देहरादून। प्रदेश के मुख्य सचिव ओमप्रकाश ने विभिन्न विभागों में उत्तराखंड पूर्व सैनिक कल्याण निगम लिमिटेड के माध्यम से आउट सोर्स के आधार पर सेवा का प्रदाता व्यक्तियों के संबंध में आदेश जारी किया हैै।
जारी आदेश में कहा गया है कि राज्य सरकार के किसी विभाग कार्यालय आदि में नियमानुसार भर्ती नियुक्ति होने पर यदि उपनल द्वारा सेवा प्रदाता व्यक्तियों को हटाया जाता है, तो ऐसे हटाए गए व्यक्तियों को उनके द्वारा अनुरोध किए जाने व अन्य किसी विभाग कार्यालय से मांग प्राप्त होने पर उपनल द्वारा प्राथमिकता दी जाएगी।
बिना किसी समुचित कारण के उपनल द्वारा प्रायोजित सेवा प्रदाता व्यक्तियों को ना हटाए जाने के संबंध में निर्गत शासनादेश का अनुपालन सुनिश्चित किया जाएगा
इस संबंध में यह भी कहने का निर्देश हुआ है कि रिक्त पदों के सापेक्ष नियमित कर्मचारियों के यथा प्रक्रिया यथा नियम भर्ती होने के फलस्वरूप उपनल द्वारा प्रायोजित सेवा प्रदाता व्यक्तियों को यथा नियम हटाया जाता है, तो प्राथमिकता के आधार पर उक्त व्यक्तियों से उनकी समकक्ष रिक्ति पदों के सापेक्ष सेवा ली जाए।
यह पूरा स्पष्ट किया जाता है कि इन व्यक्तियों को सेवा प्रदान करने के लिए उपनल द्वारा प्रयोजन से उन्हें शासकीय कार्मिक होने के लिए प्रस्थिति नहीं प्राप्त होगी
