देहरादून। आदमी पार्टी के नेता रविंद्र जुगरान ने आयोजित पत्रकार वार्ता के दौरान युवाओं को रोजगार देने के मामले पर बीजेपी की सरकार पर जमकर हमला बोला। रविंद्र जुगरान ने कहा, उत्तराखंड की डबल इंजन सरकार,युवाओं को पूरी तरह रोजगार देने में नाकाम साबित हुई है।
आप नेता रविंद्र जुगरान ने कहा कि पिछले साढे चार सालों में बीजेपी ने सिर्फ मुख्यमंत्री बदलने के काम किए। जबकि युवा रोजगार के लिए सडकों पर भटकते रहे। 2017 के विधानसभा चुनावों में युवाओं को रोजगार के वादे को लेकर प्रचंड बहुमत की सरकार बीजेपी ने बनाई और 6 महीने के भीतर सभी रिक्त पदों को भरने के साथ नए पदों के सृजन का भी दावा किया था। लेकिन पिछले साढे चार सालों में दोनों मुख्यमंत्रियों ने युवाओं को सिवाए झुनझुना के कुछ नहीं दिया।
बेराजगारी की दर में प्रदेश पूरे देश में सबसे उपर आकर खडा हो गया । बीजेपी मुख्यमंत्री बदलने में ही मशगूल रही। वहीं सीएम धामी भी 2017 चुनावों के वादों की तरह फिर युवाओं को रोजगार देने का अलाप गाकर युवाओं को बरगलाने की कोशिश कर रहे हैं। कुल मिलाकर 2022 के चुनावों को देखते हुए सीएम धामी भी उसी राह पर चल रहे हैं जिस राह पर दोनों पूर्व सीएम त्रिवेन्द्र और तीरथ चले थे।
रविंद्र जुगरान ने आंकडों के जरिए डबल इंजन की बीजेपी सरकार की पोल खोलते हुए कहा पिछले साढ़े चार सालों में युवाओं के साथ रोजगार के नाम पर सिर्फ छलावा हुआ है।
रोजगार के मोर्चे पर भाजपा सरकार की नाकामी का सबसे बडा प्रमाण 2017 विधानसभा चुनाव के वादों को पूरा नही कर पाई ना ही नए पद सृजन कर पाई । बल्कि बेरोजगारी की दर में प्रदेश को अव्वल दर्जे पर लाकर खडा कर दिया ।
उत्तराखंड में 50 हजार से ज्यादा सरकारी पद खाली हैं जबकि रजिस्टर्ड बेरोजगारों की संख्या 8 लाख से ज्यादा हो चुकी है फिर भी इन पदों को भरने में सरकार पूरी तरह नाकाम साबित हुई।
सीएमआईआई यानि सेंटर फॉर मॉनिटेंरिंग इंडियन इकॉनोमी की रिपोर्ट बताती है कि 5 सालों में उत्तराखंड में बेरोजगारी 6 गुना बढी है। 2016 – 17 में ये दर 1.61 प्रतिशत थी जो अब बढकर 10.99 प्रतिशत पहुंच गई। बीजेपी की सरकार बनते ही ये दर हर साल बढती रही।
राज्य बनने के बाद पहली बार किसी परीक्षा के लिए इतने ज्यादा युवाओं ने पहली बार आवेदन किया। पिछले साल नवंबर में स्नातक युवाओं के लिए अलग-अलग विभागों में 854 पदों पर भर्तियां निकाली गई। इसके लिए 10 नवंबर से आठ जनवरी 2021 तक ऑनलाइन आवेदन मांगे गए थे। जिसके बाद पता चला कि, दो लाख 19 हजार से ज्यादा युवाओं ने आवेदन किया है। यानी एक पद के लिए 256 युवाओं ने आवेदन किया।
2018 में शुरू हुई फॉरेस्टगार्ड भर्ती परीक्षा तीन साल बाद भी पूरी नहीं हो पाई है। 1218 पदों के लिए होने वाली इस परीक्षा में हुए भ्रष्टाचार ने भाजपा सरकार के सुशासन और जीरो टालरेंस के वादों की पोल खोल दी थी।
2621 पदों पर नर्सिंग भर्ती की परीक्षा भी तीन बार स्थगित हो चुकी है। परीक्षा कब होगी इसका सरकार के पास आज तक कोई जवाब नहीं है।
उत्तराखंड अधीनस्थ सेवा चयन आयोग के पास पांच परीक्षाएं लंबे वक्त से अटकी हुई हैं। 4.37 लाख बेरोजगार पिछले 6 महीने से आवेदन करने के बाद अभी तक परीक्षा के इंतजार में हैं।
राज्य में बेरोजगारी का आलम यह है कि, एलटी परीक्षा के लिए 50 हजार से ज्यादा युवाओं ने आवेदन किया है, सहायक लेखाकार की परीक्षा के लिए लाखों युवाओं ने आवेदन किया ,वहीं सचिवालय सुरक्षा कर्मी परीक्षा के लिए 30 हजार और नर्सिंग परीक्षा के लिए 9 हजार से ज्यादा युवाओं ने आवेदन किया है। इसमें स्नातक स्तर की परीक्षाओं के लिए 2.21 लाख तथा इंटरमीडिएट स्तर की परीक्षाओं के लिए 1.19 लाख युवाओं ने आवेदन किया है।
