देहरादून। अंधा बांटे रेवड़ी, अपने-अपनो को दे। यह कहावत जल संस्थान में खूब चरितार्थ हो रही है। उत्तराखंड जल संस्थान के पौड़ी डिवीजन में कार्यरत एक सहायक अभियंता ने नियम-कानूनों की धज्जियां उड़ाते हुए बेटे को अपने ही डिवीजन में करोड़ों रुपये के ठेके आवंटित करा लिए।

विभागीय अधिकारियों ने भी आंखों पर पट्टी बांध कर बाप-बेटे के इस खेल को अंजाम देते रहे। अब जब मामला खुला तो हर कोई दांतों तले अंगुली दबा रहा है। आखिर इतना बड़ा घपला कैसे किसी की नजर में नहीं आया। यह समझ से परे है। इससे विभागीय अधिकारियों- कर्मचारियों की सांठ-गांठ उजागर हो रही है।

बता दें कि प्रधानमंत्री नरेंद्र मोदी की महत्वकांक्षी जल जीवन मिशन हर घर नल, हर घर पानी की योजना प्रदेश में संचालित की जा रही है। योजना का आलम यह है कि अधिकारी-कर्मचारी मनमाने तरीके से काम करके सरकारी धन को ठिकाने लगाने में जुटे हैं।

ऐसा ही एक मामला जल संस्थान के पौड़ी डिवीजन में सामने आया है, जहां निमयों की परवाह किए बगैर एक सहायक अभियंता ने पहले तो जल जीवन मिशन के तहत बेटे अपूर्व वर्मा का ‘डी’ श्रेणी में रजिस्ट्रेशन कराया। बाद में छोटे-छोटे काम आवंटित करा लिए।

सहायक अभियंता ने बेटे को ठेके दिलाने में ही सांठ-गांठ नहीं की, बल्कि बेटे को आवंटित कार्य अपने सुपरविजन में ही संपन्न कराए। पौड़ी जिले के पोखड़ा और एकेश्ववर ब्लाक में जल जीवन मिशन के तहत लाखों-करोड़ों के पाइप लाइन के काम बेटे से कराए। काम कैसा होगा, इसका अंदाजा खुद ही लगाया जा सकता है। जब सैंया भये कोतवाल तो डर काहे का। कार्य की गुणवत्ता को लेकर भी सवाल उठने लगे हैं।

जो व्यक्ति कर्मचारी आचार संहिता का उल्लंघन करने से नहीं डर रहा है, तो वह कैसा काम कराएगा इसका अंदाजा लगाया जा सकता है। मांग की जा रही है कि अपूर्व वर्मा के बौंड पर पोखड़ा और एकेश्वर ब्लाक में कराए गए कार्यों की जांच की जाए, जिससे इस खेल का पर्दाफास हो जाएगा। बताया तो यहां तक जा रहा है कि नियमों को ताक पर रख दोनों ब्लाकों में ज्यादातर टेंडर अपूर्ण वर्मा के नाम ही आंवटित कराए गए।

सवाल यह है कि क्या अधिकारी अपने परिवारों को ही ठेके आवंटित करने के लिए ड्यूटी कर रहे हैं। क्या उन्हें नियमों की कोई जानकारी नहीं है। जबकि शासनादेश में स्पष्ट है कि किसी भी अधिकारी- कर्मचारी के ब्लड रिलेशन से जुड़ा कोई भी रिश्तेदार और परिवार का व्यक्ति उस डिपार्टमेंट में ठेके नहीं ले सकता है।

जिस डिपार्टमेंट में वह काम कर रहा है। लेकिन यहां डिपार्टमेंट तो छोड़िए इंजीनियर ने अपने ही डिवीजन में अपने ही अंडर में बेटे के नाम पर ठेके लेकर नियमों को मजाक बनाकर रख दिया।

अभियन्ता ने बेटे को कैसे ठेके आवंटित किए। क्या यह शासनादेश का उल्लंघन नहीं है। क्या यह मिलीभगत का हिस्सा नहीं है। सहायक अभियांता का बेटा डिवीजन में काम कर रहा है और किसी अधिकारी- कर्मचारी को कानों-कान तक खबर नहीं है, ऐसा कैसे हो सकता है।

यदि यह किसी को पता नहीं चला तो यह भी बहुत गैर जिम्मेदाराना और गंभीर बात है। इस प्रकरण की जांच होनी चाहिए और इसके लिए जिम्मेदार अधिकारियों और कर्मचारियों को भी दंडित किया जाना चाहिए।

इसकी भी जांच की जानी चाहिए कि डिपार्टमेंट में किस-किस अधिकारी-कर्मचारी के रिश्तेदार काम कर रहे हैं। आशंका जताई जा रही है कि दूसरे डिवीजनों में भी इस तरह के प्रकरण हो सकते हैं। इसलिए इस मामले में कड़ी कार्रवाई की मांग की जा रही है।

सवाल यह भी है कि पिता उसी डिपार्टमेंट में सरकारी सेवक है, तो इसके बाद भी अपूर्व वर्मा का रजिस्टेशन कैसे हो गया। क्या तथ्य छिपाए गए। क्या इसकी जानकारी किसी अधिकारी-कर्मचारी को नहीं थी। ऐसा कदापि संभव नहीं है। यह सब बगैर सांठ-गांठ से नही हो सकता। रजिस्ट्रेशन भी कोई पुराना नहीं है, बल्कि 20 अक्टूबर 2020 का है।

जल जीवन मिशन में रजिस्ट्रेशन कराने में बड़े स्तर पर फर्जीवाड़े की बात भी सामने आ रही है। बहरहाल इस मामले का संज्ञान लेकर उच्चाधिकारियों को कड़ी कार्रवाई करने चाहिए, ताकि इस तरह से नियम विरूद्ध तरिके से सरकारी धन लूटने में लगे अधिकारियों-कर्मचारियों पर लगाम लग सके।
