देहरादून/नई टिहरी। उत्तराखंड पेयजल निगम में विवादों में रहने वाले अधिशासी अभियंता सुमित आनन्द एक बार फिर चर्चाओं में है। इस बार भी उन पर ड्यूटी में घोर लापरवाही के आरोप हैं। लगातार ड्यूटी से नदारद रहने और विकास कार्यों में ढिलाई बरतने पर टिहरी की जिलाधिकारी इवा आशीष श्रीवास्तव उनसे बेहद खफा हैं। डीएम ने उनसे तीन दिन में स्पष्टीकरण मांग कर उनके वेतन पर अग्रिम आदेश तक रोक लगा दी है।

उत्तराखंड पेयजल निगम, घनसाली में तैनात अधिशासी अभियंता सुमित आनन्द ड्यूटी को कभी गंभीरता से नहीं लेते हैं। यह एक बार नहीं कई बार साबित भी हुआ है। फिलहाल आपको ताजा घटनाक्रम से अवगत कराते हैं। टिहरी गढ़वाल की डीएम ने उनका राजकीय कार्यों में लापरवाही पर स्पष्टीकरण तलब किया है। डीएम ने कहा कि वह ड्यूटी से लगातार गायब हैं, जिससे विकास कार्य प्रभावित हो रहे हैं।

डीएम ने कहा है कि घनसाली डिवीजन की जल जीवन मिशन जैसे महत्वपूर्ण कार्य की प्रगति शून्य है, इससे शासन-प्रशासन की छवि बजी धूमिल हो रही है। डीएम ने राजकीय कार्यों को गंभीरता से न लेने पर गहरी नाराजगी जाहिर करते हुए सुमित आनन्द से स्पष्टीकरण मांगा है। साथ ही उच्चाधिकारियों को सुमित आनंद के वेतन आहरण पर भी रोक लगाने के आदेश दिए हैं। बताया जा रहा है।

एसई भी दे चुके अंतिम चेतावनी

लगातार कार्यालय से अनुपस्थित रहने और निर्माण कार्यों में शिथिलता बरतने पर टिहरी के अधीक्षण अभियंता इमरान खान भी सुमित आनन्द को कई बार चेतावनी दे चुके हैं। इसके बाद भी सुमित आनंद की कार्य प्रणाली में कोई सुधार नहीं हुआ है। क्षेत्रीय जनता की शिकायत के बाद डीएम ने मामले का संज्ञान लिया है। डीएम ने इस मामले में एसई को भी फटकार लगाई है।

घनसाली के विधायक ने भी दिखाए तेवर

सुमित आनन्द के रवैये से घनसाली के विधायक शक्ति लाल शाह भी नाराज हैं। उन्होंने 6 जनवरी को डीएम को पत्र लिखकर सुमित आनन्द के विरुद्ध प्रशासनिक कार्रवाई की मांग की है। विधायक ने कहा है कि जब से घनसाली डिवीजन में सुमित आनन्द की तैनाती की गई है तब से निर्माण कार्यों का बुरा हाल है। सबसे महत्वपूर्ण जल जीवन मिशन का काम भी क्षेत्र में ठप पड़ा है। तमाम पेयजल योजनाएं अधूरी पड़ी हैं, जिससे क्षेत्रीय जनता में भारी आक्रोश है।

देहरादून से चला रहे काम

आरोप है कि जब से सुमित आनंद देहरादून से घनसाली स्थानांतरित हुए हैं, तब से तैनास्ति स्थल पर कभी रहे ही नहीं। वह देहरादून में बैठकर केवल तनख़्वाह से सम्बंधित फाइलें पर हस्ताक्षर कर रहे है। आरोप है कि यदा-कदा पेयजल योजनाओं से सम्बन्धित फाइलों को वह नई टिहरी मंगाकर निपटा रहे हैं। शिकायत मिलने पर निवर्तमान एमडी वीसी पुरोहित भी उन्हें लताड़ चुके हैं। इस मामले में एसई इमरान खान पर उन्हें संरक्षण देने के आरोप लगे हैं।

बताया जा रहा है सुमित आनन्द सर्किल में बैठकर फाइलें निपटा रहे है, लेकिन शिकायत के बाद भी उन्होंने इसका संज्ञान नही लिया। इस मामले में जब डीएम ने कड़ा रुख दिखाया तो तब जाकर इमरान नींद से जागे और आनन-फानन में सुमित असनन्द को नोटिस जारी किया। यह बता बता दें कि सुमित और इमरान के एक ही गुरु थे, जिससे दोनों में काफी नजदीकियां हैं। जब से उनके गुरु जल निगम से एमडी के पद से हटाया गया है, तब से दोनों परेशान है। सूत्रों की मानें तो इमरान डीएम के आदेश पर भले ही कार्रवाई की बात कर रहे हैं, लेकिन वह अंदरखाने सुमित आनन्द को बचाने की जुगत में लगे हैं।

रायपुर विधायक भी कर चुके हैं शिकायत

सुमित आनन्द की कार्यप्रणाली पहले से ही खराब रही है। उनके गुरू ने देहरादून में उन्हें सेंट्रल डिवीजन के पोस्टेड करके दून डीविजन के करोड़ों के सीवरेज कार्य उन्हें सौंपे। लेकिन अनुभवहीनता के चलते वह निर्माण कार्य अच्छे से नहीं करवा पाए। निर्माण कार्यों में बड़े स्तर पर धांधली भर्ती गई। इससे अच्छा खासा चल रहा दून शाखा भी ठप हो गई। रायपुर विधायक उमेश शर्मा काऊ ने मुख्यमंत्री त्रिवेंद्र सिंह रावत से शिकायत की। डीएम ने जसनच के आदेश दिए।