खुद पलायन आयोग ने माना कि प्रदेश के जो युवा कोरोना काल में वापस अपने गांव लौटे थे उनको सरकार स्वरोजगार के वादे के बाद भी स्वरोजगार नहीं दिला पाई जिससे मजबूरीवश ज्यादातर लोगों को फिर से रोजगार के लिए राज्य से बाहर जाना पड़ा ।
चार साल से प्रदेश में पीसीएस की परीक्षा नहीं हुई। कई युवा इस परीक्षा की तैयारी करते हुए ओवर एज हो रहे हैं अब उनका धैर्य भी जवाब देने लगा।
बीजेपी सरकार में गठित पलायन आयोग ने उत्तराखंड में पलायन की सबसे बड़ी वजह बेरोजगारी बताई । पिछले 10 सालों में 4 लाख से ज्यादा लोगों ने रोजगार की वजह से पलायन किया। रोजगार को लेकर पलायन आयोग ने जो सुझाव सरकार को दिए थे उन पर आज तक कोई अमल नहीं हुआ।
2017 में भाजपा की सरकार बनने के बाद अगले साल 8 अक्टूबर 2018 को देहरादून मे भाजपा सरकार ने इन्वेस्टर्स समिट का आयोजन किया। इस समिट में प्रदेश में 1.20 लाख करोड़ रुपये के निवेश का दावा करते हुए सरकार ने कहा कि इस निवेश से लाखों युवाओं के रोजगार की राह खुलेगी। लेकिन आज तक एक भी युवा को रोजगार नहीं मिला।
पूर्व सीएम त्रिवेंद्र सिंह रावत ने वर्ष 2019 को ‘रोजगार वर्ष’ घोषित करते हुए दावा किया कि सालभर में लाखों युवाओं को रोजगार दिया जाएगा। इस पर लाखों रुपये प्रचार-प्रसार में उड़ाए गए। मेलों का आयोजन हुआ लेकिन धरातल पर परिणाम शून्य रहा। खुद सरकार के पास आजतक ये आंकड़ा नहीं है कि उस तथाकथित रोजगार वर्ष में कितने युवाओं को रोजगार दिया गया।
कोरोना काल में प्रदेश के तत्कालीन मुख्यमंत्री त्रिवेंद्र सिंह रावत ने वापस लौटे प्रवासी युवाओं के लिए मुख्यमंत्री स्वरोजगार योजना की घोषणा की। इस योजना के प्रचार-प्रसार पर करोड़ों रुपये फूंके गए लेकिन स्वरोजगार का सरकार का दावा रोजगार के मामले में झूठा साबित हुआ।
पिछले पांच सालों में उत्तराखंड में केवल दो फीसदी युवाओं को ही रोजगार मिल पाया। इनमें से भी ज्यादातर विज्ञप्तियां पिछली सरकार के कार्यकाल में निकाली गई थीं।
रविंद्र जुगरान ने कहा,ये आंकड़े भाजपा सरकार की नाकामियों की खुल कर गवाही दे रहे हैं। ये आंकड़े बताते हैं कि रोजगार के मोर्चे पर भाजपा की सरकार पूरी तरह फेल साबित हुई है।
यही वजह है कि भाजपा को साढ़े चार साल में तीन मुख्यमंत्री बनाने पड़े। पहले मुख्यमंत्री त्रिवेंद्र सिंह रावत ने रोजगार पर युवाओं को बरगलाया उसके बाद दूसरे सीएम तीरथ सिंह रावत ने भी उसी तरह युवाओं को बरगलाया और अब उसी रास्ते पर युवा सीएम पुष्कर सिंह धामी भी युवाओं को छलने का काम कर रहे हैं, उसी राह पर चल रहे हैं ।
चुनावी साल है 2017 की तरह बीजेपी फिर युवाओं को लुभाने के लिए फिर से रोजगार का राग अलापने लगी है । रविंद्र जुगरान ने कहा,पिछले साढ़े चार सालों को देखकर , उत्तराखंड का युवा आज भाजपा की चालबाजी को समझ चुका है और वह अब भाजपा के झांसे में नहीं आने वाला है।
भाजपा ने प्रचंड बहुमत की सरकार होने के बावजूद युवाओं के साथ जो छल किया, युवा उसका जवाब देने के लिए तैयार बैठे हैं। रविंद्र जुगरान ने कहा,रोजगार के मोर्चे पर उत्तराखंड में राज्य बनने के बाद से ही सरकारों ने काम नहीं किया। यदि किया होता तो आज उत्तराखंड के युवा दर-दर नहीं भटक रहे होते।
दोनों ही सरकारों ने युवाओं की तरफ हमेशा पीठ फेरी रखी। दूसरी तरफ अपने को रोजगार देने के लिए कांग्रेस-भाजपा ने सिस्टम में कई छेद किए और चोर दरवाजों से अपने बच्चों, नाते रिश्तेदारों और करीबियों को नौकरी दी गई।
राज्य बनने के बाद शायद ही कोई भर्ती होगी जिसमें भ्रष्टाचार नहीं हुआ होगा। जांच के नाम पर केवल और केवल लीपापोती ही देखने को मिली ,एक भी दोषी को जेल नहीं भेजा गया।
रविंद्र जुगरान ने कहा कुल मिलाकर भाजपा सरकार के साढ़े चार साल के कार्यकाल में उत्तराखंड के युवाओं को छलावे और कोरे आश्वासनों के सिवा कुछ नहीं मिला है। उत्तराखंड का युवा अब समझ चुका है अपने बेहतर भविष्य के लिए उनको किस दिशा में जाना है।
