। इसका सबसे बड़ा उदाहरण है ‘गैरसैंण ग्रीष्मकालीन राजधानी की घोषणा’।

इसी वर्ष ‪4 मार्च को गैरसैंण को प्रदेश की ग्रीष्मकालीन राजधानी बनाने की ऐतिहासिक घोषणा कर मुख्यमंत्री त्रिवेंद्र सिंह रावत ने पहाड़ की जनता को अब तक का सबसे बड़ा तोहफ़ा दिया।

उन्होंने गैरसैंण को ग्रीष्मकालीन राजधानी घोषित कर न केवल राज्य आंदोलनकारियों की भावना का सम्मान किया बल्कि गैरसैंण को स्थाई राजधानी बनाने की दिशा में भी बड़ा कदम उठाया। सोचिये ! क्या उनकी इस घोषणा के बाद कोई भी सरकार गैरसैंण से कदम पीछे हटा सकती है ? बिल्कुल भी नहीं।

कांग्रेस को ही देखिए ! जो पार्टी सत्ता में रहते हुए गैरसैंण पर निर्णय लेने का साहस नहीं कर सकी वो भी अब स्थायी राजधानी की मांग कर रही है। राज्य गठन के बाद अब तक कुल 8 राजनेता मुख्यमंत्री की कुर्सी पर बैठ चुके हैं।

इन सभी में त्रिवेंद्र को सबसे कम अनुभव वाला कह कर दुष्प्रचारित किया जा रहा है। लेकिन इन्हीं त्रिवेन्द्र ने गैरसैण पर निर्णय लेकर अपनी दृढ़ इच्छाशक्ति का परिचय दिया है। उनका यह निर्णय घटिया सियासत करने वालों के मुंह पर एक करारा तमाचा भी है।

इसी तरह पिछले दिनों सीएम त्रिवेन्द्र ने गैरसैंण में भूमि खरीद कर फिर से पहाड़ के प्रति लगाव का प्रमाण दिया है। राज्य गठन के 19 वर्षों में वह पहले ऐसे पहले मुख्यमंत्री हैं जिन्होंने गैरसैंण में भूमि खरीद कर रिवर्स माइग्रेशन की ठोस पहल की।

राज्य बनने के बाद से अब तक जहां ग्राम प्रधान से लेकर विधायक व मंत्री तक पहाड़ से उतर कर मैदान में बस रहे हैं वहीं मुख्यमंत्री ने गैरसैंण में जमीन खरीद कर नई उम्मीद जगाई है। ये कदम भी उन्होंने चुप-चाप उठाया जो साबित करता है कि वे प्रोपेगेंडा नहीं बल्कि धरातल पर काम करने में यकीन करते हैं।

उनकी यही कार्यशैली है जिसके चलते वह कुछ लोगों को चुभते हैं। मगर लोकतंत्र में कुछ लोग नहीं बल्कि समूची जनता निर्णायक होती है और मुख्यमंत्री त्रिवेंद्र अब तक जनता की अदालत में लगातार पास होते आ रहे हैं।

थराली और पिथौरागढ़ विधानसभा सीटों पर हुए उपचुनाव से लेकर त्रिस्तरीय पंचायत चुनाव और निकाय चुनाव में जनता से भाजपा के पक्ष में अपना मत देकर त्रिवेंद्र के नेतृत्व पर मुहर लगाई है।

जनता से मिलने वाले इस समर्थन की बदौलत मुख्यमंत्री त्रिवेंद्र लगातार मजबूत हो रहे हैं। भाजपा हाईकमान उनकी पीठ थपथपा रहा है। केन्द्रीय योजनाओं की प्रगति हो या राज्य पोषित प्रोजेक्ट्स की परफॉर्मेंस हर मोर्चे पर त्रिवेन्द्र सरकार अव्वल रही है।

राज्य के बच्चों से लेकर बड़े बुजुर्ग तक अक्सर यह कहते दिखते हैं कि मुख्यमंत्री त्रिवेन्द्र ने भ्रष्टाचार पर प्रभावी अंकुश लगाया है। उनकी बात भी सही है, अंकुश न लगा होता तो अब तक के साढ़े तीन वर्ष के कार्यकाल में त्रिवेन्द्र सरकार पर कोई न कोई दाग जरूर होता।

विरोधी ढूंढ़कर भी त्रिवेन्द्र सरकार पर भ्रष्टाचार, अनियमितता व नियमों की अवहेलना के कोई आरोप नहीं लगा पाए तो वह उनके स्वभाव पर अंगुली उठा रहे हैं।

त्रिवेन्द्र जैसे हैं सबके सामने हैं। उन्हें राजनैतिक लाभ के लिये सड़क पर भुट्टा भूनना, जलेबी तलना और आम चूसना नहीं आता। छल प्रपंच उनके खून में नहीं है। बाहर से सख्त दिखने वाले त्रिवेन्द्र अंदर से सीधे, सच्चे और सरल मन के हैं।

पोज़ बना-बनाकर फ़ोटो खिंचवाना उनके मिजाज में शामिल नहीं है।