प्रारम्भिक जांच के बाद शासन ने उन्हें निगम मुख्यालय में अटैच किया। लेकिन कार्रवाई के बजाए उनके गुरु ने उन्हें जाते-जाते दून डीविजन में पोस्टिंग दे दी। भ्रष्टाचार के आरोपों के चलते भजन सिंह को जुलाई में सरकार ने हटा दिया। इसके बाद निजाम बदला और वीसी पुरोहित एमडी बने। वह सुमित की काम से वाकिफ थे। लम्बे समय से सुमित देहरादून में ही पोस्टेड दे रहे थे। पूतोहित ने उनका स्थानान्तरण घनसाली किया। लेकिन वहां भी वह पुरानी आदतों से बाज नहीं आ रहे हैं।

उधर, डीएम ने किया जबाव तलब, इधर, दिल्ली से दून पोस्टिंग की लगाई सिफारिश

सुमित आनन्द ऊंची राजनीतिक पहुंच रखते हैं। यही वजह है कि वह बार-बार अनियमितताएं करने के बावजूद कार्रवाई से बचते रहे हैं। उनकी गिनती पेयजल निगम में सबसे निठल्ले अधिकारियों में कई जाती है, लेकिन वह हर बार राजनीतिक दांवपेंच चलाकर नौकरी बचाते रहे है। विकास कार्यों में उनकी दिलचस्पी न के बराबर रहती है। प्रायः देखा गया है कि वह जिस भी डिवीजन में रहे हैं वह डीविजन ठप ही हुआ है। निर्माण कार्यों में रुचि न लेने और निठल्लेपन का खामियाजा उनके अधीनस्त कार्मिक भी झेलते रहे हैं।

दिलचस्प बात यह है कि हाल ही में टिहरी डीएम ने उनका जवाब-तलब किया है। जबाव देने के बजाय सुमित आनन्द घनसाली से देहरादून ट्रांसफर को जुगाड़ लगाने को इधर-उधर दौड़ लगा रहे हैं। सूत्रों की माने तो सुमित आनन्द ने दिल्ली दरबार से शासन को ट्रांसफर की सिफारिश लगाई है। अब देखना यह है कि ज़ीरो टॉलरेंस की सरकार में सुमित आनन्द की सिफारिश चलती है या फिर राजकीय कार्यों में लापरवाही और अनियमितताओं के मामले में उन पर कार्रवाई होती है।

2005 में जेई भर्ती में भी किया फर्जीवाड़ा

पेयजल निगम में वर्ष 2005 में हुई इंजीनियरों की भर्ती में भी सुमित आनंद पर फर्जीवाड़े का आरोप है। सुमित ने कोटे में भर्ती का आवेदन किया था।अवर अभियंता की भर्ती के लिए उत्तराखंड सेवायोजन का पंजीकरण अनिवार्य था, लेकिन उनकी फाइल से सेवायोजन का पंजीकरण नहीं है। इससे स्पष्ट है कि या तो सेवायोजन का पंजीकरण लगाया जी नहीं या फिर हो हल्ला होने पर फर्जी ढंग से बनाये गए पंजीकरण को गायब कर दिया गया हो।

सवाल यह है बगैर पंजीकरण के उन्हें भर्ती में कैसे शामिल किया गया है और यदि था तो उसे फाइल से क्यों गायब किया गया है। यह अलग बात है कि चयन के बाद उनके द्वारा जेई के पद पर ज्वाइन नहीं किया गया। इस बीच उनका पेयजल निगम में ही सहायक अभियंता के पद पर चयन हो गया था। जेई कोटे में उन्होंने एक अन्य व्यक्ति का हक मारा है।

सहायक अभियंता की भर्ती में भी जाति प्रमाण पत्र का लोचा

सुमित आनन्द ने जेई ही नही, सहायक अभियंता भर्ती में उत्तराखंड के बजाय दिल्ली राज्य का अनुसूचित जाति का प्रमाण पत्र लगाकर नौकरी हड़पी, जो भर्ती नियमों के विपरीत था। नियमतः जिस राज्य में भर्ती होती है जाति प्रमाण पत्र भी उसी राज्य का होना अनिवार्य होता है। लेकिन सांठ-गांठ में माहिर सुमित आनन्द जेई की तरह एई में भी अपना चयन कराने में सफल रहे। आरटीआई में मिली जानकारी से पता चला है कि सुमित के जैसे उनके कई और भाई हैं। जिन्होंने गलत तरीके से बाहरी राज्यों के अनुसूचित जाति के प्रमाण के जरिये नौकरी कब्जाई है। मामला खुलने के बाद शासन ने जांच बिठा दी है।

उत्तराखंड क्रांति दल के पूर्व केंद्रीय अध्यक्ष त्रिवेंद्र दीन्ह पंवार ने मुख्य सचिव को पत्र लिख कर इस मामले में जॉच कराकर फर्जीवाड़ा करके नौकरी हड़पने और उत्तराखंड के बोरोजगारों का हक छीनने वालों के खिलाफ कड़ी कार्रवाई की मांग की है। साथ ही आरोपी इंजीनियरों को तत्काल प्रभाव से निलम्बन करकर उन्हें सेवा से पृथक करने की सिफारिश की है।
